    The EBSA Defense 5

    Regency Courtyard Assault

Captain Rargo cursed as he took in the situation. Out from and around the well at the far end of the courtyard milled a great horde of creatures- many of whom did not follow any rational biological morphology. Scales, feathers, tough leathery skin of all colors writhed as the creatures slowly became aware of the Councils expeditions existence. The Captain quickly placed his ornate burgonet upon his head and began barking orders "Greycloaks to the front, tactical line" he moved with his men, allowing his noncoms to organize their men "Defend the others"

He took a brief moment to admire his men and women as the took position. One would think that being clad in Grey and Steel would make any force appear drab, but Rargo had always found that the uniform gave the appearance of stoicism. The normal footsoldiers were equipped with a light breastplate, a burgonet, shin guards, and a heavy pike meant to cleave through bone and armor. Underneath the armor they wore a grey shirt and breeches, with a small golden pin denoting their allegiance to the EBSA keeping the iconic thick grey cloak which gave them their name around their necks. Sergeants were identified by their use of a hand weapon (usually a axe or longsword) with a shield. Behind the line, the sharpshooters quickly brought their weapons (firearms or heavy crossbow's) to bare.

Already the forces of House Wallen and the Ram Revolution were moving ahead to engage the demon horde. "Forward!" he ordered, brandishing his own long blade, causing the line (and the forces from House Wrecken) to march forwards to support their council comrades. Shortly behind Kara took in the tactical movements and gathered her people. The less experienced formed a slight ring around the non combatants while she herself moved forwards- grinning. Her forces, clad in leathers, pulled a variety of weapons from hidden areas. She herself through back her customary coat, drawing a pistol into one hand and a rapier in the other.

Consul Blizzardmarch gathered his mages around him "Demons" he reported to those within earshot after a short glance at the foe "A variety of sub-types" he made a small annoyed 'hrmph' noise before reaching into a pouch "We shall need to seal that well".

The Greycloaks slammed heavily into the demon's, lending their full weight to the already substantial combined forces battling, reinforcing the line. Pikes hacked down, severing limbs and causing caustic demonic blood to spray. Above them the sky changed as the area moved underneath them, as men and demon fought to butcher each other. However it seemed the discipline of the council forces when combined with the magic coming from the wizard's behind them had the unorganized demon's outmatched. Rargo was busy disembowling a creature with far to many limbs when a large ram headed brute crushed a Wreken House guard's skull, leaping behind the organized line towards one of the guides busy defending himself from another of the creatures.

The demon was intercepted by Kara, who threw herself in its way, driving her rapier through its hest with more force than a woman her size should be able to muster. With a vicious grin and a snarl she pulled back and cut the beasts throat with a quick slice, the blood causing her nostrils to flare.

The fight seemed long, but in truth lasted only a few moments as the seal upon the well was finally put in place. Blizzardmarch's warning that the seal was temporary was well heeded as the well broke open again, more and more demon's pouring out. The fighting was more dangerous this time, men and mages tiring from the constant onslaught. One by one council soldiers were being pulled down, cursing and fighting, under the tide. The line wavered but never broke just as the room moved again, leaving most of the horde stranded on the far side of the castle.

Blizzardmarch, sweat streaming down his pale features, spoke the final incantation- chaining the courtyard in place next to the Gatehouse, saving the council force from the onslaught. Quickly demon bodies were dragged into a pile, as Captain Rargo, Consul Blizzardmarch, and Deputy Lythene approached Ser Wallenstein and General Krodak.

Rargo, sword covered in demonic blood and armor scratched was the first to step forwards, offering both of the commanders a hand "Excellent work my friends" he sounded a bit winded, his dark brow wet with perspiration "That should hold them at bay for a while"

    Dear members of the Council,

I am being kept up to date on all matters of the state from our base of operations in the Regency Courtyards of the Daisong Palace through an intermediary as well as several magical and mundane means.

