SpoilerYou're fairly confident, based on what you know of organizations like the Cult of Caissa, that they will infact be crippled if their head is destroyed. As for the remaining factions, though you are not sure since you don't know them 100%, you're confident that Draugen will be able to mop them up after the Cult is destroyed.
As for the nobles, first of all (as I'm sure you're aware), you probably meant Gloomwrought, not Shadowfell (no one is in control of the Shadowfell). You are again fairly confident that Lord Jarod and the other lords of the city will be able to keep Gloomwrought under control.

You all follow Commander Theolon's directions, likely being as sneaky as possible. It takes you out of the city, a few miles away, off the beaten path to the north east. You find a relatively small building, which looks for all intent and perposes like a farm house. If you hadn't known this was the place, you're not sure you'd of even thought to look at it. Looking at it now you realize that there is no one working on the fields that it does have.
What shall you do?

So, that's their headquarter. With an organisation like theirs, it's no doubt they want to keep it discrete. Still, it's a bit too small for a group of that size. I bet it's much more extensive under ground.

As for your perception and arcana checks, although you don't specificly see anything, you do feel a slight emenation of magic coming from under ground. It's very faint, however. It seem's to be coming from the building
Additionaly, as a reminder, Commander Theolon DID say that this was the Cult of Caissa's secret hideout where their leader can coordinate assaults. That's why it may be so small. Not saying you're wrong though
