Homebrewed Campaign Setting (World Build Help)

Hey guys. Im a long-time fan/user of GitP Forums but this is my 1st post here on this forum. So be kind ^^

Basically, Im trying to flesh out my campaign world. Im having a hard time doing this however, I have the basic idea of each faction, the powers involved, the struggle they are working to over-come together. However, it still feels hallow.

And I don't quite know why.
Im not quite to the map building phase (I think) but Im trying to flesh out the regions and such.

Basically, what I think Im asking is do you guys have like a Check-List you go down when you are preparing a home-brewed world?

If it helps, I can post what I have for the factions.

Check out Rich's setting design articles. He goes through his process step-by-step. Articles 5a, 5b, and 6 seem to be what you're looking for.

Rich has no idea what he's talking about. He put Gnomes in his setting as a dominant race. The guy is nice and all but he should stick to punching glass and writing OotS.
