I'd go with either Procrastimancy, Pwnamancy, Legomancy (and I came up with the latter two completely on my own, thank you very much, _before_ reading this thread) or Turnamancy. I suppose, since time's measured in turns, that would be the term for a mancer of time: slowing down opponents, hasting allies, maybe prematurely ending an opponent's turn for some of the more powerful ones, etc.