As for the Doctor's proposal's, I and the rest of the EBSA are gratified to hear of proposals that both help problems at hand and are in the realm of public works rather than public defense. In that vein, after a short discussion with the upper echelon's of EBSA staff, we have decided to agree to both of the proposals. + Wealth shall go to the road project, and ++ Morale worth of diplomats, lawyers, and other members shall work with the council on creating the diplomatic corp.

As a status report from the palace, we have set up a strong base camp, but we will still need the support of the council to clear out more. The decaying enchantments are strong and we have only chipped the surface. We have many thanks to the forces from House Wreken, House Wallen, and the Ram Revolution- as their support was crucial in defeating the demonic hordes.

As another mention, we will continue to attempt to build our Field Offices until hopefully we have reconnected as many districts and neighborhoods as possible. Our field offices are to provide a stable network for the bureaucracy. Any government, be it the Council or any of the following governments, will need our ability to quickly identify problems and solve them as according to the city laws. We at the EBSA assure the council that any of the members can use these offices at any time for aid or counseling in legal or bureaucratic matters and strongly suggest that we are not impeded in creating our network of communication.

    With respect,

The "Verdan Contact" mentioned in the end-of-turn post is just a fluff way of showing that the Wardens now have connections in Verdan and don't have to wait for a turn to receive replies from out-of-city factions based on that particular island. To use another faction's Contacts trait, you have to spend ESP mid turn for every neighborhood you are away from the location of the Contact.

Basically, if you want to send a message to someone who would be able to be contacted by the Verdan Contacts trait, you'll have to wait until after EoT for a reply. On the other hand, contacting Gerald Neilson would usually require the Contacts trait, but he happens to be in the city at the moment...

This, however, would not be an EoT action, because it's stuff you can pick up from rumors and your own records.

Drueger Grounds: The various factions in this neighborhood are, for the most part, religious in nature. Telen Kosh is a cult leader who lived three-hundred years ago; the current head of the Righteous Army claims to be his reincarnation, though the veracity of this claim cannot be proven. The Brotherhood of the Flowering Rose are probably the closest to practical as you'll get in the Grounds, being an order of assassins who worship the symbol of an open rose (not roses themselves--they believe the image itself is holy). They don't really make a big deal out of their beliefs, unlike the others. The Defeated are associated with one of the dark and bloody gods from up in Elsinier (ice elf deities are infamous for being brutal, barbaric and cruel, and are widely regarded as a stain on an otherwise civilized culture). This particular group claims allegiance to Drowning-in-Snow, though a small, feared subfaction of them worships Blood-in-Black-Water.

    Council - Proposal One

We don’t need to train a special force for it – the factions, the street passes through, have their guards. They just need to alter their patrols.

    Vote Count:
In Favour (3): ESBA, Mercantile Guild, Dr. Vassari
    Against (0):

Amendment: Mercantile Guild will provide increased contribution of 6 WEL

    Council - Proposal Two

I would like to amend my proposal – let’s for now just prepare the diplomats. This will take time, so they won’t leave the city right now. And if by the time, their preparations are done, nobody has agreed to contribute soldiers, I will personally see, that a proper military escort is arranged.

I assume I’ve gathered people, who are already somewhat proficient with machinery and I expect Gerard will provide some basic repair instructions to devices that arrive.

    Chronicles II

So – was something implanted into the Judge (either through surgery or magic), which was done in a way, that if he turned his head or moved, a thin membrane inside him would tear, releasing the substance? What caused the membranes to swell – can I tell or do I need a closer study [EoT]?

Dycatropic Ludanum - An easy to find substance? Vassari would have checked long ago to see, which substances would be available to him in the city for his Pharmacology Trait.

Was dycatropic ludanum added to maximize the man’s suffering or was it the cause of swelling somehow?

[Pretending this is a CSI show] I will try to gently ask some questions to Judge’s sister, maybe there is some clue as to why the madman targeted her brother. Maybe talk to the Uncle as well.

[Any chance Judge was a member of a faction in Silvathrien? Those guys look like they might be of assistance…]

Hmm – is it possible, that his wife is still alive, in similarly horrible state. No indication that Redeye had another lair I guess…

    Spoiler
    Show

''I will wait for Heladuit Court to speak about the situation in the Heavensgate, though I hope we can reach some way of doing less fighting and more money.''

