I'd reccomend starting out at a group (like LANTERN or AMEN) because that's usually where the most plots happen. Of course, you could start off at Trog's Tavern, or of course, anywhere you want.

Answer: no, he is not. He has no Charms that would facilitate that. And he'd, literally, be newly Exalted. Yes, a serious personal threat, but nowhere near unbeatable.
