SpoilerAs the people of Pepperstoch have expressed a preference for Ansigaris guards over Wardens, while the merchants of White Market have expressed the opposite we feel that is a reasonable proposal, but with one caveat. We are negotiating with the Verdan for a shipment of digging and pumping equipment. If you are willing to allow us to maintain contact with them then we will withdraw from White Haven in peace.

We aren't authorized to interfere in any way with the ordinary economic workings of the city, and therefore will not constrain the trade of the Verdan merchants in any way just like we do not tax the inhabitants of the neighbourhoods we control nor force them to do anything except obey the law.

SpoilerThe soonest we could start construction would be next month, however it may take additional time as we have little money to spare, and digging in the Sky district is very expensive. So we cannot give an exact date at this time.
(I don't know how much extra it would cost. Probably a good bit since I'd have to dig every single tunnel rather than make use of handy substructures. Zemalac could you say how much digging below the basement level in Sky would cost me.)

Some of those who had fled to other neighborhoods return, but many do not, having already found new work elsewhere. Getting the committee together goes better.
As for a guild, that would be problematic, as there is no real uniformity to the crafts plied by the people of Dogma. The only one that seems to be rising above the rest is a loose Carpenter's Guild, which has been organizing the relief funds and rebuilding efforts.

Cussor One-Shot: This is a one-shot trait that gives you a small cache of cussors. Too heavy to throw out of the blast range, too expensive for normal artillery use, and too uncontrolled for demolitions work, the cussor is nevertheless considered the quintessential Verdan device. Enough force to level a small building, packed into a sphere just a little larger than a man's fist. 3 WEL.
Steam Drill: Steam-powered, coal-fed drill used for boring through rock. Areas where this is used will need proper venting to avoid the tunnels reaching extreme temperatures. 5 WEL per drill: each drill can only be used in one neighborhood per turn, but reduce the cost of tunneling in that neighborhood by half (rounded up).
Water Pumps: 1 WEL per neighborhood. Must be manned or equipped with some kind of muscle power (oxen, etc) for any effect, and must be periodically replaced.
Pistonless Steam Pumps: 2 WEL per neighborhood, but can run automatically without anyone in attendance, and are less prone to breaking down due to the reduction in mechanical parts.

Well, a lot of the additional cost in Sky is because there are fewer handy substructures available, and those that are around are guarded fiercely by the nobility. Part of the cost represented either working around or paying for the use of those vaults and basements, which you wouldn't have to do if you dug deeper. The difficulty of digging through tougher layers of rock vs. paying nobility or working around their cellars pretty much breaks even. However, going deeper also means that more water seeps in, requiring you to purchase pumps twice for each neighborhood to avoid flooding.

The Carriage Houses of the Turnaround, their differences put aside, are now working for the Mercantile’s Guild.
A very large expedition was launched from the city this past month, with the intention of expanding trade with the Kingdom of Merdallan. As a result, Merdallan steel has begun to appear in Swordsware, and foreign wines are gracing the tables of Little Zanchar. The Mercantile's Guild, House Laurier, Silversmith's Guild, Doctor Vassari and the Heladuit Court credit House Wallen and Champions of Sovereignty with keeping their merchandise and people safe during the journey.
Fighting breaks out in the Underdocks between the Gear's Chosen and unknown parties. Rumors of the Gilded Pyramid being spotted in the area are unconfirmed at this time.
Faith in Neposh spreads in Annosus.
The Smokeyards economy has stabilized, thanks largely to the efforts of the Technists Guild, Gear's Chosen and Ram Revolution.

The Champions of Sovereignty have acquired a new orator, from the Lodstrom Party.
It is rumored that a specialist in black powder weaponry has joined the Order of the Wren.
The townhouses of Fat Tippest have been turned into homeless shelters by the Blackfist Brotherhood, who were unfortunately not equipped to handle the number of people who tried to move in after they spread the word about what they were doing. Blackfist patrols are heavy.
Many of the goblins in Hobbespot are now owned by the Silversmith's Guild.
Warden musketeers deliver volley salutes at funerals for their fallen comrades.
The Sausage Guild has opened a new underground tunnel system, equipped with fast-moving lizards with cars mounted on their backs so that people can move about the city more quickly, and so that they can deliver meat without worrying about it spoiling. Thus far the tunnel network exists in all of the Gilded district, Silent Court, Heartsblood and Painted Court.
Both the Defeated and the Righteous Army of Telen Kosh are all but nonexistent at this point, in the face of assassins, troops and spell-slingers from the Heladuit Court and the Brotherhood of the Flowering Rose.
It is by now well-known that the Laheim Embassy resides within Old Jack's Run.

The door is unmarked save for a single small bell hanging over the threshold, its clapper removed. The rest of the building is similarly unremarkable; a simple grey townhouse in a line of simple grey townhouses. This one in particular only becomes interesting when you realize that it is the only one with lights on, the rest being dark and shuttered.
Just inside the door are two men, garbed in strange armor. Bells are fitted into loops on the shoulders, arms, legs and chest, making them chime softly when they move. At the moment, they are completely silent.
The woman they guard has a soft, pleasant demeanor, a manner made sinister by the militant aesthetic of the room and the smooth swiftness of her movements. She is the Speaker in Sav Altulas, and at her word the mercenary houses of Laheim are bound in contract.

Spoilergreetings. i have worked with many of you on several occasions before. due to recent "events" i would like to propose the formation of a mutual-defense alliance between all of the stocks. this way, any who seek to encroach upon our neighborhoods and our rights to trade would have to deal with the combined might of all the stocks. such an alliance could go a long way to securing the district from outside threats, both domestic and foreign.

The First Paratrooper Drop
The Enterprise deck is humming with the machenery keeping it aloft. It's regular pulsing, comforting. The Smell of smoke and hiss of steam, a welcome distraction. But first have to check the gear. This is the big test after all.
For this, there ain't just the boys. And while the packs should be simple, and quadruple checking from three people a normal safety practice, they should be fine. But it's the last bit that might be problematic.
A trooper is about 108 kilos, with gear added in, and the smaller tests show that thats safe. But the big load, the real problem is nearly 500 kilos. This is a combo drop. Not only troopers, but the ammo for the guns. While the chutes should hold, and the crate is well packaged, a lot can go wrong.
But, the time is here. with a nod to the boys, they take that plunge, and for a time, feel as the gods must.

The King officially makes known that he is considering restoring order to the Palace this month. He requests all parties interested in assisting inform him, so that efforts can be coordinated.
The Kings Tax:
The King is instating a tax on all factions of the city, including his own. The tax money for this month will go towards rebuilding and fortifying the cities trade routes. This venture should improve the economic standing of the city, bringing increased prosperity to all within.

SpoilerMy most sincere apologies, but the Order only produces 4 WEL of it's own. I could not countenance a 50% tax on one of the poorest organisations in the city.
I can perhaps pay half that amount. I also offer my assistance in the matter of the Palace, on the condition that the issue of Longspeak Tower in Downline is similarly dealt with after.
