OOC: The House of Delegates is the legislative granch of Project Earth. It is a 500 member body, single house establishment. It has worked hard not to be split into political parties, but cliques do exist of like minded representatives.
The matter will be decided next turn.

Please know that Project Earth strives to keep its works in the progressive sciences apolitical. We reached out to Brazil because they control the majority of what is left of the Amazon, not to choose any sides for any political unrest in the Western Hemisphere.

Welcome to the Hegemony New Network. This is HNN.
The HNN logo sped across the screen, cutting into a news room where a pair of improbably attractive anchors sat behind a sleek news desk. The man's chiseled jaw and ebony skin contrasted strikingly with co-anchor's blonde tresses, but they shared the same rehearsed smile and intense stage presence. He was Jason Coombs, she was Eveline Albrecht, and together they were one of the most watched anchor teams on terrestrial television. Their feed confirmed, Albrecht launched into her report.
"Welcome back to the HNN Evening Report. Opinions in the Hegemony remain divided over the announcement from earlier this week that employment standards would be revised in order to meet with growing demand. While various immigrant rights organizations have applauded the move as a step in the right direction, certain voting blocks within the Hegemony have expressed concern that the influx of new stockholders will devalue their own voice in government. CEO Rockwell has scheduled a press conference for this evening, likely to address these concerns, which we go to now."
The screen faded to black, before the image of Rockwell's office faded into view, transmitted through both the Hegemony broadcast network and that of the Hypereux League. To call the sunset at his back stunning would have done it a disservice, but Rockwell's attention was fixed squarely on the audience behind the camera.
"Good evening. Since mankind took its first tenuous steps towards greatness, we have looked towards the stars with hope. To some, they were the work of gods, spinning epic tales upon the skein of human existence. To others, they were a guiding light in the dark, a sure sign leading towards home. And to still others, they were the sparks that ignited imagination, that sped the human mind to split the atom and tame the smallest building blocks of our reality. Even as we broke loose from the surly bonds of Earth to populate the heavens, their siren call beckoned us to come further. Yet what have we done since then? Great stations dot the skies above us, and mankind spreads civilization across our moon, but we remain reliant on the rocketry that propelled Neil Armstrong to take his giant leap for all mankind. But no longer."
Behind Rockwell, a large holographic image emerged to blot out the horizon. It was the earth, rendered in exquisite detail, and floating around it was a thin ring of sliver linked to the surface by the merest thread.
"Ladies and Gentlemen of the world, may I present the Hypereux-Hegemony Orbital Ring. While it is only in the preliminary stages of construction, this new Wonder of the World will soon provide access to space independent of the crude rockets of yesterday. Unburdened of the grasping hand of gravity, The Hegemony and the Hypereux league will bridge the gap between humanity and its next great frontier, for the benefit of all. Even as the Hegemony accepts new citizens into our great nation, we shall channel their drive, their determination, and their dreams into the completion of this grand ambition. The Grim have harmed no one, and if the millitary applications of our technology is truely disturbing, we will take steps to make it safer. We do not wish war in the global community. We want humanity to move beyond that barbaric state where it must solve all of it's problems by violence. And, is the reinstatment of that treaty honestly for the recovory of the old research stations? They were andnoned and dismantled years ago. They no longer exist. It has come to our attention that the Reclamation Plan has been leaked. It seems most likely to us to have been done by the Australians, as we noticed they had sent a communication to the Grim right before the Grim sent replies to both us and the Soviets.
We should therefore consider the Australians traitors from here on out and not trust their forces. I call upon you to ask whether we should continue the operation as is, devote a larger force or call it off.

The Soviet admiral in charge of the operation, Rear Admiral Faustin, gave a hefty scowl. One that appeared on the holographic projection transmitted halfway across the world.
"Leaked?" He'd rumble, "We have the entirety of the First and Second Armored Battalions, and an entire regiment of the Storm Detachment loaded and ready to deploy! Nevermind the fact that we're in the process of deploying our intelligence and political officers to their lands, in addition to Spetsnaz teams." He asserted, "It's a massive expense! You expect me to call off a military strikeforce and intelligence operation on the drop of a dime?" He asserted, scowling.
He ran a hand through his hair, leaning back into his chair as he looked at the British representative, "The Soviet armada is in a holding pattern. We have the aforementioned battleforce [++ Military] on standby, with four divisions of intelligence personnel, craft, and munitions [+++++ + Esp] ready to be put into action. Commandos, operatives, field officers, tanks, aircraft. If you're willing to commit, the Directorate's fleet is right behind you. But we need to know if you have the ability to secure a victory here, even with compromised plans. If you call things off, we will scrub the operation."

