    Default Lego Beggar City (IC)

    Peering out from their compound, the government agent sees the gates open to admit the new residents of their block. While the sad selection stumbles onto the stark site, they use the pa system to make a, well, public announcement.
    Beggars. Welcome, I suppose. This is the previously uninhabited space you have been given to live in. You will be given scheduled deliveries of food and water. In exchange for this, you are expected to run what missions are requested of you by me or by the suburb through me. This block is assigned to a particular town. Should that town need something you are capable of giving, you will be called by the same method I am using now.
    As you can see, this is a walled environment with one public exit, the one you have just come through. Or are attempting to get through now, in the case of that gentleman. Regardless. If and when you have a sanctioned cause to leave this environment, you will be checked in at the gate by myself or another government agent. Leaving the walled environment is a privilege I would advise you not to abuse.
    Now, some rules within the walls. You are expected to provide your own shelter. What you do with your time here is your own business, but be prepared to serve at any point. As an extension of this, you are free to fight with and steal from your fellow beggars, but do not disturb the integrity of any government property. Tax evasion will not be tolerated. A word to the wise: you may wish to somehow increase your possessions in times of peace so that you still have something to give as taxes.
    If you follow these rules like the good people I know you aren't, there are benefits even beyond the fact that we will continue to keep you alive. First, for service directly to me when I request it, you may get some use of government facilities. Second, I might let you outside for a certain length of time to go on whatever adventures you wish to have. Third, I'm sure there are other splendid things in store but I guess you will just have to be useful and see.
    Now I think I have covered everything, so feel free to settle in anywhere around the block. It's featureless concrete so nowhere is all that much better than anywhere else and there's plenty of room so don't start brawling yet.
    If any need arises, you will be called.

    Satisfied with their opening speech, the agent sits back and enjoys.

    A driven looking gentleman who's pocketed greatcoat contains over a dozen varieties of mildew squats in a corner near the gate and begins to integrate his possessions into some sort of vehicle. Part of a vehicle. So much as something with no floor, steering, or wheels could aspire some day to in fact call itself a potential component in something capable of preforming vehicular-like operations.

    The agent was taking a nap when they got a call. After the phone-tag necessary to prepare the settlement, they had expected more of a hiatus in their more active duties. Bemusedly they bent and brought the box back to their bed.
    Some particularly nosy person might hear parts of the following conversation.

    I see. Well, if you're sure that is the way...I'll put out the message.
    Anyone within the block, however, could hear the slam of the receiver. A few minutes later, the city-dwellers hear the crackle of the pa system coming on line. It is quickly becoming familiar.
    Looks like the break was not long at all. One of our patron suburbanites has requested just a small portion of your time. They require two individuals willing to look dirty and fraternize with others. That should be feasible for any of you.
    On a personal note, if any of you have any mechanical joints or heating/cooling systems, there will be a neat little prize consisting of you getting waived out of the first mission. That is all.

    The cyborg beggar grumbles at the PA system, looking down at his mechanical joints
    "That's anti-villain discrimination that is *grumble grumble* oh well, more time to prepare for nightfall"
    Moving over to a small alleyway he claims it as his own (via planting the lever as a flagpole, empty for now)

    Setting the smaller piece on it's side, long-end up he then sets the larger one on the small and connecting to the alley wall

    His makeshift shelter finished he looks around to see how to hunt down some better pieces (like walls...) and maybe bricks to set aside for taxesDebt repayment to Society

    The gold painted man that entered at a slow, deliberate pace had placed a large black board against the wall, making a lean-to. He had then placed a green light inside, adhering it to the board. He carried a black, clawed device in his hand that looked almost like a scorpion.

    At the time the new announcement was made, he had just finished with the light installment. He perked his ears at the call and headed for the gate.

    Hello, sir. I hope you are finding everything suitable. I read your file, and it seems we aren't allowed to let you leave the block. Such a pity. It got me thinking though. If you do not go on missions when you are called or you fail to pay taxes, you will not be getting government supplies.
    It also says that you can make minions, given the right resources. Until you do, it would help you immensely if there were only some way to waive out of the next mission. Your flagpole. In exchange, I will even give you something back. I have some blue sheet, maybe 4x4 which you could use to improve that... shelter.

    Off to government duty, I assume. Good for you! I suppose I didn't think about your color preferences when I made the dirtiness and fraternization remark. Well, I'm sure that even you can look ragged if you try.
    The one who set out the job notice asked for two people, but since the work is time sensitive, if no one else arrives by the time you get to the gate, we'll send you on alone.

