The question on the people of the UPWA's mind though is, will the Scientific Conference be held still? We have just been informed that indeed, the conference will still go on as scheduled. However, we turn to one woman who is against it. Mrs. Claire du Lac, delegate from the northern region of the UPWA, wife of famous French actor, Jean du Lac, and head of the One Movement Coalition."

"Thank you Oni. Yes, our current protest against this convention is a joint effort by two groups. The kind people at the Isolationists camp wish to keep the UPWA from getting too heavily involved in foreign affairs, this convention dangerously opening ourselves to foreign influence. With the recent nuclar attack, they have gained support.

"The second group is my own, the One Movement Coalition, those of us who wish Project Earth would focus on one program at a time. There are currently nine programs each vying for technological facilities, researchers, and funding. If we would focus on two or three at a time, we could more quickly yield results, and the funding from those results could make the next set of programs complete faster as well. I understand that my peers wish to save the world, but let us focus on one facet at a time."

The convention is held in Accra, former capital of Ghana, now capital of all the UPWA. + worth of military from the National Volunteers, the standing army protect the event along with an uncertain amount of the Counter-Intelligence Department.

The theme of the conference has changed due to the attack on the moon. It had been "Working for a Progressive Tomorrow", but has been changed to "Solutions to an Evolving World".

There are several galleries in the indoor football (soccer) stadium used to host the event.

World Peace Mission
One of the hallmarks of Project Earth, this group is heavily involved in researching and applying their knowledge to conflict and peace studies. Apart from the official Foreign Relations and Diplomacy Department who respresents Project Earth's own global interests, the World Peace Mission has much more freedom and leniency to work with countries.

Pamphlets and books are offered, revealing the empirical data the World Peace Mission has collected since its inception. Project Earth offers their service to conflicts where all members are agreeable. After all, one of the World Peace Mission's findings has been that control is best left to the opposing sides, not to them.

Environmental Revitalization Program
This is the other hallmark of Project Earth. The Environmental Revitalization Program hopes to develop methods for rapid regrowth of environments worldwide. The belief by this program is that its too late for the environment to grow back naturally when the man made hazards still exist, and grow. Part genetics, part chemistry, part biology, the ERP is creating compounds that will help speed growth in plants and other life forms, as well as to enrich the soil and those areas that have been despoiled. Currently, Project Earth has two major offices. One is the main lab within its own borders, the other is the research team in Brazil's Amazon.

Project Earth is looking for partners to help speed the process with tech and economy.

Sustainable Agriculture Program
Despite its name, this program is actually about the transportation and logistics of distributing agricultural products. There is enough food being produced to feed the world, and the peoples of space. However, there are logisitcal programs. Food spoils, travel times are too long, impovershed areas are hard to reach for geographical, political, and socioeconomic reasons.

This program is testing on Project Earth's own far flung peoples, but is hoping to expand this program. Project Earth can develop this in other countries for a cost of - economy, - tech. This cost will go directly back to one's nation. Project Earth's pay will be the invaluable research.

Green Energy Project
The Green Energy Program is finding ways to make all of Project Earth 100% green. The focus on this program is the urban centers, and how to sustain a concentrated populace. This project is starting with trying to reach maximum output for solar, wind, and hydroelectric power. However, this program believes that an alternative clean energy source will need to be found and is looking for any economic and technology assistance to finding such a solution available.

General Health Program
This is a smaller program, but that could have a significant impact. This program's goal is to create a standardized testing system and technology that will determine the best diet and exercise plan for each individual's unique body with small margins of error. If successful, it should revolutionize preventative health worldwide.

Space Sciences Program
This exhibit is unique in that none of its researchers are present. Instead, they communicate via live feed from Technorapture, their hosts. The Space Sciences Program is new, and after conducting six months research is now determining what their "vanguard" project will be. The most likely contenders are a program to clean space debris, a new research station to implement studies of all kinds, researching changes in the human condition in space, a deep exploration mission to Mars, etc. Only one will be chosen, and though the researchers seem friendly and amiable, its quite clear they disagree on what their first program should be.

