    May we inquire as to why you were poking around Heavensgate, asking about our business? Any questions you have you may ask to us directly. You need not invest such effort in finding out rumors and such, when you can get answers straight from us.

    Projects
    I believe that, as others suggested, we should focus on developing our relationship with the Shattered Lands. Encouraging trade with the Warlords and reconstructing the Forts owned by the Mercantile Guild are both possible ways to do this, though there may be others as well. Alternatively, we would be interested in expanding and renovating the city itself, improving infrastructure and the like.
    The Shattered Lands
    Though we can only spend a few points of on building up the forts this turn, we can contribute (1) army to manning them. In addition, some of the goblins that we employ could be used as raw labor for their reconstruction, though they would need more experienced architects to tell them where and how to build.
    Depending on what is needed, we could also contribute some esp or magic as well.
    Membership
    We would agree with giving membership to both applicants.

    well, the forts are already partially constructed so i dont imagine it would take an abundance of resources to finish. i could probably have a couple men from the Gears oversee the goblin work gangs. if any of us can not contribute troops to man the forts this turn, then it should be no big issue since i may put my entire force towards this if they dont do anything else.

    GM: about how many stats are necessary to complete the forts?

    Also we do not believe the City Watch was addressed in the detail we would have wished, but that can wait.

    We would be digging tunnels under your neighborhoods. Our preliminary subterranean analysis didn't show any significant underground basements or rock so this is a relatively simple proposition and shouldn't inconvenience your people. As to what they would gain, access to a system that allows rapid transit throughout the system.

    Admittedly we do not actually think the people of Runner's City particularly want access to the rest of the city, but we need to expand through there to connect the two ends of our current line. And potentially it would help improve commerce in the area. If you wish we could dig deeper and not disturb anything on the surface at all.

    Well if the Wardens and King James wish to concentrate on clearing out bandits we have no objection to focusing the efforts of the SGA on the trade routes. And if they do not want the benefit of the Mercantile Guild's efforts that just means we can retain them fully for the SGA's caravans.

    However we are not entirely certain that is in the best interests to only apply 1 mil each. How many of these forts are there. We would not want to be spread so thinly that the bandits can simply defeat our guards in detail.

    Blackpowder Weapons
    If it is not feasible to buy the weapons how much would it cost to build the necessary factories in Sav Altulas. Not only would this benefit the SGA directly, but we could then export the weapons to other nations, although we would recomend not selling them to the warlords, serving as additional source of profit for the SGA.

    Projects
    We are actually working on an underground transport system already. We call it the Sav Altulas Metro and parts of it are already in operation. In fact we have nearly completed work on the main line. We simply need to finish the segments in Runner's City and the Smokeyards. We would welcome any other guilds that wish to invest. And afterwards we plan to create branch lines into the other parts of the city.

    Archaeological Mission
    As it happens we have already located an interesting opening into the under city and are planning an expedition. This is in fact why we are supporting the BPW project. There are things down there that take more than a shovel to deal with.

    If you wish to join our expedition or have a location of your own in mind we are willing to discuss further details.

    A Warning
    We have detected the same agents which operated in the Guild Row operating in the Embassy Row. We still don't know what they are doing, but they may also be operating elsewhere in the city.

    Are you still interest in an outlet of the Celestial Network? We have pretty much ironed out all the practical issues at the moment. However, we will have to demand a slightly higher price then previously agreed, simply due to the initial costs of reaching Painted Court this month.     I personally am in support of the Blackfists at this time, though of course I cannot speak for all in my territory - the brilliant thing about a democracy. The Blackfists, anarchists though they may be, are currently in control of the city, and the supposed King has been consistently making ridiculous demands of those of us in the city, claiming we are his "subjects". So for both legal and ideological reasons, I am in opposition of James, meaning that I am finding myself supporting the Blackfists.

    The Free Masons and Carpenter Guild have the 6% of the Board, and are the representatives of House Wallen on this matter.

    John Orton, the Guild representative, is a fat short man, with thick glasses. He is known to use some magic, even though he never really finished Magical school.

    When his turn came, he nervously looked at his papers, cleared his throat, and spoke:

    “On the matter of security, we are sure that the University can be made safe by hiring the best graduates to work in it. The only alternative we have is to hire outside help, and I don’t think that is the idea here.”