We are capable of victory. However, it will be much more costly than envisioned if we are also beset upon by the Australians and possibly others. Currently our forces have stopped, but they are not retreating yet. We will negotiate for a moment, try and gain accurate stock of the situation. And, of course, the British response to any incursion on our home territory will be in the form of nuclear missiles.
((OOC: I'm at least delaying to just over the EoT so that we have time to get the responses of our allies. It would be pretty unfair to drag them into a large war without them having the ability to even try to react, since fluff-wise we got the information about the leak before the attack started. I think it'd have been more fair for Australia to send his message earlier than while the EoTs were already underway, but I guess he had some IRL trouble with it or something.))

SpoilerWe are contacting both your nations respectively given the urgent message we received from the Grim. In this message, we have been informed that the United Kingdom will invade Antarctica because they declined the UK's offer for military protection. This seems a standard situation of lack of communication. We hole confidence that there is more behind this situation than just that. However, the Grim, not knowing the full truth, will yield simplified propaganda, which will only anger the UK and give them more reasons to attack, which will make war inevitable.
Project Earth, as per our own laws demand, will not choose a side in this conflict. We do however, support a resolution that allows, or even leads to, a non-violent solution. We offer our own services, and our World Peace Mission agents should BOTH parties be agreeable. As an alternative, we offer our borders as a host should BOTH parties wish for a third party observer they can trust not to twist their words and intent.
If this present problem is not just between the UK, and the Grim, our offer extends to any other involved groups as well. We offer luck and peace to you both.

SpoilerOn matters of a different sort, we want to inquire about the Soviet Directorate's curious actions of late. They had informed us they wished for a peaceful and unified Eastern Hemisphere, which in and of itself is noble, however their methods are worrying. Without prior warning, they came into our borders on a military vessel, an act we are willing to overlook for the sake of peace. Their representative... seems ambitious? We are not sure how to interpret his large smile, or his security personnel with him.
We ask you, because we were shown a document of an agreement between the European powers, one where you would be the protectorate of the Benelaux Republic, and where the Soviets would have a similar arrangement for Africa as a whole. Since your nation is aware of this, but stood out as wishing for an exception to be made, we feel you may have a unique perspective.
At the moment the military and our Executive branch are both leaning towards declining this diplomatic office. The rushed nature of this, the clear display of weapons, and a curious man to have us sign the deal give us pause. More importantly, we feel that this jeopardizes our neutrality stance, and may pull us into a power bloc, crippling our ability to assist nations outside.
Is there anything you would like to add to what we know, and what we believe?

President Jack Oliver's television program had just begun but already Jack is starting his speech strong.
"I haven't heard an official announcement yet, so I guess I will be the one to tell it to the world."
Oliver's audience roared to life.
"It seems the good ol' British have cut all ties with Australia, I wonder why they would do that, well I will tell you why?"
"Sir are you sure that is a wise idea, the British may return any and all ho..."
Yani Ankia was cut off.
"The British tried to organize an invasion of Antartica, territory of the Grim. They tried to strong arm the nation after a refusal of British protection. They tried to recruit us in on it too, so we decided to play along until we could strike those hostile British before they attacked a country without provocation. Needless to say they found out and want nothing to do with us anymore."
Oliver continued on.
"Embassies have been pulled out on both sides sir. We are arranging for the transport of Australian civilians back home now."
Yani informed the president
"Very good Yani. Now good people of the world, I ask you now, do YOU want to deal with a nation like Britain? A nation that will stab you in the back for refusing a deal?"

Following the announcement of the Commonwealth of Australia, Chief Representative of the Gaul Republic Arcturus Mengsk has called for a press conference.
"People of the world, we of the Gaul Republic are outraged at the accusations of the Australian Commonwealth, that Britain would take such actions as to invade another country. Not once in the past fifty years has Britain made any aggressive action towards any sovereign power. We denounce any of these foolish claims by the Australians as fear mongering and aimed towards inciting conflict.
The Gaul Republic will stand by Britain against these baseless accusations. We ask our allies to join in the same and stand against the lies and blasphemy of the Australian Commonwealth."

