    Indeed we should wait until we get more information before we make any sudden moves with regard to the puppet masters. We might not even be capable of making overt moves depending on who they are. That being said, we should certainly make preparations, as them being friendly seems unlikely.

    Also I would like confirmation on both the risen empire's role, and a general vote on when the invasion should take place. I vote {EOT this turn}.

    The Cult of the Emperor has recently redoubled its activity, the redactors conducting strange rituals. The citizens are participating heartily, and with each repetition of the daily rituals they become longer and more intense.

    As the rituals continue, the magi of Patria begin an altogether different ritual. Runes spread between their towers, and arcane energy can easily be felt in the air of Patria.

    Given the focus of the risen Empire on Dhevan, the army and navy may as well go there. Federation support needs to be finalized (attack Dhevan or mainland). The army would be useful for Dhevan, while the Navy would be unnecessary for Dhevan. Econ could be used well in either invasion.

    The rituals have hit their peak. The air of Patria is saturated with magical energy, and it is being bound into a large golden ball by the magi. This sphere hangs directly over the Emperor's Palace, the beating heart of the Risen Empire. Finally, once the sphere has attained sufficient size after months of rituals, the Emperor rises from His throne.

    Slowly, He ascends to the sphere. As He enters it, the sphere is absorbed, and its magical energies are made available to the Emperor. For seven days and seven nights the Emperor floats over His capitol, His light illuminating His empire as though He were the sun.


    The Emperor's Attack on Dhevan[-](world event)

    A sun column pierces through the overcast sky, seeming to push the clouds away from it. The column lands on the tower of Dhevan's foremost magister, and slowly begins to expand. Within a day, all of Dhevan is encapsulated within the column of light.

    Those caught within the light report that they could feel their mind being surrounded by some kind of being. To quote one:

    "I was suspended in a field of light. I was aware of numerous others nearby. My friends, my family, and my unit. I couldn't sense them, but I knew that they were there, and I could feel it when they were attacked, and destroyed. I do not know why I was spared, buy when I came to from that horrible void of light, I was surrounded by madmen that were once known to me."

    After seven days, the attack ceases, and the column of light fades. The damage done, however, will last for years to come...

    turn 8 begins

    the battle of dhevan

    the isle of dhevan was ripped apart by open fighting within the city streets as the people decided to rebel against the new goverment led by general agrean. it was during this rebellion that the magical might of the risen empire became apparent as thousands of minds shattered in an instant driving thousands insane, leading to widespread looting and rioting

    on top of the rebellion and magical attack, the goverment faced even bigger problems as a large army and combined fleet of various nations took to storming the beaches and going up and over the walls of the city, quickly overwhelming what defenders remained sane.

    the coalition didnt meet any organized resistance until the palace gates where the coalition leaders confronted general agrean, who had rallied his remaining men. the fighting was fierce and bloody, hundreds dying in minutes but eventually general agrean and his men succeeded in driving the armies back out of the palace. it remains to be seen what will happen next

    mainland invasion

    acting at the same time as the dhevanian invasion got underway, the massive army of the queendom of faluna and reforged kingdoms marched across the great eastern desert while at the same time a fleet of ships came up from the great river ninrir linking up with the main army at the fortified border town of danterale formally under the governance of the nijonians, a race of humans who ruled a vast empire in the east. it is here that the main army replenished and rested until a contigent of nijonian troops who arrived to help the alliance push deep into the empire quelling the rebellious population and their massive armed strongholds

    together the armies pushed forward taking the pressure off of the nijonian goverments and pushing the rebels before them until only a few strongholds remained in rebel hands...on the mainland part of the empire atleast. it is unknown what will be done about the small chain of islands that the rebel forces took over just as the alliance crossed the border

    other news

    a new kingdom called the melvaunian kingdoms has arisen in the deep south as a strong leader took control of the scattered city states, forging them into a very strong economic power

    on the complete other side of the continent...the far north regions, a massive meteorite touched down. the crash wouldve caused massive damage if the area had been populated but it was only a few scattered settlements here and there. some of these very same settlers report seeing a massive beast lying within the craters

    The enemy is nearly finished. we merely need to oust them from their final holdout and this invasion will be finished. I reccommend a joint magical and military operation to push the remaining userpers into their graves. I recommend we attack {Mid turn} and finish them off quickly, while they are still weak.

    We should definitely force them off the Isle. Should we also push to liberate the Nijon's island chain and captured fortresses or are the loyalist forces strong enough to retake them?

