Default Visitant (Lord of the Dead)

I need some help in making undead described below a new type of of undead for 3.5 D&D. I know that the name Visitant means the "Lord of the Dead" in elvish. This undead is not a type of Lich, have any relationship to a Skull Lord, or my version of a Bonelord (http://images.uesp.net/thumb/2/2c/Bo...x-Bonelord.jpg) from Elder Scrolls III: Morrowind.

How do I make the Visitant scarier looking?

Description: A visitant appears as a ten feet tall humanoid skeleton with four arms. A pair of rotting green dragon wings protrude from its back. The wings crest a full two feet higher than the shoulders and have a wings span of thirty feet . Searing white-hot fire surrounds the bones on the right side of its body. The fire does not cause the bones on the right side of its body to be scorched or charred. Constantly moving bolts of lightning surround the bones on the left side of its body. Its head is that of a monstrous looking sheep skull. Searing white-hot fire burns within its eye sockets. The head floats eight inches above the start of its neck which it does not seem to have.

Their inhuman voice is a deep and bone-chilling

Any flowers and delicate plants with a two mile radius of a visitant wither and die and trees grow twisted and sickly, while hardier plants, thistles and the like, flourish. After a few years all that remains within two miles of a visitant’s lair is a desolate wilderness of warped trees and thorns.

If this is for 4.5, I would suggest moving the thread to theD&D 4e forums.

I made a mistake when I was typing about what edition this monster is for. The Visitant is for 3.5 D&D.

I would like the Visitant to have the ability animate the dead.

Is this for a player character? If yes, what level is it starting at?

If this is an NPC, what is its target CR?

Are you trying to use just official material, or are you open to homebrew?

I have thought that this could be like the lich and the vampire where pcs and npcs could be come one. i would like to use official stuff.

I have thought that it might have the fire subtype. I would like them too be immune to electricity and fire along with the normal undead immunities. I have thought it could cast fire and lightning based wizard spells. I have also thought that it might have the able to command undead as evil priest.

I would like their ability to animate dead to be an at will ability.
