Near as I can tell, they're quotes from characters that tend to fit either the look of the picture (or are from the thing depicted in the picture...) or the actual type of lich itself... Voldemort (Harry Potter, Warlock), Arthas (Warcraft, Paladin), The Witch King (Lord of the Rings, Ranger), Xykon (Order of the Stick, which, by the way, is a REALLY cool painting of him...Right. They know he's basically dead, but they still need him on the chair. His corpse is their SatNav.
Also, that's one of the better pictures, really. I've seen a few where he's basically only a skull sitting on top of some machinery.

By the way, just because I'm a nitpicker, shugenja are a Japanese thing, and God-Emperor Sun is more inspired by Chinese mythology, so he'd probably be a Wu Jen.
