    Default Total War 2200 OOC

    The world has changed a good bit in the past 200 years. After the turn of the century, technological advancement slowed to crawl, and many of the worlds super powers fell into decline. Before the UN lost its power, it managed to destroy the worlds WMDs, which saved countless lives in the wars to come but allowed more wars to take place. The world is now split into many new countries all trying to hold on to their power and expand into the greatness of those superpowers at the turn of the millennium

    Basic Game play

    Total war games are played in turns, with usually around 20 turns in a game, and a week per turn. Each turn has 2 phases.

    The first phase is the diplomacy phase. This is when players talk with each other, debate on actions, and scheme against one another. This phase lasts 5 to 10 days, and ends with each player submitting an End of Turn Report (aka EOT).

    When messaging other players, the message has a defensive Espionage (aka DESP) that is the lowest MOR of any faction in the conversation. If another faction has ESP higher than the messages DESP, they can read the message. You can also send PMs to other players based on the LDR stat (explained later). These messages can only be read by unwanted parties if they have some special ability or trait that allows it.

    When writing an EOT, you start by listing your factions current stats, then list each action your faction is doing with the stats that are helping with that action.

    Any stat not used in the EOT report is assumed to be defending against hostile action.

    To join in the game you only need to post interest and the details of your faction. The details include

    Each faction has 6 stats, that describing the different abilities, strengths, and weaknesses of the country. The 6 stats are:

    MIL: military, how many/ how well trained your armed forces are. Having a lot of military in an action will cause more damage to the enemy

    ESP: espionage, your covert agents. Having a high espionage will allow you to read other players messages and is the most effective stat when attacking a player secretly

    TECH: technology, how many/ how smart your scientists are. This stat helps the best when used to create new technology or special abilities

    ECON: Economy, how much money your country has. This stat is the most effective when used to grow stats

    MOR: morale, how dedicated your people are. This stat is used to keep your messages secret, and helps decently with most actions

    LDR: leadership, how strong, smart, and powerful your countries leaders are. This stat determines how many PMs you can have and is effective with most actions.

    When creating your faction every stat starts at average, then for every stat you increase by one step another stat needs to be decreased by one step.

    OPTIONAL: NPCs
    To help get this game going fast, I'm going to allow the players to make the NPCs. When making the NPCS, use the same process as making your own faction, only you should put some more details on their motivations and goals, and you can leave out the faction location. Player factions have precedence over NPCs when deciding who gets what territory, and NPcs will be placed after all players have a spot. If I get a lot of NPCs, some may not be used.

    LDR and PMs-
    The LDR stat determines how many PM conversations (not messages) you can have in one turn. Every PM conversation costs 2 LDR from your EOT. PMing using a PM to another player (rather than posting the message with a DESP of PM) is allowed, although you should post one message in the IC threat for every PM conversation you have through a private message. This post can be a fluff post, or regular messages to other players.

    VIPs -
    You can create VIPs in this game, with every point in LDR counting as a level for a VIP, but VIPs do not gain experience and the only way to level them up is by investing in LDR. While having VIPs is not necessary, it may help out your actions: see RP bonuses

    RP bonuses -
    Role playing will help your side get bonuses to their actions, as will more in-depth descriptions of your actions. These will max out at around 5% to 8%, and is a completely biased input by the GM based on how much/good Role Playing I think the player is doing.

    Mid Turn actions -
    Actions normally take place during the EOTs, although I am going to allow mid turn actions if the attacking player can successfully predict the event. For example, if player B was having a council meeting on turn three, player A could note in his EOT report on turn 2 that he is going ambush the delegates at the meeting. The stats used this way are used in turn of the mid turn action, and are used whether the event triggers them or not.