    We should also address the issue of this monster to our north. If the Conclave is worried enough to send a global message, it may be dangerous enough to warrant the continued existence of this coalition until the threat is over.

    [spoiler]We, the Reforged Kingdom, feel that immediately invading the island chains would be unwise -- but nor should we allow the rebels to construct impenetrable defenses that we could not crack. We would like some time to salvage what we can and allow our battered forces to rest, but at the mid-turn of next turn we would be ready to take the fight to those islands. We may, however, require the assistance of other navies -- ours alone may not be strong enough.

    The invasion of the island chains should probably be put off for the moment. The final blow against Dhevan should take precedence. Then we can devote the entirety of our resources to cracking the island chain.

    What MIL/magic reasources do people have available for a {mid turn} attack on the userpers? we have 3MIL and 3 Magic left, plus whatever we can hire/produce at {mid turn}.

    Also we will have to recover losses before helping any land based causes other than Dhevan. Our navy might be helpful however when the island chain is attacked.

    Though our land force remains strong, I do not believe we can spare much any invasion of Dhevan. We plan to send a small force to accompany the expedition to analyze the creature in the north, and the rest of our army is in Nijon and requires time to rest and recuperate. Our magical resources will also be accompanying the expedition.

    we have been promised support from several nations, and we of the conclave thank you all. we have taken all necessary actions to make sure that no matter what happens the expedition will return home safe through a network of linked portals throughout the continent

    the coalition
    the nijonian representitive reports that it will be one hell of a fight but they are confident they can retake the islands by themselves

    the isle of dhevan is also in very bad shape after the risen empires magical attack. while the infrastructure is intact for now, theres no telling what will happen next with 75% of the population deemed insane or mentally unstable

    dhevan: the remaining coalition forces on the isle of dhevan succesfully managed to drive the remaining rebels out of the palace, killing general agrean and succesfully putting down all traces of resistace. several coalition members have promised their troops will remain to help rebuild the islands infrastructure

    the expedition: an expedition of several nations led by the magus conclave has set out to the far north where they are to investigate the crash site of the meteor. within the crater resides a massive, shelled beast with a giant forked tail big enough to crush a small barn. while the beast still appears to be in slumber, it is beginning to stir more and more. the magus conclave has called the leaders of the various nations to the largest of the 3 known towers of magi

    the dungeon:the queen of faluna has put out a call to adventurers and all interested parties world wide, saying that her soldiers have uncovered an ancient structure on her southern borders. it appears to contain treasure and great riches...magical and otherwise

    Although the battle of Dhevan is largely over we need to work to repair the damage caused by the war. Especially the insanity if the populace. It would be appreciated if anyone with the magic to spare could try to revert the people to normal. Until a solution can be reached we will maintain a large presence on Dhevan, and attempt to keep the sane people as safe as possible.

    Also Risen Empire, next time could you find a way to help with less collateral damage? I mean if you take out 75% of the island's population I don't think we can really count this a success. Your help would be appreciated in restoring sanity.

    We also need to address the issue of governance. As the king is nowhere to be found we need to establish a new government. We eventually plan to offer them membership in the Venetian Naval League {1 or 2 turns, maybe longer if insanity causes problems}, however as an interim measure we propose that a council be formed with 1 member from each nation currently occupying the island, as well as a representative of the sane people of Dhevan. When a nation withdraws their resources from the repair of Dhevan they lose their seat on the council. The council will be dissolved when a more permanent government is established.

    Would the nations who will be helping (and should this be accepted will be council members for its duration) please notify us, as well as state their commitment.

    The attack most recently launched was the lowest casualty option available. Considered and discarded alternatives were to use an earthquake to remove the isle itself, or to bathe the land in fire such that nothing remained on the island, or to release some manner of disease upon the populace.

    With this method, the damage done may be undone through mental healthcare, and all traces of the damage will have been removed within a generation.


    Even so, there exists some measure of remorse for turning magical energies to war. In recompense, we would offer to take in the people of Dhevan, be they sane or insane, and provide for them as we would our own citizens.

    Regardless of whether our offer of total support is approved of or not, we will still provide support for the maintenance of public order within the Isle, support for the recovery of Dhevan's people, and information regarding the nature of the attack to help counteract it.

    In regard to that last, though magic may be quite useful in the restoration of sanity, the effect present is not inherently magical. Typical counselling techniques will also prove effective in treatment.