We all know how the British are about protecting what they consider their sovergein terriotry. For years they've blasted any and all ships that even came close to their waters, and we all know about the disagreement between them and the Southern Ferderation. Those islands were virtualy abondoned, and if they hadn't suffered nuclar leakage, the British would still be siting on them like a bull dog over a bone that it can't eat anymore, but is to possesive to give up. And, if they were so concerned about us being in antarctica, why didn't they say anything a hunred years ago when we started building our surface compounds here? We hope to resolve this peacefuly, because in our opinion, while we don't want to lose our homes, we also don't want to start a war. We've already talked to the british, and they seem willing to talk. We hope that as rational beings, we are not forced to resort to violence as a first resort, and instead can talk our diffrences out. Let us act like responible adults, not beasts over a carcass. The Project Earth Council
The Project Earth Council is the Executive body of Project Earth. Three members are elected into life terms, three members are elected into five year terms, and the remaining three members are chosen from within three other government agencies, one from the House of Delegates, one from the Internal Security and Peace Department, and one from the Interior Investigations Department. Their terms are dependent upon their respective agencies.
There is no Chairman, or otherwise distinguised individual above the other eight.

And while they may have just been approching us for our biological expertise, they asked us about the possibility of super soldiers some time back. And regurding your offer to have a peace talk, I wish for to happen. It was not my intention to sow conflict, but we Recived information from a trusted source that Britan was planing to use the old Antarctic treaty to invade us and divide the soils by who had the greater claims under the treaty. We went global with it so they would have to stop and reconsider their actions. Despite our millitary technologies, we do not wish for war.

The United Kingdom on the Antarctican Situation
There is finally an official response from the British government.
"Britain is confused as to where these allegations are coming from. It would appear that the Australians have, for whatever end, lied to the Grim that our fleet, which was indeed heading south but stopped at Ascension Island to protect a large construction project the completion of which we will announce shortly, was actually intending to attack them. I suppose they intend to strong-arm the Grim into signing some sort of an alliance agreement so that they can gain access to the weapons of mass destruction located within the bunkers in Antarctica.
We do not intend a war with anyone, as our actions for the past hundred years should have shown, but once we heard of these Australian lies, we decided to cut our already limited ties. As it is clear that Australia is a rogue nation intent on expanding their influence by any means necessary, even if it means sparking another world war, we urge everyone else to do the same."

Hmm. Well, the claim of entire Africa by the Soviets was, indeed, ambitious and shocked our diplomats somewhat. Our intention for the European Treaty, which has been declined by Carthago and Rome, was to safeguard the peace and balance of power in Europe which is why we intended to make sure that the smaller nations in Europe would not be taken over once peace between the greater powers was attained. Africa didn't enter our calculations at all - the Brits have a keen interest in making sure no one nation dominates continental Europe, but that is all.
As for the Soviets, we know they are ambitious and very willing to act even in uncertain situations if necessary. They seem to be flexing their muscles, but we doubt they have ill intentions as such. They have been honest and frank in their dealings with us so far.

A generically-attractive news reporter is just finishing up the latest section of the news when word reaches the studio. The Grim stand with the peoples of luna in this hour. We belive that noone should have their homes violated, and not to rush head long, with justified outrage and wrath. A we advise that a investigation be undertaken, and that a international war crimes trial be held. To Rome, your ancestors made rome a bastion of western civilization, partly trough force of arms, but they had something even greater then that. They knew that some lines must not be crossed. And to the purpetators of such a crime, while we do not belive in a eye for a eye, you MUST be brought to account for your actions. SpoilerThe recent events of assault on the Lunar surface is unconscionable and calls for immediate response from this body. The assault resulted in the deaths of numerous civilians due to vacuum exposure and considerable injuries even among survivors. If they are willing to perform such heinous actions they would not hesitate to do so to us.
The Varunas propose that the UON move to organize a harsh diplomatic response including demands for full reparations and prepare for immediate mobilization should it prove necessary.

Okay, let's say I do it right. Can I spend 3 Reputation to send a group of Diplomats to determine, what would interest Mongolia the most, and make them most likely to cede control over Inner Mongolia to China? I should have some information already from the diplomatic talks of the previous turn and they trust me. Can I get that information right away, so I can work on giving Mongolia what they want by the EoT? And the Economic Treaty I'm proposing can be a perfect place to reach an agreement. Perhaps special provisions between China-Mongolia-Amurian Technocracy?
Also, as a pet idea - terraforming technology. Would they be willing to give up some land, if the rest is turned into a garden of paradise?
My arguments to persuade them: they'll constantly have China on their backs and if China gets defeated, their own allies wouldn't hesitate to annex them. Amurian Technocracy wants to build a lasting peace in the region, and we hope to find a solution, that would end up with Mongolia and China on good terms.
I saw humans get on fine without power for millennia. You used to hunt and gather, what happened to that?
