Dipsnig arrives a while after Magtok, mounted on Viima.

Cessie is quite punctual and arrives dressed in one of her usual conservative dresses unlike the 'daring' pants and shirt she had last time.

Tobias continues to mentally note people's times, then gives them all polite smiles. I'd like to wait for Vasquez and Grace before we get started, but how are all of you?

"I've been worse. Work has been really dry, but that's nothing new for us," Dipsnig says curtly as he takes a seat.

Delisle, as she has proven to be a competent assistant to the Council who is unlikely to eat paper on a whim (not a common trait, but one you want to watch out for when sending messages), has been entrusted with a small envelope that details Grace's polite resignation from the Council, wherein she cites increased interest and investment into other duties as her main reasons for withdrawing.

He didn't know Vasquez was away? No, of course he didn't know Vasquez was away, because you forgot to get messages to the Council members. >.<

Delisle has been doing her best, but her efficiency has slipped.

"Commander Vasquez has taken a personal vacation. I am the acting Commander of Remnant until her return which is estimated to be about <insert date here> but we are all familiar with interplanar time fluctuations that may affect that. I apologize for not giving prompt notice about Vasquez's leave of absence. I have been somewhat overwhelmed and take full responsibility for things falling through the cracks. As for Miss Grace...."

Delisle reads out the letter to the Council as requested.

"Commander Vulpan, if you would be so good, please add a note to the agenda to move that the Council thank Miss Grace for her service to the city and accepting her resignation with sadness, but with best wishes in all current and future endeavours etc etc."

"As Commander Vulpan has called this meeting, I've asked him to lead it and set the agenda. Commander, the table is yours."

Advisor Vyrn arrives and takes a seat, with a nod to Delisle.

Magtok raises an eyebrow. Vas is out of the picture? Interesting. Nothing he can really do anything with, since Remnant's perfectly capable of operating without her, but interesting all the same.

Tobias frowns as he hears Grace's letter. Of course. I move that... exactly as you said. Flowery formalities and polite protocols aren't really his strong suit, but he does feel sympathetic for her. Assuming that nobody has any objections to expressing sadness and thanking Grace and assuming that nobody feels the need to immediately discuss replacing her, he dives right into business.

First off, I'd like to ask if Magtok and NO have any information for the Council, as per their agreement at the Council's formation. He smiles politely at Magtok and Dipsnig. Technically Magtok never agreed to that role, but he didn't say anything in protest when Poise suggested it.

Dipsnig manages not to roll his eyes. He's beginning to suspect Tobias called this meeting just to be passive-aggressive again.

"I came across no information that would be relevant to the Council's interests, but I am working on sending my members to infiltrate the Cult of Dalachrech. Of course, it's not the subject of this meeting, so I suggest we get to the point."

[Lord Magtok]

Magtok is a tad more cooperative than the goblin. Most likely for his own sneaky, secretive, nefarious reasons than actually wanting to help out with Council matters, though.

"Inside has been fairly peaceful lately, aside from some issues with human supremacists. There was a cult of them, led by an individual known as Charlie, but now that he's dead, some moderate named Brian Starling seems to be in charge. He's much more half-assed about his approach to the ideal than Charlie was, preferring to have his people cower behind the whole 'You can't persecute me just because I believe a certain thing' facade, whilst still spitting on and roughing up non-humans in the alleys and gutters.

Trying to arrest him for the harpoon incident isn't going to go anywhere, unfortunately, because Linda Mann was a known Charlie follower, and such public acts of terrorism aren't exactly Starling's style, as far as I can tell. Stamping out racism isn't exactly one of my specialties, so I don't really have any ideas as to what could be done about the filth. Arrests and assassinations and trials are likely to just give us a whole lot of martyrs for their cause."

Delisle nods. "We have several of the original group known as 'Charlie's Family' in custody for various crimes, and one of his original disciples has shown a lot of remorse and been cooperative. Charlie himself is presumed dead, and even if he returns, may not be able to wrest control of his group back. Starling has kept his hands clean, so there's not much we can do against him legally. Even if we went black ops, the hydra would grow another head, and at least right now, the rhetoric is about segregating non-humans rather than eliminating them. Our current policy is watch and wait."

Tobias takes out a notepad and a pencil and makes a few quick notes while listening attentively to Magtok and Delisle. He doesn't need to write things down to remember them, but he wants them to see that he is appreciative of any information they have for him. Thank you very much.

All right, on to the next item. At our last meeting we had agreed to establish a warning beacon system. Tobias stands up and starts handing out folders. I have a proposal for contracting a private company to create that system. The folders contain the company's plan to build many devices, similar to campus security callboxes in use in many colleges today, in the city of Inside that can send distress signals to Remnant, HALO, and any other groups the Council members can choose to include. The project's estimate is rather cheap and notes that HALO will foot the complete bill.

"This looks good," Delisle says. "And many thanks to HALO for the financing. Unless anyone has any objections, I think it should be implemented according to your proposal."

"I have nothing to offer against this proposal, though I will request that my own organization-the one aligned with Remnant as of recently-be included in the distress options." Vyrn's aware he does not technically have the power to control that, but he figures it's a worthwhile suggestion all the same.

