I'm trying to find systems that have good balance. So far I've got
RoC Legend
Strands of Fate
Anima Beyond Fantasy
FATE?
Fudge?
Burning Wheel?
New World of Darkness?
Ones with question marks are either systems I hear recommended occasionally, or associated with another (SoF/FATE/Fudge).

I would argue with you venomously that Anima and nWoD are not balanced. nWoD is much much better than oWoD and some lines can be balanced (Geist, Werewolf) the series as a whole cannot be seen as balanced and some lines in particular (Mage) fail spectacularly at it.

White Wolf does not create balanced products. Like, at all. Their mechanics are, at best, mediocre and are most often completely shoddy. I'd still recommend their work, though, because the fluff is amazing and the gameplay is still fun as hell - you just need to work a bit harder as a Storyteller.

After Shards, the writers should just admit that patches won't fix the biggest problems, and just rewrite everything and release it as 3.0.
But it would be ultimately easier if the writers just came up with a comprehensive conversion of everything for Strands of Fate. Even if it's unofficial. Except maybe Creation-Ruling Mandate, I don't know if SoF does that kind of thing. Hell, rewrite Exalted as a campaign setting for Strands of Fate, with new mechanical options, similar to a D&D campaign setting book.Avatar of George the Dragon Slayer, from the upcoming Indivisible!

I just hope they are going to have some of the infernal charms from Broken Winged Crane in core book.
I love broken winged crane. Lurve lurve lurve. And Alchemicals.
Heck, I love most of the fluff that isn't Lunar, Solar or Abbysal. Not because it is bad, just a bit...well...boring :P I am a min max munchkin when I do play games, but I do love politic intrigue, being a supervillian, and the alchemicals in general.

Not quite. Mutants and Masterminds is an very well put together system with some balance problems, most of which the game warns you about outright. Exalted is a cluster**** of a dozen different writers none of which agree on how the rules should look like and with several different mutually contradictory fluf stances in different books.
