You can't upload your avatar directly to this forum. It has to be linked from some image sharing site such as Photobucket, Imageshack, or DeviantArt.
Simply click one of many large upload buttons there after making an account, and then copy and paste the direct link into a little box at the bottom of your options tabs in your User CP area and make sure to click the custom avatar bubble.
Which means, as long as you have internet connection on either, you can upload it to the forum.Last edited by Cealocanth; 2011-06-06 at 09:29 AM.

Maximum dimensions for an avatar is 120x120 pixels. The forum used to resize images automatically, but not anymore. You need to first resize the image so that the largest dimension is no larger than 120 pixels, then reupload.

Adobe Illustrator and, I'm sure, a whole lot of other programs can do it, too.
If you're using Photobucket - as you appear to be doing - upload your original image again, and when you're in the image (on Photobucket) click "Edit -> Resize" (the menu may only come up when you have your mouse over the image itself). There you can enter in the dimensions you want it to be (max 120px), and save it at that size.The Iron Avatarist Hall of Fame!
