Triad Worlds
After the Warp Collapse Event not every Warp Lane has degraded with the same speed. Those connecting the three star systems near Solar System remained relatively stable for many years. Unfortunately, instead of working together the fleet and planetary leadership engaged in war for supremacy. One of the systems quickly fell to a well intentioned coup by a circle Terran Federation military officers, while in another a populist politician has come into power with promise of making his colony world into second Terran Federation. The active war has died down by the time Warp travel became possible again, but the Triad Worlds are ruined economically and regressed in the areas of technology and culture.

The Reach (Epsilon Indi)
The seventh colonization fleet of Terran Federation was stranded in the Epsilon Indi, during the Warp Collapse. They have joined resources with the recently established system colonies to maintain order and technological level.
After the Warp Lanes were restored once more, the news arrived, that Terran Federation was no longer interested in colonization. The leadership of the fleet, dedicated to the ideals of the colonization, have renamed themselves as The Reach and pledged to continue to advance the cause of spreading human race among the stars.

After the Warp Collapse, Earth was cut off from its many colonies and trading partners. At that point Terran Federation was economically exhausted from the massive colonization effort and enormous subsides for the construction of the WSDs (Warp Stabilization Devices). Without the benefits of the interstellar trade, Earth descended into greatest economic depression in history, with mass starvation, civil unrest and collapse of the world government.
The order was restored by the Constancy Party, a new political movement dedicated solely to stability and happiness of the people. The new party took control of the economy from the private sector and established many welfare programs for the population. The funding for the space programs was drastically reduced.
When the Warp travel became possible once more, Constancy Party has declared, that Terran Federation will follow a policy of isolationism and self-dependency.

Terran Federation has constructed a communication network in all star systems, during the time of its great colonization effort. After the Warp Collapse the equipment and communication stations have fallen in disuse or in many cases were salvaged for parts.
After the Warp travel became available once more, a prominent magnate from Earth, William Banks, has invested his entire fortune into rebuilding the communications network and turned it into the most popular source of news in the known space.
The rumours claim, that the decision for such investment was made, due to Constancy Party's prosecution of private businesses on Earth and an ultimatum to William Banks to leave Sol System or face a prison sentence for tax evasion.

The Kej

The Kej are a ''race'' of AI controlled space drones. Nobody knows, who has created them, but their function appears to be observation of the Warp space and maintenance of ships. They are known to repair critical hull damage of any ship in close proximity and rescue astronauts, who get lost in space.
Kej Drones are spread all around the space and smaller groups often attach themselves to particular ships, following them, as they travel through the Warp Lanes. The superstitious spacefarers claim that by observing the pattern of Kej movements, it is possible to predict disturbances in the Warp and woe will befall any captain, who will shoot down a Kej Drone.
Kej appear to lack any culture or individuality. They are an intriguing mystery, but any attempts to disassemble drone for study cause the entire swarm to attack the offender and usually trigger self-destruct mechanisms.

The Xens

The system, that Xens inhabit, was connected to the Warp Lane System, only as a signpost to systems the more lucrative for colonization. The construction was made in haste and the space wasn't properly studied. It is possible that the existence of Xens was simply missed or that they arrived at a later date. Unfortunately, their race has proven to be extremely aggressive and territorial, assaulting all ships passing through their system.
The Terran Federation failed to gather much information on Xens. It appears they switch between cycles of relative peace, when they'll attack only ships venturing too close to their own, and cycles of aggression, when they will attack any ship entering their system and often give pursuit through the Warp Lanes.

The Terran Federation has discovered a race of aliens, closely resembling humans in their evolution and culture on the planet in the LP-731-58 star system. The level of their technology was early medieval, so a covert observation was established. To the surprise of the researchers, evidence of an earlier advanced civilization was discovered. A large, well funded research station was constructed to observe and study the alien civilization and the ruins, without revealing the presence of the humans.
The contact with the station was lost during the Warp Collapse. When the first ships have entered the LP-731 system, they have discovered that the scientists of the outpost have assumed the identities of the gods, from the alien religion and used this deception and their advanced technology to take over the planet.

Before the Warp Collapse, a massive automated mining complex was constructed in YZ Ceti. Its production was enough to supply the third of the Terran military fleet.
It is unknown, what happened during the time of isolation, but once warp lanes were established once more, the visitors found the YZ Ceti was ruled by the principles of anarchy. The local population violently reacts to any attempts to establish any central authority. The only principle everybody seems to respect is maintenance of the mining complex machinery. Any damage it will turn all colony inhabitants against the offender.
YZ Ceti doesn't turn anybody away - criminals, terrorists and rebels find here a relatively safe haven.

