Looks like Kilkil is paralysed. Proof that his character level is between 6-11 and that he is not good.

Does anyone know how Tarquin stunned Durkon like that? I know there's a PH2 feat that does it, but I thought it was for bludgeoning weapons.

Could be that he's using his axe as an improvised bludgeoning weapon for that purpose; that's a bit of DM fiat, but it seems reasonable to me.

Regarding Tarquin's latest move, it could perhaps be the Stunning Fist feat. True, he's not actually using his fist, but neither was Miko when she used it.
