I personally have minimal objection, on several conditions. One, those working in the office must be hired from the neighborhood it is in, and two, that all factions not represented in the council receive minutes and transcripts of all provisional council meetings. There is another problem as well. There is no place in these neighborhoods you could build them. As nearly all of the homes are ancestral homes of hundreds of generations, nobody would be willing to sell land to you, and should you seize personal land for this purpose, your true colors will be revealed.
