Weapon question
Is there any feat or trait to be able to use a medium weapon as a goblin fighter and not receive penalties due to size?

Monkey Grip will allow you to use Medium weapons, but it's usually a bad choice because it hits you with a -2 penalty.
The Strongarm Bracers (name not sure) do the same thing without a penalty, but they're magic items so you might not be able to get them.
The bigger question is: why would you want to? The damage dice size decrease shouldn't significantly impact your damage. The only reason I could think of is if you got a really nice Medium magic sword you want to use.

Don't magic items technically change size to match a prospective user? Or does that not apply to weapons and armor?

Wield Oversized Weapon (CWar) - an epic feat, so probably not what you want.
Enlarge Person/Expansion (PHB) - a spell/power, not a feat or trait. Increases your size category by 1, so you'd become medium. Get the spell, then pick up the sword.
Strongarm Bracers - already mentioned.
Sizing enchantment - already mentioned.
Alternatively, just find ways to make up that -2 (since you're going to spend a feat or trait on it anyway). Use flaws if you have to. Even the much-maligned Weapon Focus will halve that penalty to -1.