    Also, on the battlefield, the rebels seemed to use many technologies and weapon styles that were quite foreign to us, and wielded very peculiar weapons. Do you think the art of making these weapons and their use could be taught to us? ((i.e., asking for help with reverse-engineering I guess))

    Now, The Reforged Kingdom is definitely not full to the brim with skilled mages. Never harnessed the unspoken energies of the world or all that to produce untouchable energy. But really? ALL that could be done was magical nuke, earthquake, massive flames, or disease? Those were the only options? What about, say, summoning spectral soldiers or something? Maybe some less showy magic, that would augment the coalition soldiers? But really, the Reforged Kingdom shouldn't be the one telling this to you. You, the Risen Empire, probably have more spells then there are people in your kingdom. And yet, only 4 would work out? Seems weird.
    On other matters, we would be glad to aid in the restoration of both the people and the land of Dhevan. We propose that any offers of "Oh, you guys can join our Kingdom" or "Hey, join ours too" be left until the people have returned to complete sanity. As in, no offers made at all. No magical influence either. Conflict of interest, y'know?

    "we have summoned you all here to discuss what everyone suggests we do about the beast in the north since it is only a matter of time before it awakens. we have all expeditionary units building fortifications around the crater as we speak but they wont last, so we are ready to send all forces home depending on what you all decide"

    Agreed. All offers will be held until the vast majority (90%+) are sane.

    And I agree. Summoning magic was even suggested in the planning stages. You even did that before when you aided against the demons. I had enough ships that transport would not have been a problem. There would certainly have been better options. you could have for instance enchanted the weapons and armor of the coalition troops. Or perhaps sent a large number of mages to each aid in small ways, or empowered the coalitions battle mages, for more precise firepower. For future operations we insist that ALL magical operations be explained in detail, with expected collateral, as well as approved by coalition members. Or the members of whatever alliance we are in at the time. We CANNOT have a repeat of this.

    We also feel that your mages should help to restore the population to their prior sanity. It is the least you can do after driving 3/4 of OUR ALLY'S POPULATION INSANE. the citizens weren't even our enemy, only a handful of userpers. WHAT WERE YOU THINKING

    Please, restrain your vehemence within your discourse. We will answer any and all questions.

    Firstly, regarding our offer. We were not offering annexation, as you seem to believe, but merely offering a place of refuge and recovery, to be accepted or denied by the citizens of Dhevan individually. If this coalition would deny the citizens the opportunity to seek shelter due to political concerns, then so be it.

    Secondly, regarding the nature of our attack, and potential alternative dispositions of magic therein. As was stated previously, our attack was selected to cause as little permanent damage as was possible on all sides, by removing any potential for continued warfare. We understand that you are upset regarding the attack due to our now dealing with the consequences, but we still believe that it is preferable to deal with a mentally damaged but still living and mostly nonviolent population as opposed to a population embroiled in a civil war which would potentially be hostile to us.

    Regarding the various alternatives which have been proposed regarding how we might have better utilized our magic, we will offer the following explanations:


    In regards to the suggestion that we should have summoned an army, as we did during the conflict against the demons, we will make two points.

    Firstly, we would point out that the naval forces of this coalition which we
    were informed of would have only sufficed to transport one sixth of the force which would have been summoned, while the remainder would be unable to reach any target of note within the time limit imposed by the summoning spell. If the already committed naval forces had been freed and the entirety of the naval forces made available to the attack were used to transport the summoned soldiers, just under two thirds of the force would be forced to remain on the shore.

    Secondly, even if the capacity required to transport this summoned army were available, the ensuing battle on the Isle would likely have still caused more deaths among the civilian population that the solution which we implemented did.



    In regards to the suggestion that we should have spent our energies to enhance the soldiers and/or battlemages of the coalition, we hold one objection to this potential path.

    This objection is simple: enhancement of the form of a living creature has long been forbidden to any and all mages of Patria, due to the numerous side effects on those so enhanced. The most common side effect, and the reason why this magic was banned eighty-seven years after the founding of the empire, was the magic's tendency to create abominations. The only acceptable form is to create a new body, and transfer the mind and soul of the one to be subject to transmutation magic into this vessel. Though the citizens of the Risen Empire have undergone this process as a part of their rebirth, we felt that such a transformation would likely be unilaterally rejected and so did not propose it.


    In regards to the suggestion that we should have instead enchanted the equipment of the soldiers going to the Isle, we would simply point towards the thousands of cursed magical items that have resulted from such an effort. It is estimated that ten percent of magic items made in haste are cursed in some way. Unless someone here would like to argue that cursing one-tenth of the coalition's equipment is a preferable outcome, we would leave this issue.