''I wanted to propose a long-term project, that would benefit our trade. You may have heard about Technist Guild experiments in flight. I've learned about them, from all the explosions, they've managed to achieve. But I think with time and focus, they can create an Areoyard here in Sav Altulas.''

''Our goods are expensive and while not light, it would be easier to transport them by Airships, then risking ground travel.''

''This would make 85% of bandits infesting the Shattered Lands a headache for our competition, and I predict would lead to decline in their numbers, as they'll starve from the lack of prey, thus making a service to Shattered Lands.''

''Now I expect 15% of the bandits either have means or would be smart enough to figure out a way to attack our shipments in air, but I think we can more easily protect them there, and I have a few ideas about how it can be achieved.''

''So, what do you think? Should we impress on the Technists Guild the importance of this avenue of research?''

    Council

''Excellent.'' Vasari smiled, pleased, though nobody could see it.

''The Noblemen’s guard patrolling the street would send a clear message to the people, that the nobility is protecting them and I’m certain, that establishment of Diplomatic Serivce, would allow our noble families to reacquire much of what we’ve lost, when our kingdom fell – lost contacts, relatives, heirlooms and legacies.''

''Now, with four votes in favour of each proposal, they both pass, becoming official Council Edicts. While I’ll wait for other votes, before sending the clerk to commit the edicts to records and make them public, I believe we can start working on executing them, right away.''

    Edict One: Council Street [Passed]

A Street is to be made from Traitor’s Bridge to Little Zanchar, that will facilitate commerce and impress the foreign visitors in the city. It will be wide, well-maintained and well-patrolled.

Tax: All Council Members with two exceptions (see below), House Laurier and Church of Neposh pay a onetime tax of 1 WEL

Amendment: Mercantile Guild pays 6 WEL. Lodstrom Party provides 1 MIL to train patrolmen, who’ll guard the street and protect the construction process.

    Edict Two: Diplomatic Service [Passed]

Diplomats will be trained and an official Diplomatic Corps will be established to represent Sav Altulas interests abroad.

The Council authorises the Diplomatic Corps to represent the interests of the city, giving its members official status of the city ambassadors.

    Ambassadorial Service:

Lodstrom Party will have authority to appoint Ambassadors to Diplomatic Corps.

Mercantile Guild will have authority to appoint Trade Advisors to Diplomatic Corps (a special position to advise ambassadors and deal with issues of trade).

ESBA will have authority to appoint embassy clerks as well as power of oversight over the Ambassadors and Trade Advisors, to make certain they follow the interests of Sav Altulas.

Representative of Triphage Untima (currently Dr. Vassari) will have authority to recommend people to the Diplomatic Services, contingent on acceptance of the three above. (recommendation for Ambassador must be accepted by Lodstrom party, for Trade Advisor by Mercantile Guild, etc.).

I thank you for your generous contribution to this project. Now as for planning, I suggest the street would run from Traitor’s Bridge , through Caravansarae and I suggest Turnaround to Swordsware in the Lomb Circle.

    Show

The street will run through Fractures and Mains, the first has suffered from the earthquake, the second was left in a sorry state, by the gangs that run it. I see the construction of the street as an excellent way to revitalize those areas. New, better houses can be built to relocate the people from the places, where the street would need to be made wider and shops and buisnesses can be opened near the street.

    House Laurier [Council Street]
    Spoiler
    Show

The Council has decreed that a new street would be made to facilitate commerce. You can see the advantages of such venue. The merchants, customers and goods passing back and forth faster and with fewer pains would mean saved time and better mood to conclude lucrative deals.

The street would run from Swordsware and the Chain Run to Fractures. As its presence would benefit you, the Council levies a tax of 1 WEL to go to the costs of making the street.

    Spoiler
    Show

The Council has decreed a new street is to be made, a wide, well-maintained and well-patrolled. Now I believe you would see the benefit a large flow of people through your area would bring to you and hope you’ll provide full cooperation in its construction.