    I've written a small script to help with EOTs and such, and in doing so I've changed the method of using different Die sizes for different effectiveness of stats to using percentages. I don't think you'll notice much of a change, just don't be surprised when the die rolls come back with a large decimal number

    When Europe started to crumble under economic pressure, more and more people in northern Italy were afraid of losing their wealth and way of life and thus cared less and less about their southern brethren, not to speak of any other nation. Support for the Lega Nord secession party grew immensely and through political and economic maneuvering they got what they wanted. The EU was already in its death throes at this point, so the fact that the new nation wasn't a part of it seemed more like a boon than anything else.
    As European unity finally crumbled and revolution, war and betrayal were rampant on the continent, Padania was prepared. By using its new and shiny military, a plethora of international allies and well-paid mercenary forces, they ensured their continued existence through those most turbulent times.
    Today Padania is a prosperous nation and an economic powerhouse that will do its best to endure and prosper till the end of time.

    The Federal Republic of Padania composed of 14 "nations" (Lombardy, Veneto, Piedmont, Tuscany, Emilia, Liguria, Marche, Romagna, Umbria, Friuli, Trentino, South Tyrol, Venezia Giulia, Aosta Valley), each with autonomous power regarding internal issues such as infrastructure, education, land usage, industry regulation, and other minor issues.
    The Republic has only a singular proportional house of representatives, while the judiciary is mostly regionalised. Other than that it is very similar to the federal democracies of Europe's past.
    The President is the head of state while the Prime Minister is the head of government. While in most countries one or the other holds most of the true power, in Padania both remain relevant.

    Independence, Wealth, Security.

    Padania doesn't care much about expansion or international power. As long as their own borders don't change and nobody tries to make them subservient to another power, all they care about politically is the growth of their economy, research and general happiness of the population. They are ready to lend a bit of charity to increase their world opinion, but only if it doesn't put them in any risk.

    The ideas of the corporate moguls are a bit different though. Economic advantage, preferential trade agreements, monopolies of any kind, from media over tech to resources are all in the interest of the rich families. Some would even go as far as to propose hostile economic takeovers of some of those large independent and territory-less corporations, should cooperation not be possible.

    Should the need arise the Republic may decide to reform, consolidate and grow its intelligence branches or even widespread rearmament of its national military, if the thread seems imminent.

    Other than that they could be interested in a peaceful merger with Switzerland, should that nation still in any way resemble its neutral and economy-focused past.

    Military - Average. The Republic keeps a considerable force in order to defend its borders against would be conquerors and raiders.

    Espionage - Low. The Padanian government is somewhat paranoid and thus has several branches intelligence. Sadly, those branches aren't the best at communicating with each other.

    Technology - Medium/High. Padania might not be one of the fore-runners of technology anymore, but they aren't stagnant either. Research funding from various corporations and a healthy amount of government subsidies keep the minds of Padania happy and motivated.

    Economy - High. This is where the region has always shined, and still does so today. High quality exports, brilliant new ideas, ancient trade secrets and large business families with age-old traditions allow for a high cash flow despite the considerable taxes. All the better for the nation as a whole.

    Morale - Medium/High. Life is good in Padania. The poor are few and get taken care of well. This is made easy as the abundance of income and industry was in northern Italy, which most of Padanias enemies see as their main motivation for independence. But why should its citizens care, for misery is elsewhere.

    Leadership - Low. The government is federal and decentralized. And while most of the rich and powerful are staunch patriots, they often have their own ideas of how things should be, which often clash and slow things down when it comes to coordinated efforts.

