Tarquin's Helmet
Does anyone else think it's a Chekov's Gun?
It been dramatically removed from his head three times already (the big reveal to Elan, the reveal to Roy/Belkar, the proof that not-Thog is not Thog).
And there is this bit of foreshadowing in the third panel here.
Is it possible...

Of course it's possible, and it's a pretty neat item if you're really jonesing for a magic helmet. But really, knowing that the party wizard cannot cast teleport is pretty useful information regardless of your own capabilities, and there's really no connection between that and the fact that Tarquin wears a badass "evil overlord" helmet. So yes, it is possible, but there's also nothing to indicate that it is true. We have no indication that Tarquin's helmet is even magical (other than being affected by his armor's glamered ability, but you can generally switch out helmets however you want so it's not conclusive), much less being that specific magic helmet.

Tarquin can pull out pretty much any magic item, ever. It's already been established that he has an entire kingdom's resources at his command, and that he creates new magic items on a regular basis. If the situation requires a magic item, he'll have exactly what he needs. He's already got a Ring of Regeneration, a Ring of True Seeing, a magic axe which he obviously treasures, multi-enchanted armor of which we've only seen glamour activated, and who knows what else. Helm of Teleport? Why not?
I don't think it's been alluded to at all, though. It's not a "Chekhov's gun" by any means.

Another idea that I brought up in the discussion thread of one of the previous comics: right now, the Order can't see the spikes on Tarquin's helm, but they're still there. (Assuming they weren't themselves a glamour effect.) That could end badly for anyone who tried to, say, exploit a Ring of Jumping in their attacks.

The dramatic reveal may indeed be something significant
the helmet itself.....I doubt it.If I cared about this, I would probably do something about it.

I think the helmet is infact an evil intelligent item, that's been dominating the LG Paladin Tarquin for the last 30 years.
Ok... I don't really think that. But there's about as much proof for my theory here than for yours :)

You know, I think you're on to something here. Somebody has been dominating Tarquin so that he would leave his wife with his son, and then develop Nale as an adventurer.
Then, the person who dominated Tarquin used Nale as a tool against the OotS! There can only be one person behind this...

OK... that sounds suspiciously like you pulled that out of Izya's coat pocket...
But, seriously: sometimes, a cigar is just a cigar. And, a helmet just a helmet. I simply don't get the leap of logic from "he removes the helmet a lot for dramatic revelations (or failed attempts)" to "it must be a powerful magic item" and "he took notice of the fact V can't cast teleport" to "his helmet must have a teleport effect"... Are you a monk?
Now, your prediction might be absolutely right, and in fact having an item that allows him to teleport would be useful, but there is nothing in the comics really suggesting he has any item of the sort in his person, or that his helmet is anything but a helmet.

Well, I do believe it's a powerful magical item, but not because it was removed a couple times dramatically, but for a very simple reason:
Tarquin was toying with the OotS, who are by now level 15 or what, all by himself. That means he's either epic level already or close to it. Also we know that Tarquin has alot of magic items, so that the helm would simply be an ordinary helmet is just unrealistic.
