A416 correction Epic skill checks allow you to do so*. And presumably ability drain would do the trick to prevent healing.

*Whether epic skill checks can be made pre-epic is another matter, but I believe the consensus is that they can, if only because the section lacks the restriction that epic feats have.

416 (cont): Arms and Equipment Guide, p73, has creature trainer, allowing you to use Handle Animal to train and rear a "type of creature," provided its int score is 4 or less. Ask your DM what adjustments may be required.

Does the Archmage's Spell-like ability High Arcana set the casting time of any spell you convert into a SLA to 1 standard action? It doesn't seem to say anywhere that the spell retains it's original casting time and SLA are standard action unless stated otherwise iirc.

A 418: No. The Spell-like ability High Arcana does not change the casting time of the spell.

A spell-like ability takes the same amount of time to complete as the spell that it mimics (usually 1 standard action) unless otherwise stated.

Is there any spell, item or feat that allows you to overcome the effects of anti-travel effects like Dimensional Anchor or Forbiddance? Mainly, is there any way to guarantee the ability to Greater Teleport into any area, and then Greater Teleport back out?

    a. If you use a shield or armor you are not proficient with that has an ACP of 0 does it actually affect attack rolls and skill checks that involve moving? Or does it have no impact because you are subtracting 0 from those?

    b. Can an Animated Tower Shield be used for cover? If so can you still attack while using it as cover?

    a. the character is affected as per the rules, you subtract the ACP of 0 from the attack rolls and skill checks.

    b. not quite and no: You can gain total cover from the tower shield and you cannot attack while doing so. Additionally you can still be targeted by spells.
[edit]Woops forgot about the animated enchantment. The property however does not change anything of the above statement:"A character with an animated shield still takes any penalties associated with shield use, such as armor check penalty, arcane spell failure chance, and nonproficiency." so not being able to attack while getting total cover still applies.[/edit]

Say you have a level 20 wizard with an INT of 13. They pick up a Headband of INT +6 so that their total INT is 19. Are they able to cast 9th level spells while wearing the headband? And can I please be shown where it says this? Thanks!

    Yes.

See page 125-126 of the Dungeon Master's Guide 1 to see an example NPC wizard level 12 having a headband of intellect +2 modifying the NPC's spell per day-list.

But at all times, his base INT score is high enough to cast all of his spells. At no point does he need the bonus gained from the item to have access to his spells.

What I'm talking about is not bonus spells. It's that to cast a 9th level spell, you need an INT of 10+spell level (19). So if after 20 levels, a wizard only has a 13 INT but wears a Headband of INT +6, does that qualify for 9th level spells?

He can, but it is not explicitly written. You need to have an ability score of 10+spell level to prepare and cast the spell, it does not matter how you come by it. The only thing that magic items cannot do is give skill points (this is spelled out) You may also want to took at the FAQ p. 61. It only talks about bonus spells but basically says the same thing about those.

A 424: Reach would typically be 60 feet, and could threaten anything between 60 feet and 30 feet away. Derp, thanks, Andezzar.

(I am assuming a tall creature for this) Source: p149, PHB, for normal reach, and here for a reach weapon.

In a setting which meets the "cold area" requirement of 40 degrees Fahrenheit or less, a [Cold] spell will deal the additional damage specified in the feat, including additional ability damage.

    Q425

Is there any spell that tells you a creature's name? Not their Truename, but just their actual, "Mornin' _____" name. That sort of thing would be useful for Planar Binding and Trap the Soul. I guess a clever Discern Location that tells you that ______ is in ______'s house might work, but that's too iffy.

A426: No. What would you expect it to do? It doesn't affect space, reach, weapon damage, natural armor, Con, Str, Dex, or really much of anything, except (in some ways) as special cases for dragons.