SpoilerWe are going to use our technology to develop matter transmutation. The most simple for this could take is large and powerful fusion reactors.
For the Suula En'Coi it would most likely involve high precision psionics to alter the number of protons in the atoms.
It would of course be set up in some assembly line fashion with psionic/optic inclusions so that the system would maintain itself and all the Suula would have to do would be to direct concentration and psionic focus into the system and it would handle the rest.

SpoilerAs the massive exploration ship drops out of warp near the edge of the gravity well of 36 Ophiuchi A, a quick scan of the trinary system reveals a fairly standard layout. Several rocky planets in the inner system along with the usual scattered asteroid belts, and two gas giants in close orbit around 36 Ophiuchi B.
However a considerably more pressing matter than the planetary survey has arisen. Two extremely large objects, each of which easily dwarf the exploration vessel, have altered trajectories and are on a direct course for the ship.Last edited by ArcaneStomper; 2011-02-07 at 07:15 PM.

These few were not enough to light across the endless void, yet many were the Suula En'Coi who remained at Altair. Their mind reached out touched their distant brothers.
Preparations for a wormhole opening are underway.
The Blaze Luminous were dispatched in a concentric shell and in a protective zone between the Memory of Light and the distant objects. All ships were fully open to sensation from passive sensors, and psionic probes went out to try to ascertain the nature of these things. Also, all ships readied there engines for high c acceleration.
The Memory of Light would also begin transmitting, by altering its surface characteristics, the first fifteen prime numbers in a repeating pattern. Standard first contact based on their imagining.

SpoilerThe exploration ship warps into the system of Wolf 359 with little fuss, and immediately begins its planetary survey. The system appears a bit odd with only two rocky planets and one gas giant. The science officer is just noting the presence of an unusually high number of asteroids when the entire ship is shaken and thrown off course. A quick survey reveals minimal damage, but the cause of the disturbance is unknown.

SpoilerThe objects continue on their courses unphased by the exploration ship's contact measures. Passive scans indicate that they appear to have an outer rocky shell, and in fact they look remarkably like asteroids except that they are obviously moving under the direction of something. Psionic scans indicate that there is life on board, but it is strangely dim.

Using the synergy of the Memory of Light, attempt to make psionic contact with the vessels. If it is not sentient or self aware enough, then provide ith with some of the Suula mindscape in which to carry out expanded thinking.
On a cat this would bring it up to human level. I have no idea what this thing is like though.

SpoilerAs the psionic contact is initiated the unknowns react quite vigorously. Almost instantly they produce a psionic burst that momentarily blinds the Suulas' psionic probes and eventually settles into constant static which hinders their attempts at contact.
The other sensors however are unhindered. They show that the entities emitted a cloud of smaller objects at the moment of contact and then retreated back towards the inner system. At a considerably higher velocity than at which they approached as well.

The exploration ship warps into the edges of the GJ 1061 system without event. A preliminary scan indicates the presence of several rocky planets, 3 gas giants, and several asteroid belts. Of far more interest however is the presence of a large fleet of unknown ships in orbit around one of the inner planets.
Groombridge 1618:
Unlike it's comrade this exploration ship is immediately buffeted as it comes out of warp. Scans indicate that it is caught in a micrometeorite storm, but even without them it would be obvious from the constant impacts ringing against the hull.

The exploration ship quietly warps into the edges of the Sigma Draconis system and begins it's planetary survey. The results come in quite quickly. There are three small rocky planets in the inner system as well as two asteroid belts and three more gas giants further out. On closer examination though what at first appeared to be a third asteroid belt is in fact a vast collection of derelict spacecraft. An exact count is impossible at this distance, but there appear to be hundreds if not thousands of them.

When the exploration ship warps into the edges of the Lalande 21185 system it finds a fairly standard collection of planets. Four small rocky planets, three gas giants, and several asteroid belts scattered throughout the system. Of interest though is that one of the moons around the innermost gas giant is emitting a signal. Your systems are unable to decrypt it, but it certainly seems to be a communication of some kind.

SpoilerIn general, a simple lowering of tariffs when trading resources, along with increased trade, that should prove helpful in increasing both our economies. We can also work out selling our advanced fusion technology for around (+ temp. economy) or (- temp. economy for 3 turns). Our fusion reactors are more powerful than usual, produce no waste, and can use more elements to produce the fusion reaction neccessary for energy gain.

It is the suspicion of the Suula En'Coi that these objects represent lifeforms which has released their young.
Continue remembering all data, and keep all ships prepped for quick escape. Also, devote most of the processing power of the fleet to attempting to find a way to mentally map these creatures. Basically, figure out how they think, likely response to stimuli, etc.

SpoilerAs the exploration ship arrives in orbit over the moon it's sensors get a better picture of what is releasing the hail. An extremely large ship has crash landed. Most of it is scattered over the moon, but disturbingly the largest intact piece is itself several kilometers long. This piece is the source of the signal. The exploration ships sensors are also picking up multiple low level power sources inside it.
