Luna is most magical, most awesome, most bad-flank pony ever, this is Canon, because it is the One Truth! If they ever say or suggest otherwise in canon then obviously canon is Wrong, because I'm Right! I can not be wrong, because Luna can't not be most bad-flank, most magical, most awesome pony ever, it is not a possible state of any universe. The Multiverse does not allow for this possibility. It is a contradiction, a logical fallacy, because Luna IS bad-flank, the two are equal and one. Luna is the Chuck Norris of Equestria.

As for her vs. Celestia specifically, I am of the opinion that Luna is the most magically adept and well studied of the two by far. Celestia is too social, her skills lie in being out among her subjects, dealing with ponies and politics, possibly teaching. She is not a pony of war or battle, she is not used to magical confrontation, this is the real reason why she was beat so hoofedly by Chrysalis, because she was out of her element and decided to attack head on without any aid. And this is also why she's so fond of the magic of friendship, it resonates with her as a pony, and without it she's really quite weak.

Luna, in contrast, is the Twilight Sparkle of the two. She's introverted, probably studies a lot more than Celestia ever has or ever will, and she's well-rounded. Long before she became NMM she'd probably already read everything she could get her hooves on. I've also said before I think Luna has a very tactical mind, she's a born strategist and commander. This, not her magical power, is the reason she would have won the fight against Chrysalis, because Luna would not have fought Chrysalis alone.

Luna's only possible weakness is her long lack of friends, something she apparently had at some point before her corruption (if nothing else, then when she and Celestia beat Discord the first time) and she seems to be doing better already in that regard. But unlike Celestia, Luna can do well without the Elements. Not as well as she could with the Elements, but still much better than Celestia.

Now close your eyes for a moment and imagine Luna harnessing the full power of the Elements

Well, she walked in the compound, passed the magic examination, went into the Illusion's devision as her specialty, and eventualy ended up being one of the formost member's of the newly created Hoofington cult branch. Of course, this has more to do with the fact that she was one of the first ponies sent there, but neverless she's a rising star in that parish.
