Default Quick Unearthed Arcana Master Specialist/IotSV question

Quick Question can a Specialist Abjurer still get the benefits of the Spontaneous Dispelling (Unearthed Arcana specialist substitution) if he prestiges out prior to lvl 5 and 11? Are those lvl dependent abilities or class lvl?

The Spontaneous Dispellling text can be located here.

At 5th level, an abjurer using this variant gains the ability to spontaneously cast the spell dispel magic. This ability is similar to the cleric's ability to spontaneously cast cure spells, with a few exceptions. The abjurer can "lose" four or more levels of prepared spells to cast dispel magic. The prepared spells can be of any level or combination of levels as long as the total spell levels add up to four or more (0-level spells don't count). For example, an abjurer using this variant could lose two 2nd-level spells or one 1st-level spell and one 3rd-level spell to cast dispel magic.
At 11th level, an abjurer can "lose" seven or more levels of prepared spells to spontaneously cast greater dispel magic.
An abjurer using this variant can use it in conjunction with a readied action to use dispel magic or greater dispel magic as a counterspell.
An abjurer using this variant does not gain additional spells per day for being a specialist wizard.

I believe the specialist abilities are based on class level, the same as bonus feats, or familiar abilities are.

It doesn't actually say this at the top of the page, but it DOES compare the abilities to things such as bonus feats and familiars. Also, when a class ability says "at 10th level," it usually means 10th class level, not 10th caster level.

Yeah, at the same time the thing you "lose" to get the benefit occurs at 1st lvl and all future lvls even if you prestige out, the balance is still there (which Master specialist and IotSV skew by giving bonuses to dispel) It is probally a DM call.

Anybody elses thoughts/opinion on the matter.

And I was thinking class lvl or lvl dependent, not caster lvl.

Another question to add (I still feel the first is unanswered/unopinionated ) how would you feel as a DM of making a house rule that a wizard can add Chain Dispel (players handboook 2 page 105) to the variant. He gets chain dispel at lvl 15 and he must sacrifice 9 "spell levels" to cast the spell? Chain Dispel came out after Unearthed Arcana did and adding that spell is the "logical" progression of the ability.

All the new abilities are dependent on class level. They do not carry over into Master Specialist.
The Future just ain’t what it used to be.

It's the same as bonus feats, or a familiar. Sorry. If you want to stay with this build, you might want to use the normal abjurer, or one of the different varients from here, or the one in the PHB 2.

This is one of the few reasons why it's feasible to play a Wizard to level 20. If things like bonus feats, special abilities, familiars, etc. were determined by caster level, wizards would be like sorcerers in the sense of "there's absolutely no reason not to take a PrC."