    "What do you mean not allowed to leave? I thought I was given no-strings release provided I be treated like the others. The specific mission denied me due to my half-machine nature but I'm sure most won't have that caveat.

    So in exchange for my flagpole I get a square to build with...hmm 4x4 wouldn't fill in completely but given some adjustments would make a rather usable bed and door.
    As for my construction capabilities, Im sure I'll have my first small thing running around within the week, and from there I'll be skyrocketing up higher than the other peons in this complex. Why this is simply temporary accommodation for me, until I get on my feet and perhaps enter the corporate world. A dollar is a dollar, illegally gained or not."

    Spaceman Sam, the once famed mascot of the top space program's theme park, was one of the people hit hardest by the board pulling the program's funding. Now just Sam, he enters the the camp wearing his only possession - his old costume. He didn't have any desire to work for the smiling suburbanites, with their whiny sticky kids, yanking on the tubes of his costume, bawling their eyes out for "just one more picture" when he was already half an hour into his unpaid overtime. But, for the time being, his indentured servitude would have to be suffered. He had one goal in mind - build a spaceship and get the hell out of here.
    He was exhausted from the trip, so he grabbed what supplies he could. A jammed a beam into the side of a wall, and draped a heavy mesh net over it. It would keep the bugs out, but not the rain. For tonight, it would have to do.
    There's gonna be two hits bro! Me hitting you, and the second instance of me hitting you.

    You walk along the transit route to the suburb. The path does not allow for divergence. Upon your arrival, you are briefed by your employer.
    You are going to be wandering over in an hour or so and introducing yourselves to the group behind that warehouse. Tell them you want to... free things up politically in the city. Gain their trust. Don't defect, we will remove you.

    First cutting it in half, no use for a square.

    Ninja beggar attempts to sneak over to a corner without being noticed. He drops his barrel onto it's side, places the 2x4 brick in front of the open end as a crude door, and takes his final piece as a mallet. He then climbs into his barrel and hides from anyone else for now.

    The two 1x8 grey pieces are attached to the head of a lego beggars head, who has been under the impression that they're a goat. The goat starts looking for a tree to rest underneath and drags his grate/ladder thing behind him.

    The golden painted man stands there, staring at the man as he approaches. He looks at the trench coat and ponders why he would be listed as leader. The gibberish speaking man seems to have done something to warrant such a title. Then again, perhaps if he had spoken, the statue may have been listed as leader.

    As various other members of the NBA tense up and surround you, the man who first approached you gets up. pursing his lips and exhaling through his ears dramatically, he addresses first the gold fop then the smelly carjacker.
    I have the disjointment. My hope was that an idol of your stature would inhibit more control of its flowers.
    Sir, I do not know how many times you get out and about, but in the city we have social standers. If you had the want to use me in your ritual, you should ask and get my answer. If it was a yes you then do your yelling and your screaming and if it was a no, maybe you would not do that.
    If you two had something to say, now is a time that is good. If not, I think you should be leaving.

    Here is the deal. We want an imbecile. You know, the ones with the political workers and the paperwork. You will build it on your block. Our colors are violet, red, and orange as you can see from my armband. There must be some of each color in the imbecile. It shall be ready by the time the taxes are done.
    Then after taxes, you will man the embassy for our agent who will come after the taxes. You will know him when you see him, I think. He will give you further orders.

    A flowchart scribbled across a red chalkboard on wheels was brought out to show the objectives again. Make the embassy. Meet the agent. Once the business was finished, someone brought out a giant parrot and the rest of the meeting was spent in celebration.

    The presumed leader ponders any further needs he might have, but is interrupted by a huge pastel chicken strutting down the adjacent street. Apparently that's bad. The NBA scatters and you are left to guess that your orders are complete for now.
    Men follow the chicken. They announce themselves once the rebels have left as a task force sent by your employer. As it is now fully dark, you are escorted back to the compound.

    As you are being ushered back to the compound, you see a section of the fence with some burnt out lights. As it is between guard posts, you might reach through the fence to grab a few broken clamps and some useless wiring.

    The statue will address Gibwalter, "My unwashed and misunderstood friend, whatever is that you are dragging behind?" With the resulting onslaught of gibberish he will sigh, then head into the compound, helping Walter if he can.

    When the tax comes, it will be paid without a complaint.
