    There's another route you know...Give the option of either Evocation OR Enchantment, and give access to all universal spells. Reigns in the spells a bit without actually screwing with fluff or concept.

    Actually, after some thought and analyzing evocation spells, I have decided to limit him solely to Evocation after all.
