It's debatable, and different DMs will give you different answers.
For some, as the spell is only normally available as a domain spell, they'll just go 'Gee... it's a 3rd level Domain spell, and the prepared arcane spell occupies the 3rd level domain slot after Anyspell is cast. Obviously, it occupies whatever spell slot you cast it out of. I mean, really....'
For others, it'll be 'Oh, obviously, you don't have a domain slot, so there's nowhere for it to occupy, and the spell fails.'
By RAW, it occupies your domain slot, period. Having a domain slot is not a requirement...Of course, by the time I finish this post, it will already be obsolete. C'est la vie.
