It's not like a 19-20 level D&D character is a C on NK's scale. C is supposed to represent characters that are at the peak of realistic human cabability, like elite troops and characters from action movies. 19-20 level D&D characters are mythic heroes.

Actually, let's take a look at that scale...
The rating system
1.Defensless (Lvl 0)
2.Civillian (Lvl 1-3)
3.Adventurer (Lvl 4-8)
4.Hero (Lvl 9-12)
5.Great Hero (Lvl 13-20)
6.Hero of Legend (Lvl 21-30)
7.Demi God (Lvl 31 plus)
8.Lesser God
9.Greater God
10.God-killer
11.Forget about it
As you can see, there actually is a "Level" system there, and it goes anywhere from 0 to 31. I'm guessing he meant on THAT scale he was between 19-20.
Even then though, that'd push his rank in the Neon Knight scale up a full letter grade at the very least, possibly a grade and a half.

The Quinsar scale is 1 through 11. The parenthetical levels at the end were to help translate it into DnD terms, since Town, at that point, was filled with characters largely based on DnD.

C or C+ on NK's scale sounds about right. On Quinsar's scale, I'd say 3 or 4.

That...entirely depends on what you consider to be "possible" for a human to achieve. It is both far more and far less than you would think.
For example, under great duress or in times of great need, a human being could lift the weight of a car. But at the same time, you can literally drown on as little as a spoonful of water if you swallow it wrong.
If, however, you are going by fictional character power, we could work with that. Let's see...James Bond is reasonably "human", but also extraordinarily powerful. I imagine he would be about a C-rating on the Neon Knight scale because he is, very much, the pinnacle of human achievement.
One step above him, at about rank B, I'd probably place Batman, mostly due to his ability to plan ahead and match with superheroes of power increasingly greater than his own.
A step above that and you'd have Superman, with all of his powers AND weaknesses, and Kryptonite in the hands of most of his foes.
A step above that, into rank S, and you have Superman in a world without Kryptonite.

It is true, though, that when it comes down to it, power levels don't mean all that much. If their players want it, characters of significantly different power levels can duke it out on equal terms - and they frequently do.

There's no reason to avoid it. Low-powered characters not getting curbstomped by high-powered ones in any sort of conflict is a good thing, not a bad thing.

Yeah, but I feel kinda low when Riv pulls out a ridiculous, "exactly what I need to win this fight that's way over my head" weapon, so I'm trying to avoid that with Edgar. I'd honestly rather lose than have to pull that stuff.

Well, there is a point at which adjusting the power level stretches belivability. Which is why I personally think the players of high-powered characters should tone it down when necessary.

Yeah, a little alteration of power level doesn't really matter, it's when it gets massive that it's a problem. It's also more believable for a high-powered character to go easy than it is for a low-powered character to suddenly become super-powered.