    Jihad on Italy
    After the so called Padania split, the rest of Italy remained pretty much gutted. Then, when Europe sunk into chaos, various fundamentalist Islamic regimes took the opportunity to unite and pounce on the land that held the seat of Catholicism, in hopes of humiliating Christians worldwide and at the same time finally gaining a true footing on Europe again, now that it seemed weak and full of opportunities. The conquest was incredibly successful and millions of Muslim settlers made Italy their home.
    Amongst other tragedies of this time was the firebombing of Rome and the destruction of the Vatican. While the Pope fled to Norway, the once great city has still to recover.
    Things didn't go as planned though. Soon after the upheaval in Europe, similar things happened all over the world, including in the nations that had just conquered Italy together. Infighting, revolutions and wars quickly dethroned many of these Islamic regimes, which subsequently decided to form governments in exile on land about which their enemies wouldn't care: Italy.
    This is how the Italian Emirates came to be, a mix of tiny nations, each one with its own interpretation of the Qur'an. They are as often rivals as they are allies, their common traits only keeping them together when facing outside threats.
    Coupled with the fact that the indigenous people outnumbered and mostly despised the newcomers, such a conglomerate of nations shouldn't have existed for long. And it wouldn't have if not for the Nuova Verita and its Governo nell'Ombra.

    Rise of the Mafia
    Even before being conquered, the various mafia groups of Italy were growing almost unchecked. In fact they had become the regions greatest exporters, but this didn't help Italy much as the exports were drugs and crime and the exporters didn't pay any taxes on their goods.
    After the arrival of the "Arabi" most indigenous Italians flocked to support the various mafia groups, preferring criminals over foreign overlords.
    While at first the several organizations rivaled and fought each other for control, they were soon united by one Luca Niccolo Giorgetti, a genius and criminal mastermind who quickly rose to power in one of the numerous clans and continued to unite Italy's various crime families under the secret umbrella mafia conglomerate of Nuova Verita (or New Truth).
    With the help of Italian politicians-in-hiding, various indigenous personalities and criminal branches abroad Giorgetti founded the Governo nell'Ombra (or Government in Shadow) which is the central organization from which the various mafia bosses secretly corrupt and manipulate the government branches of the various Emirates and play against each other Emir against Emir, immigrant against indigenous, rebel fraction against rebel fraction, church remnants against those who believe the church has forsaken them, all in the name of upholding the status quo and keeping Italy as a semi-lawless region and the beating heart of all international crime.
    The Emirs of course know what power the mafia has and the need of underground alliances with them if they want to have any hope of keeping their power, but most still believe in the existence of rival clans and are completely oblivious to the unity through Nuova Verita or the completely secret Governo nell'Ombra that manipulates everything from behind the curtains. Those few Emirs that know have pretty much accepted it and become direct members of this shadowy government.

    Military - Low. Most of the official armies are completely tied up in infighting. They are still an obstacle to would-be-conquerors though. The goons and enforcers of the various branches and clans under Nuova Verita have more reach, but they aren't really much of a standing army.

    Espionage - High. Nuova Verita has contacts in the criminal underground of pretty much every nation worldwide and the Governo nell'Ombra has plenty of experience in manipulating foreigners as that is pretty much what they do daily back home.

    Technology - Low. While there are a few laboratories refining the newest drugs, you can't really expect much innovation of any other kind.

    Economy - High. Crime is booming. Drugs are sold worldwide. Prostitution and human trafficking isn't that difficult manage either and almost all organized crime in the world has money flowing back to Italy.

    Morale - Low. You can imagine how life must be for the average person in Italy, be it indigenous or immigrant.

    Leadership - High. Giorgetti did a splendid job of efficiently organizing the hierarchies of his organization before dying of cancer and until today there are top-notch people on every level.

    Also, seeing how MOR is rather low even though the nation is unsavory and requires secrecy to prosper, they should communicate mostly in PMs. That's what the high LDR is for after all.

    E.R.A. is a major proponent of the democratic systems that supposedly failed in the last 200 years, claiming that bad organization, inefficiency and failure in crisis management can all be fixed by having non-elected heads of state make a few decisions from time to time to unblock the gears of democracy.

    Military - 5. The powerful armies and navies of these nations took a large hit in the chaos of Europe, but they are still considerable forces.

    Espionage - 6. The Central Alliance Intelligence Network (C.A.I.N.) unites the best agents of what remains of the classical "Western Powers" from 200 years ago. Many disenfranchised agents from all over the the ruins of western civilization have defected to the E.R.A. when their governments were no more.