[Shadowcaller]

"Seems reasonable to me. Watch will connect itself to this beacon as soon as possible. You and your organization have watchtowers thanks Mr. Vulpan." Cessie replies with a slight nod.

[Morty]

"No objections from me, either," Dipsnig says with a shrug.

Delisle's tablet flashes, and she looks down at it, reading the message it shows.

"I'm afraid I need to interrupt the agenda. I've just received word from two Remnant medics of an infectious disease on Ponona Blvd and the surrounding neighbourhood." She shares the information from the spoiler below:

Ponana Boulevard

A plague has slowly wormed it's way into this street, and is spreading into the surrounding neighborhood with startling speed. It hits the young and women first, but it quickly spreads to men. Families will become infected in under a day, and most people who interact with the families come down with it quickly. The symptoms are obvious enough: Fever, weakness, and in extreme cases delirium sets in. Beyond that, however, no one has found a cure. The effect doesn't fade, some have had it for a month now. It's spreading faster, beginning to spread into additional streets...

((Anyone can visit the sick families, or look into the disease. This will work best for characters willing to do investigation. On the other hand, visiting this street might get you infected...))

"We need to set up a quarantine and provide relief and medical care to the neighbourhood itself. Currently we have one Nurse Practitioner and one trainee EMT on the site, which is clearly insufficient. Can any of your organizations provide assistance? Miss Shrike, I understand Mr Druid is the most qualified infectious disease specialist in the Nexus. Could you please request his assistance?"

She shakes her head and mutters, "Shame we didn't have the beacons already installed. It costs time going through the Council like this."

"I'll send our medical robot," Dipsnig says. He then proceeds to call NO and do just that.

Toby writes down a quick note to make sure that Vyrn's group and Watchtower will be connected to the system. Then he touches his hat and abuses its limited temporal magic to make a plotclone at HALO to handle the aid. I'll see what kind of medical personnel I can get, but I know HALO has some supplies to send.

"I can dispatch some men to assist Remnant's in this matter." Vyrn proceeds to send orders to the his Irregulars for that purpose.

One gets the feeling that if he had heard Delisle's muttering, he would have said something along the lines of 'How do you think I feel?'.

Outside the Council Building.

A group of people that had just driven down in three black cars with tinted windows, and one very expensive looking black Porsche walk out of their cars and head to this area. The people are in black three piece suits. They all wear tinted glasses. Executive Pay opens the door to her sleek black Porsche and smiles. Her dark purple lipstick matches her high heels. She's wearing her normal black suit with a black hat topped with a purple ostrich feather. She's the only one not wearing glasses save another young man. He wears a green suit with yellow buttons, and a dark blue-green cape. He has spiky gelled hair and a pale complexion. The people in black suits stay behind. Parliamentarian Batiste, and Executive Pay will try to head for the front door. They will attempt to walk in and look for some kind of secretary.

"I'm sorry ma'am, sir, but there is no public access to this building." one of the guards says. The doors to the building are behind the guards, and remain closed.

Executive Pay speaks out with her shrill, crisp, and intimidatingly subtle voice. As I am aware, however, I have some news that would be of great importance to the leaders of the Nexus, involving a certain halflling named Louv're, and his efforts to create a potentially apocalyptic machine that is a threat not only to him, but to everyone in the Nexus should he do what he's planning to. The fool thinks he's going to make a machine solely to power the Nexus, what he doesn't realize, is that the plans for that, which he stole from Clarke Industries, my company, declare that the "Spirit Engine" is meant as a weapon of incredible propositions. Needless to say, If I don't get what I need to say to them, there could be a rather terrible event that would have been averted had I only been allowed to speak for five minutes.

"It is not our policy to let anyone interrupt Council meetings, the guard says, not intimidated in the slightest. "If you have any information you need to deliver or greviances that need to be addressed, please contact individual Councilors or leave a written message."

She frowns. Individual Councilors? I tried that. I got a door to my face and some rather unhelpful information. I will not be interrupting, nor am I a threat. The simple fact of the matter is, I need to get this information to some of the more...responsible members of the Council, since Magtok...didn't listen to me. I realize it's not your policy, but it's not my policy to hae to come bearing ill news, generally I have a guard do that. I salute your incredible dedication to your job position, but sadly I fear sometimes rules need to be broken, for the greater good of the matter. Louv're needs to be stopped quickly, else a good portion of the Nexus will feel the toll of a few peoples ignorance.

"You are free to leave a written or recorded message or attempt to gain communication with individual Councilors. We do not allow entry during Council sessions, regardless of percieved importance of the issue."

Executive Pay is about to say something, but wisely decides to hold her tongue. Batiste finally speaks up. I believe she's trying to say, that she already tried what you suggested. Now, we have more news which might be of more important personal notice to a few of the councilors. The Renegade also created a list of people, who grieved him in the past. He's written an assassination request out for them. He's planning on trying to find and use an unknown source of power called "The World Eye" to get back at them...Sir, I greatly require to meet with them. A few of their lives could hang in the balance...along with the lives of a great few other.

"None of what you just said changes our regulations, sir," the guard says. He can do it all day, really.