The Council levies 1 WEL tax to cover the costs of constructing the street.

    ESBA [Council Street]
    Spoiler
    Show

Your help would be invaluable in the planning of this street, as we suspect you have the most accurate schemes of the city and knowledge of how its streets work with each other. The Council Street would pass the Halls of Justice and Daisong Palace in Silent Court and move through Heartsblood to Triphage Untima.

    Peacocks/Market Guards [Council Road]
    Spoiler

I have introduced a proposal to the Council to construct a new Street, from Traitor’s Bridge to Little Zanchar that would make it easier for people to travel within the city.

I would like to prose, each of us contributes 1 WEL to both construct our part of the Street and make several pleasant side streets with gardens and benches, for people to take walks and relax.

Council - Church of Neposh Issue

''Thank you for your support Councilor.'' Vasari smiles. ''After your excellent work in the Runner's City, I knew, I could count on your support''

Dr. Vasari checks his notes on the Church of Neposh, before begining the discussion of the issue before the Council.

''The Church of Neposh is refusing the tax, we've instituted, offering an alternative, that I personally don't see as feasible.''

''I propose, that the Council shouldn't be supporting the expansion of the Church of Neposh, if they’ll prove to be uncooperative with our attempts to run this city. As I understand, the Ram Republic Army was helping the Church in the recent fighting in the Lead Ferrow. I hope Citizen Richter wouldn't provide his soldiers to the assistance of Neposh, until this issue is resolved.''

''I’m also forced to ask the Church of Neposh, if their religious doctrine calls for the destruction of all heretical cults? And would they deem the Technists Guild and their holy book Liber Technologica as heretical teachings? Same about the other major machine cult – the Gear’s Chosen? The Council must be prepared, in case you plan to expand your war against ''heretical'' cults.''

You are quick to throw off compromise, not even suggesting a counter offer to our proposal. We are not members of the council yet, and you are trying to impose a tax on someone who is not in your jurisdiction. We are willing to compromise with the council and help support building the road, but we cannot do so without aid in other areas.

As far as the religious disscussion, I can assure you that you have nothing to fear from us. If you had ever talked with the cultists in Lead Ferrow, you'd understand that they are nothign like the technists or the Gear's Chosen. Vasari clapsed his hands together, as he listened to the priest. He let them fall down and his fingers moved among the papers, revealing one titled Holy Word of Neposh.

He spoke calmly, yet something in his tone has perked the ears of all present, both Councilors and Sav Altulas public, interested in the political process.

''I’d like to ask two questions. According to your doctrine, are people, who do not believe in Neposh – Blasphemers? Do all unrepentant Blasphemers deserve to meet their end by the sword?''

''If those two statements are correct, wouldn’t it mean, that it would be preferable for the Church of Neposh to have the world burn, then have people in it not follow their doctrine?''

We did not know you still read from the sorceress' propaganda. It is true that all un-repentant blasphemers must be killed, but the notition that all non believers are blasphemers is abusrd and untrue. If that were the case, there would be almost none to our numbers since we'd have to kill just about everyone, and never allow converts. In truth, most of our members are recent converts since we removed the secret police. But many in Orn Torte still do not hold our faith, and we do not threaten their lives because of it.

But lets end this witch trial and get back to the topic at hand. Is the council willing to compromise, or is it going to continue to intimidate those around them? We are still willing to work with you, but if you are unwilling to talk then we will stop talking to the wall.

Sebastian was shaken. He had never seen Lord Founder so angry. Angry with himself, with others, it didn't matter. Sebastian had gone to see him despite the physician's protestations, and Founder had greeted him with a scowl which was truly frightening to behold on a face usually so kind. He had been given several letters to deliver, one to 'those petty cowards and their tin king,' Sebastian assumed he referred to the Champions of Sovereignty, and one to 'that infernal council who's indecision costs lives.' Probably the Provisional Council. He was the shouted out before the the physician could bustle back in, sparing Sebastian nothing more than a dark look.

Upon delivery, Sebastian urged the recipients not to hold Founder's words against him, as he was wounded and in the blackest of moods.