Industrial Technologies Program
Another smaller branch, yet another with significant research. This program is dedicated to the continual improvement of Project Earth's industrial centers, but to do so in a clean, and less costly way. It is the leader for improving Project Earth's economy. Unlike other programs, the ITP is not looking for investment directly. Instead, it is promoting major businesses within the UPWA, and is hoping that some coutnries will allow the businesses to expand globally. In return, these countries will reduce their unemployment and can see first hand the ITP's work.

Societal and Cultural Innovations Program
The final exhibit is the SCIP. This program is researching revolutionary ways to enable community development, and culturally exchange within Project Earth. This program also has ties to promoting art and literature as well. Economic donations are accepted, as well as countries willing to host aspiring talented individuals to learn the art of other cultures, as well as to offer venues as support for their budding careers.

Over all the event has a relaxed environment to it. Tensions are a little high given the recent world affairs, but Project Earth's hope is to ease tensions, and for countries to at the very least be inspired by what they see, even if they do not contribute.

The House of Delegates is currently discussing the proposition the Soviets have put forward. Several questions arise that the delegates would like to be answered.
1) First and foremost the delegates are not happy that the Soviets arrived on a "sleek, new warship". Project Earth is a peaceful nation, and found such an interest distateful, and would like an explanation.
2) More pressing is the security personnel. Would it be acceptable if this diplomatic office was protected solely by Project Earth's National Volunteers?
3) Who has accepted, who has declined so far?
4) What can a Diplomatic Embassy accomplish that cannot already be done?
5) Project Earth has been given information that the Soviets wish to make all of Africa their protectorate. What precisely does this entail?
6) What is the Soviets' dream of unification? Unification comes in many shapes and forms, and Project Earth is keen to learn what the Directorate's interpretation of the word is.
7) The Soviets'... odd representative suggested something about trade ties. However, the way it was said, it almost sounds as if it is a bribe. Could this be clarified?

Project Earth insists it holds the Soviet Directorate in high esteem, and apologizes if any of these questions offend. However, they need to be addressed before a conclusion can be reached.

Yes, in theory it could work. It would take a great deal more work, but in theory, rapid regrowth and regeneration can be applied to desert regions. The challenge would be climate and weather issues, but if suitable life was integrated that could survive and thrive under new conditions were chosen and used, our program can be used in those areas as well.

"Good evening, citizens of the Hegemony and beyond. No doubt, you have heard of the tragic events of earlier today. The entire board wishes to extend its deepest condolences to the Lunar Empire. This cowardly and barbarous attack against your citizens must be avenged, and the Hegemony will provide whatever assistance is asked of us to bring the criminals behind it to justice. God be with you."

While the Hegemony of course recognizes how suspicious it is that none of our shipping has thus far been affected by the spike in North Atlantic piracy, we hope you realize that we benefit nothing by it. At the very least, we are not so blindingly stupid to perpetrate attacks through an intermediary without some calculated losses to allay suspicion. Furthermore, our national policy clearly states that interference in trade is among the most serious of international crimes. We believe in the sanctity of commerce and competition - these pirates disrupt the very thing that binds the Hegemony's society. If we might postulate an alternate explanation for the attacks, it could very well be a hostile foreign power is providing these pirates with resources in the hope that the world will assume the Hegemony responsible, thereby occupying our attention while they pursue some as-yet unknown objective.

One hour after the communique by the Grim is received, an impeccably suited Hegemony attorney arrives at the Innsmouth religious site. Entering, she presents an offer.

"Thank you for contacting us. As you are no doubt aware, the statements by Gaul and Australia have done nothing to calm the current situation. According to our estimates, even if this new alliance in Europe agrees to a peace conference, they will use it to strong arm concessions from your nation. Due to your geographic location, Oceania provides the only reasonable defensive ally against an invasion by Britain and her allies, but as we are sure you're aware they cannot shield you from the might of Britain, Gaul, and Russia combined. This new alliance is testing its power, and what you need most is shelter from the storm."

Reaching into a briefcase, the attorney pulls out an impressive document.

