The basic flaw in your reasoning is that you're thinking of what will happen to human body moving at superhuman speeds.

Of course a human trying to punch straight while moving forward with speeds around 100 km/h (my estimate for Shunpo) will break into bits. Just rapid acceleration to such speeds (what Shunpo does) would kill them. A human moving at perfectly ordinary running speed can break himself just as much, because we can extert more force than is required to harm ourselves. (This is why Ichigo would've broken his bones when first using his Bankai.)

It's reasonable to assume that as a supernatural power, Shunpo and equivalents soften the effects of initial acceleration and deceleration. (As Kazuma learned the hard way, impact doesn't seem to be part of the deal.) However, any move made in combination with Shunpo is fundamentally just a normal strike, done really fast.

What you, and Kazuma, ought to be thinking of what happens to a superhuman body. He's already achieved some extent of preternatural endurance - what he needs to do now is a) either train his body to withstand the speed at which he moves, or b) tone down his Shunpo to a level his body can withstand.

Having all of his body move at Shunpo-like speed is irrelevant, as long as slower-moving parts are tough enough to resist the shock caused by the acceleration or deceleration of faster moving parts. If they aren't, it doesn't matter if they move as fast, as the impact will tear them apart still.

@FF: Hmmm, I suppose you have a good point there. Given the way Kazuma usually does things (i.e. move from rougher to more refined), he'll probably do the whole "shorter-range shunpou" thing before he can actually do the whole deceleration to manageable speeds thing.

It is notable that "Mr. Hat and Clogs" Kisuke Urahara was a member of 2nd Division (I think a 3rd seat?) before he was promoted to Captaincy. I think that 2nd could easily become "The Elite Division" if we wanted it to be so.

I'm vetoing the "Elite Division" idea for several reasons:

1. Everyone in 2nd will start going "If I'm in the Elite, I should have a bankai!" And we're already power creeping as is.

2. All new comers will catch onto one word. Elite. And then the power creep will continue, and this game will become high power as all hell. And I'd prefer this to remain low power instead.

Those are pretty much my only two reasons. But yeah, we don't want the power creep to keep up, do we?

What if the Onmitsukido were the "elite force" of Sereitei? That would make them loyal to Central alone, which also seems more ideal than having them be loyal to Central only through Gotei.

I thought that the Onmi would be drawn from every division, instead of just the second. This would make it more specialized as the elite force, but less "elite". Think of it as a smaller Gotei with less restrictions and specialized to fighting internal threats and finding long standing adversaries of Soul Society. They would still do things in secret that the Gotei wouldn't want to have put with their names, like what the Central did to the Advanced Zanjutsu masters.

Anyways, my point was - after the separation, Onmi would be Onmi. Onmi characters like Nao and Sigint would stay largely unchanged, because their jobs or ranks or requirements for them wouldn't change either. Worrying about leftover 2nd Divisioners using the separation as an excuse to gain Bankai is silly, because we have... who? Sadanaka Hideuchi (Dorizzit's character)? With Moon Wolf and Shiro absent, 2nd has been silent as the grave.

Your argument only holds water if we suddenly have an influx of new players finding the idea alluring... and like always, we can steer them away from OP characters. It should be a non-issue by now.

I actually have a potential 2nd Division character in the works, and I think he may stay 2nd rather than Pajama Corps if there is a split.

As far as what each would do:

I reiterate my personal view that neither group should be "Elite". Instead, after the split, 2nd would focus on 2 things.

1.)Hakudo specialists, probably with Hoho as a secondary skill group. 11th Division shines out as Zanjutsu specialists, Kido Corps does Kido really well, and other Divisions emphasize varying levels of skill in all fields. But 2nd ought to be for people who like moving fast and beating things to death with their body.
2.)2nd is for those who focus on being, essentially, Battlefield Assassins. 2nd Division would foster skills that allow them to target and kill key enemy commanders and the like. This doesn't mean they can take on a whole army themselves; rather, it means they can slip past the army, kill the general, and slip out.

As for the Pajama Corps, they also aren't "Elite" so much as they are "totally unaccountable except maybe to Central 46, and even that's pushing it".

My biggest concern is potential in-game abuse of that power, especially for semi-meta reasons. I'll be honest and say I pushed some of the "ninja" skills of 2nd too far in the last game. I'd really prefer the "ninja creep" not get so extreme that we have legitimate IC worry about having your throat sliced if you question Central 46's decision-making ability. Perhaps an extreme example, but you see what I'm getting at. It robs tension and story-telling if they're suddenly quite literally knowledgeable about everything.

I suppose that's true. I mean, 10th doesn't teach Sokotsu or anything. They're more focused on disabling techniques.