    Technology - 3. Research hasn't taken a complete backseat, but it just isn't a priority right now.

    Economy - 4. Democratic capitalism has its benefits, but also its drawbacks. Especially when several nations have to mutually support each other in war and infrastructure issues to keep their people both free and happy.

    Morale - 4. People have their complaints of course, but a look at the rest of the world still makes them proud of being members of nations that endured and stuck to their ideals for over two centuries.

    Leadership - 2. It surely is better than the fallen EU but the ERA just can't reach the heights of organization a competent totalitarian leader brings to the table.

    Founded upon the plans an ideals of the 7th International, Nova Prussia is the latest and arguably the most honest and successful attempt at true socialism.

    As a political entity the NPPR tries to convince foreign nations of their ways peacefully through example and politics, while defending themselves aggressively through military and covert ops from hostile takeovers.

    The Global Industry & Labour Enterprises are a conglomerate that formed out of several large corporations and private investors mostly based in Latin America, known for their ruthless exploitation of both workers and the environment and their efforts to control as much of the global natural resource and production markets.
    In the tumult of the 22nd century, when many of the worlds governments fell, they managed to create an incorporated oligarchy in South America so that they would never have to deal again with taxes, laws and regulations that didn't benefit them.
    The local populace was filed into human resources and is often exported to any nation willing to rent such workforce.

    MIL - Below Average. While the GILE security forces are rather small, their superior technology and the large class gap makes it possible for just a handful of enforcers to quench several hundred protesters singlehanded.

    ESP - Average. Corporate espionage is not something the GILE frowns upon.

    TEC - Above Average. GILE tries to stay up to date with new technology and production methods.

    ECO - Very High. There are no goods cheaper than the ones GILE sells, and they sell pretty much anything from food to combat drones. Of course they sell as much as possible of it through varying brand names and front corporations. After all, seeing everything in the supermarket as having the same label would be pretty suspicious and creating the illusion of varying competitors and qualities is much better. Not to mention all those pesky liberals and their boycotts.

    MOR - Very Low. While technically not slaves, the conditions for the worker class are so bad that being sent abroad to work for foreign contractors is pretty much the best thing that can happen to you.

    LDR - Average. Money and personal success is pretty much the only thing the GILE board of directors cares about. But they care a lot about it.

    Since ages huge swathes of land were controlled by the Russians in one form or another, and no matter how supposedly democratic or egalitarian it was at times, millions of people and whole ethnic groups always suffered from it, be it inside or outside of the Russian borders.

    The North Asia Liberation Front says No More! No More shall flawed ideas of social engineering be forced on foreigners miles away! No More shall European capitalists exploit all of Northern Asia's resources! No More shall the whole world fear this one nation that is bigger than anything else on this planet! No More shall a single dictator use people from half the world away as cannon fodder! And No More shall any Czar control land from the Atlantic to the Pacific!

    May each language have a school to be taught in, each religion a church to be worshiped in and each culture have a place to flourish! May each a people control their own destiny!

    This is what we fight for! This is what we die for!
    And it is. What we. Will ACHIEVE!

    The North Asia Liberation Front is a terrorist organization or a freedom fighter movement, depending on ones view. They are anarchist leaning and their goal is to split up Russia into many small independent nations. Born from the deep ends of the internet, they are very tech-savvy and use darknet and ever switching servers to communicate.

    While their goals are mostly Russia oriented, all kinds of talks and rumors prevail in the net. Some believe that once they are finished with Russia, they want to take their vision further, while others believe that the alleged goals for liberty are only a diversion for far more sinister plans. Stories range from hopes of complete worldwide anarchy to fears that the NALF is controlled by some sinister AI that wants to destroy humanity. One can only wait and see how things will develop. Or of course try to intervene.

    Molotov - Notorious terrorist and main organizer of bombings assassinations and large scale theft.

