Near as I can tell, they're quotes from characters that tend to fit either the look of the picture (or are from the thing depicted in the picture...) or the actual type of lich itself... Voldemort (Harry Potter, Warlock), Arthas (Warcraft, Paladin), The Witch King (Lord of the Rings, Ranger), Xykon (Order of the Stick, which, by the way, is a REALLY cool painting of him...Right. The sorcerer), and so on.

In that state he still manages to keep what's effectively Hell largely at bay, and provide navigation for their FTL travel, which takes them through hell.

They know he's basically dead, but they still need him on the chair. His corpse is their SatNav.
Also, that's one of the better pictures, really. I've seen a few where he's basically only a skull sitting on top of some machinery.

Actually, no. The Choir of the Astronomicon is the navigational beacon, and that's a few thousand psykers all broadcasting in unison (and burning themselves out in the process).
The emperor has become a warp-entity. He is fed psychic energy by the throne, he steers events and empowers champions as best he can, and he empowers the Imperium's Astropaths (basicly gives them the "interstellar range telepath" prestige class).
There are many stories new and old over what else he might be capable of or what might be wrong with him, but those basics are true..

By the way, just because I'm a nitpicker, shugenja are a Japanese thing, and God-Emperor Sun is more inspired by Chinese mythology, so he'd probably be a Wu Jen.
