It's a "speedo" They're considered unseemly and inappropriate for wear in public, mostly because people who should not be wearing them, like 70 year old men, wookies, and Mario have burned themselves upon our cultural retinas. Also, there's no way Clinton has the bod for it.

Yep. His prosthetic includes almost none of the wrist, and when your arms are folded, it's fairly easy to hide almost all of at least one hand from observers from various angles.