    Finally, in regards to the suggestion that we send the mages themselves to engage along with the coalition, we would offer three counterpoints.

    Firstly, the vast majority of the Empire's mages are not battlecasters, and have effectively no training in hard combat. Furthermore, they are practitioners of ritual magic first and foremost. A spell that takes no fewer than three hours to cast has no place on a battlefield.

    Secondly, the mages presently among us tend to be from the periods surrounding the founding and major expansions of Patria. They are ambitious individuals, though they still have loyalty to the Emperor. Even so, releasing them upon the Isle would likely see us dealing with half a dozen magocracies on the Isle, at best.

    Thirdly, allowing the mages to accompany the attack would have potentially galvanized the resistance rather than fracturing it, due to the general mistrust of magic. If such were to occur, we may be still fighting on the Isle, rather than working to effect a recovery from the damages done during the conflict.


    On a different topic, specifically the proposal that all future uses of magic in wars conducted by this and any future coalition be subject to coalition review and approval. We strongly disagree with this resolution, and will refuse aid to any coalition which adopts it save on a mercenary basis.

    We do not seek to govern the aid provided to us by other nations in times of crisis, and never have. If another would seek to govern the aid which we provide, then we would ask that they purchase said aid. When we offer our aid without asking for compensation, the price is the freedom to direct the aid. Conversely, when we sell our aid, the disposition falls to those purchasing said aid. Thus is our way.

    Huh. We see your reasoning now. We would, in the future, ask on thing: that you tell us that this might happen. If we had known, we could of reevaluated the use of magic, with its deadly consequences to the innocents. We understand that you offer your magical might free of charge, but it is unfair to translate that into not telling us of any consequences like these, and I would appreciate if you did so in the future.
    Now, with regards to the explanation and deliberation on magical attacks, I don't see anything particularly onerous about it. What if in a military-based attack our soldiers used their own plan and strategy, which hadn't been agreed on by the coalition? What if while some were off fighting, they were resting? No. The reason we ARE a coalition is so that we CAN have things like deliberation on strategy, whether it be military or magical strategy. Then and again, the reason we came together in the first place was to coordinate the attack on Dhevan (and later, on the Reebels of Nijon). Do we really need this coalition anymore? The war seems to be over and now any further actions would just be on restoring the land and populace.

    A lot depends on how long we have before the beast awakens, and its apparant vulnerabilities. If we still have (~3 turns), the Reforged Kingdom would prefer to delay sending of troops until a later time nearer to the awakening. If it is likely to be soon (1-2) turns we may immediately begin moving forces to the area.
    We believe that it would be better to engage the beast here then anywhere else. The region is fairly uninhabited and any collateral damage will be minimal.
    However, we would ask if our military strength would be needed against the beast. There are rumours of ancient creatures whose sking shrugged of the toughest steel with out a nick, and if it is something like that it doesn't seem our soldiers would be of particular use.

    We see your justification, and accept that you have thought this out, however we still must side with the Reforged Kingdom on the issue of disclosing plans. Given that we are in a military alliance separate from the coalition we may have to deal with this issue again. If we are involved in a war as your ally we still expect to be informed of any and all major magical offensives in detail, as well as their consequences. We cannot have a repeat of Dhevan, at least without the agreement of other allied nations.

    The coalition is not particularly needed as a military alliance. Should the temporary council idea be accepted then that will be the organization that helps Dhevan, making the military coalition unnecessary. We would like all members of the council to state their involvement however, so that we are clear on membership and their aid contributions.

    Even were the coalition to continue I do not see how this would impact aid. we would not stop other nations from helping.

    As to the further existence of the coalition, as a solely military entity it has served its purpose. However we would like to suggest a possible reason for keeping the coalition in existence.

    As a group we have accomplished so much. If we were willing to reorganize the coalition a bit we might find a new purpose. Amongst ourselves and other nations disputes are likely to arise quickly. We propose that the the coalition be reformed into a forum where binding agreements can be made and enforced. With this we could present a unified face to the world, and stop further travesties like the ones we worked to reverse just a short while ago. Would the usurpers have even tried to take Dhevan if they knew that a coalition of nations the size of the current one would step in and crush them? I say they would not. United we could bring an age of peace to the world. What say you to this proposal? (the specifics can be worked out once we have agreement on a general idea)