"The Hegemony is willing to provide that shelter. While Australia and the Grim will not stop Britain, your enemies are unlikely to risk the wrath of every member of the American Defensive Pact. We are prepared to lease you a substantial plot of land in and around the Innsmouth religious site. You will be allowed to relocate your most sensitive research materials and personnel to facilities we are willing to provide, and be allowed to continue with near complete autonomy as a Hegemony protectorate. While we realize Antarctica has sheltered you in the past, the time for isolation is over. Friendships, like the one we have begun with this very structure, are what will profit nations now."

Pausing, the attorney pulled forth another, even weightier document.

"However, our analysts also believe that there is a reasonable probability that Britain will pursue reparations or disarmament even if you withdraw from Antarctica. Therefore, we would like to propose a somewhat radical course of action. If you were to transfer control of your military assets to the Hegemony, there would be no Casus Belli to excuse Britains war mongering. We realize this step could leave the Grim vulnerable, and thus are willing to sign a binding protection treaty above and beyond that provided for under protectorate status. Now, this measure is by no means a requirement should you simply wish asylum. However, it will allay suspicions in the future, and the Hegemony will lay no claim to the underlying technologies developed, now or in the future. We recognize you are a proud people with noble intentions, and we wish to safeguard them"

The opening offer is ++ Econ in return for protectorate status and land on the east coast of North America to evacuate your sensitive materials to. Later, should you wish to continue a withdrawal from Antarctica, land will be found to accommodate your civilians.

The second offer is not a requirement should the first be desired, but is the most expedient and effective way of forever proving the Grim's peaceful intentions. In return, the Hegemony will grant the Grim's territory equal status to its own, effectively folding it into the North American Defensive Pact. Be aware, I make this offer in the sincere belief that Britain will demand complete disarmament at a minimum as its price for peace.

You ask a deep and meaningful question, one that will end up defining Project Earth’s future. We understand too well our unique position in the world right now. Without any known enemies, and our commitment to both peace and progressive technologies makes us an ideal choice for being the frontrunner of peace. However, such a position may invite disaster unto itself. We are not blind fools, and to demand worldwide peace and armistice will make us an obstacle to any nation who plans to use war and conquest to reach their aims. We are currently working diligently to protect ourselves should one such power attack us. Project Earth could never sustain the invasion of a coalition though.

As such, our answer to your question is our plan for the World Peace Mission is to do what we can, where we can. We intend to hold to our position that we will only intervene in conflicts where both, or all, sides ask for us. In the meantime, we will grow and expand our progressive technologies, and hope we can serve as an example to the world. We suggest you to take the same approach. Be resolute, be a partner for peace and technological progress, but first and foremost ensure that you do not get involved in the power blocs forming up. We may have a more detailed answer as time goes on, and the motives of different nations become more clear.

We will take your recommendation for our Space Sciences Program into full consideration. If nothing else, it can be a future extension to the direction the Environmental Revitalization Program is taking.

We have developed domed structures that allow us to manipulate the inside climate. For example, our land was devastated during our civil war, much of it turned into toxic wasteland. We have successfully reseeded a rain forest within our first Eco-Dome. Of course, by regrowing the plantlife, you can then proceed to repopulate certain animals. We plan to repopulate the jaguar, for example, among other nearly extinct species of the rainforests.

It goes without saying, that the domes should be able to support all kinds of climates, with few adaptions. We probably could've also simulated a tundra, if we had wished to.

Being confined to the domed structure is of course a two-edged sword. We think, howere, that the advantages far outweigh the shortcomings. For example, it may very well be possible to create "unnatural" climates for experimental agriculture, something that would be far too dangerous to attempt with a terraforming approach. Further, you do not permanently affect your climate. If, for whatever reason, a reversal should be necessary, you "just" need to demolish the dome.

As we just started this project, we haven't yet tested its limits, but by design, there should be ample room for modifications.

What we do want is a total monopoly on asteroid mining. Now, if you want to be part of that monopoly we are perfectly willing to oblige. What we will not tolerate is competition.