    I believe I have told the Technists in the past what was required for them to produce Black Powder Weapons IV. The main problem is that this level of weaponry starts to use emberlock mechanisms, which require enchanters (along with new machines for rifling and more efficient mechanism parts, etc).

    The existing ones, maybe 9 WEL. If you want to increase the rating of their fortifications, they'd require more.

    That depends on how fast you want the currency replacement to happen. We could simply start issuing loans and withdrawals in the new coinage, which is our customary practice, gradually replacing the old coinage that way. This process generally takes several years. If we want it done faster, we could allow citizens to trade in old coins for new ones at a reasonable rate--1:1.1, or similar. The problem there is that we would lose money; as such, I would rather avoid that method unless you deem is absolutely essential.

    We do not care who owns the prison, as long as those incarcerated within are guilty. Would both of you accept the way things have been- EBSA judges dealing justice. We have no agenda, other than make the city safe. We have no political aspirations other than keeping this city an independent entity. Finally we care about the well being of the populace, and while I am sure neither one of your factions hate the people of the city your ambitions may fog your minds in matters such as these.

    For matters of justice, both of you (and all other factions for that matter) may use lawyers to argue specific cases, as can individuals. This incessant infighting must not impede the lives of the citizens of this fair city.

    The palace will be owned by the legitimate government, whatever it may be. Currently we will advocate that the Council refinish and repair everything that needs to be, to be kept by governments to come. The prison crisis is merely a symptom of the growing unrest between the populists and royalists- I fear nothing we do will defuse the situation fully, they wish to go to war. The talk of a legitimate government is necessary, as this council isn't widely respected it seems. Perhaps we should take powerful actions to stop this conflict?

    I have a proposal for the SGA - nearly all guilds are in need of unskilled labor for some job or another. Factory workers, porters, construction, etc. Runner's city currently has both a large number of unemployed workers, a technical school to provide any training they may need, and abandoned buildings that could be turned into factories and shops. As you may or may not have noticed, The Revolution has been trying to improve the lot of our people, and finding jobs is a major operation. The government of the Revolution is willing to offer the building at price for anyone who wishes to set up a factory, provided they hire exclusively from territory controlled by the Revolution, and pay their employees the going rate for their occupation, rather than the pennies that are typically paid to our people. You expand your operations, and the people of Runner's City gain a paycheck and improved lifestyle.

    While I hope that the current situation with James comes to a non-violent end thanks to the Wren's negotiations, a contingency has been offered to me through a friend who wishes to remain anonymous.     Okay. There is Board of University, where everybody who contributed to the University gets in. ESGE is more or less head honcho, who humours the rest of us by letting us play with Board of Education.

    The Board of Education is an organization of factions on the Board of University that has like 95% of influence.

    Now, as a principle of a thing, I’m highly reluctant to let people who either have no magic or have no connection to education join the Board of Education. I and Church of Neposh qualify for both and ESGE rebuilt the University, so they can do anything they want.

    Next, the Traits Board of Education develops – I feel that Board of Education should have full access to them, and others would have access to some and would have to request access to others.

    The main cause of the current unemployment is that the Smokeyard Factories are working at fraction of their full capacity, due to massive resource shortage. Since Wardens stopped patrolling the Shattered Lands and regular tribute, Desoui so eloquently demanded from a number of lesser Warlords, ceased, factories are barely operational.

    Now, SGA is working to resume the flow of resources by expanding our trade and establishing protection for our trade caravans in absence of Wardens, so hopefully the employment should start to rise. We are also opening a mine, a harsh and unpleasant employment, but an honest one, and I will try to address the health concerns, that usually come with it.

    The SGA will consult on our need for new factory. There are uses we may find for it, but you can reassure people, that we are working to bring the jobs back to the city.

    James does not speak for the cities Justice system, not yet. As of this moment the EBSA has sole jurisdiction over the sentencing and justice. Juries are meaningless in this day and age, as the laws are too complex to any but those who have dedicated their lives to understanding legal precedent.

    We shall not have the foundations of this cities justice system be dictated by the uneducated populace. If you wish to truly impact the system, go to the college of law or become an intern at the Halls of Final Justice. Become a lawyer, adjudicator, or judge.

    Keep petty political disagreements from affecting the legal system which keeps the city and its people safe.
