No, Nomen attacked the moment the card came out but the distance resulted in travel time in the attack (speed lines show Scarecrow McDeathcaster getting hit while Nomen is still moving).

Nomen attacked Scarecrow before the latter could react, resulting in the X-shaped impact on hay-face. By genre conventions, Nomen must position himself behind Scarecrow, risking a hefty fine and even losing his Shonen Hero license if he doesn't.

The scene isn't composited to support that interpretation. The cross is over his body, not the card.

His speech was pretty much saying "If you want people massacred, I guess you have to do it yourself"

My bet is that Scarecrow guy is actually a total wimp. He's build himself so much, playing the cool chessmaster, sending minions to their expected death, and commenting on his opponent's skill -- that means that either he is actually that much powerful, and then why is he Kentucky Frightened Chicken's lackey? Or he's really a coward trying to bluff the opposition into surrendering by appearing unstoppable.

He might have some necrosopher tricks like turning slain minions into zombies, which would indeed explain why he was disappointed the defeated sophers were still alive, would help him look more frightening, and would allow for the cowardly option of building a meatshield wall around him. Not like zombie sophers would be better fighters than they were when they were alive and able to use magic... But maybe they'd be more durable, if they're zombies of the "you can't kill them since they're already dead" variety.

It's clearly indicated that Nomen didn't kill anyone, just incapacitated.Kind of like Batman.
I believe that Scarecrow McDeathcaster (like that name) is using a Miracle, and is just muttering under his breath to keep the intention hidden, of said miracle.

He probably wasn't prepared to fight someone of Nomen's caliber out in the sticks, he probably doesn't have more than a few cards on him to fight with, not even expecting to do more than stand there and look intimidating (and he's pretty outstanding in that field). And now he has to prepare to actually fight.

I guess he want's to prepare for the fight properly. He didn't reveal anything about himself here and gained quite a bit information about Nomen, so he can spend the week more productively then Nomen - maybe even gain some mooks or use those currently unconscious more effectively.

I'm still under the impression that he uses death-sophy-thingy(That being the technical term) and needs dead bodies for whatever techniques he had planned. Nomen's refusal to kill or let him kill puts him at a disadvantage, and he likes to have the odds heavily stacked in his favor.
