And they do - plotting plots is what they do (just not for TV).
The thing with a lot of prime-time TV series is, they are aimed for as wide an audience as possible. This inevitably enforces them to be bland and uninventive, since there is little common ground for the whole intended target group. This goes for big-budget movies even more so, since they are aimed for world-wide distribution, so there is even less material to rely upon.
Ever heard about the study on the funniest joke in the world? The most popular jokes are also kind of uneventful. Worth at most a faint smile and not a solid laugh. On the other hand, they made the most people smile.In a war it doesn't matter who's right, only who's left.

Another problem Hollywood has is multiple writers, multiple producers, multiple directors...etc. etc. It's far easier for a novelist or webcomic writer to do quality control on their own work, and to stamp their work with their signature style. When translating that to a TV program, there are just too many people involved. One of the most legendary cases of this was the Mario Bros movie, which went through multiple sets of writers, producers, directors, actors...etc. etc. By the time it was done the movie was a twisted monstrosity.
A webcomic writer doesn't have to deal with any of that. The service that hosts the webpage they're on doesn't get to say "we'll only continue hosting your comic if you put a sassy black woman in". If the readers complain, the webcomic writer can tell them to stick it. And since they're self-published, they don't even have to put it through an editing period like novelists do. This lack of quality control removes a lot of the obstacles to telling a truly great story. Of course, it also removes the obstacles to prevent a horrible writer from sticking their "story" on the web, which is why there are so many failed webcomics out there. The ones that develop a great fanbase tend to be really, really good.
On the comic, I kinda agree with the Doc here. With an infinite number of futures, there are an infinite number of ways it can go horribly, horribly wrong, and that means an infinite number of Chuck Goodriches coming back to try and fix their future. Sooner or later, you're going to end up ass-deep in Chucks.

Actually, things do can go wrong in an infinity of ways, but not all at once. Large enough disaster only comes every-so-often. Therefore there is only a finite influx of Chuck's. Combined with a finite lifespan, it will give you an upper bound on ammount of Chucks in the world at any given time. They might make a noticable demography, if they settle in one region, but it still will be way to little to influence the world as a whole.In a war it doesn't matter who's right, only who's left.