    Gabdulkhay Ahmetshakhov - The most public face of the movement, he resides in whichever country gives him amnesty at the time, trying to gain support for his cause. Whenever his welcome seems to be expiring or someone plots an assassination on him he disappears without trace, only to pop up on the other side of the world, completely with residence, following and capital in less than a week of time.

    Masha Bei Altayar - One of the most experienced and successful guerrilla commanders of the NALF, she is either one of the most brutal and ruthless enemies of Russia or loved for her fairness, efficiency and mercy, depending on who you listen. One thing is sure though. Wherever she strikes partisan corpses are a rare thing to see.

    Рюрик_умер_8 (RyurikUmer_8) - Supposedly the one who started this whole thing and still controls it, no one knows who he is. In fact, no one knows if it is a single person behind the pseudonym, or if the original poster is long dead, as Czaric propaganda seems to claim. Fact is that every semi-important figure in the NALF seem to have gotten personal orders at least once from this elusive internet presence.

    I created this NPC even though this NPC covers no additional territory because I believe that this opens up many interesting possibilities both for any of the many players relatively near to Russia and for the GM. It is sure better than a single static Russian powerhouse taking up half of the northern hemisphere, especially if said Russia is an NPC.

    After fluctuating back and forth between military dictatorships, revolutionary anarchy and radicalist controlled democracy, Egypt finally settled into a weird but stable system of naturally evolved power balances, including semi-representative republicanism, strong independent judiciary and oversight from a military with meritocratic hierarchy amongst many other independent branches. As many other nations around them collapsed and the great powers that manipulated global politics were no more, they decided to expand themselves and became a noticeable force on the world map. Soon they had pacified many of the surrounding nations through various means, and incorporated them directly into their own, in order to ensure varying measures of fairness and equality.

    MIL - 5. The military is still strong and holds a lot of political power. In addition to this, the new promotion systems ensure that it is always led by competent people.

    ESP - 3. There are several intelligence agencies which bring good results on small short-term operations, but after a while a lot of classified information seems to leak through the weirdest of channels.

    TEC - 5. While lower level public education can be a mess and varies heavily from district to district, once you get to higher education and can choose where to go, it becomes pretty great. Good amounts of funding go to the nations universities both for education and for research.

    ECO - 3. The nations industry isn't really comparable to some of the international powerhouses on the map, but it feeds the people and there is always potential for expansion.

    MOR - 3. Civil liberties are a complicated issue and not everything is fair. And from the outside, national politics is such an opaque mess that you almost need to be a political scientist to know the full extend of even the official system of government. This limits most of the people to local government and only those with ambition and luck fall into a position that has any significance. Often the actual reach of

    LDR - 5. Despite it making no sense at all from an outside view (and sometimes even from an inside one), the government seems to run with amazing efficiency. One of the reasons for this is that the more experience you have, the more easy it gets to divert resources where they are required, even if your rank is called something like "secretary of the sub-committee for regulation of agriculture and transportation", making the engaged and competent people automatically more powerful. Another factor is that there are many subtle but effective checks and balances preventing anyone person or department from exploiting their powers for personal gain.

Once he had a large enough group of followers, he quickly began taking over the different countries. He only reigned for 5 years, before he was assassinated by a P.M.F.C who were nervious about the collectives expansion. Greenpeace has become a collective since then to keep dictators out of control while they continue to try to implement their views of giving the planet back to mother nature.

The people didn't mind, as they still were making money and prospering unlike much of the rest of the world. The republic now focuses on imporving their financial holdings and stopping any forigen power that seeks to infringe on their substantial wealth.

    The Grim are not sane by conventional human standards. Granted, they are not lunatics either. Rather, they have made horrific alterations and modifications to themselves, and furthered the use of some of the more morally questionable technologies. One of the more disturbing ones is that they have removed the need for either gender in the reproduction process, allowing them to discard gender. There has not been a "natural born" Grim in 150 years.

    ESP; Very Low. The Grim do not engage in espionage. They are content to let the world be until they can escape it.

    TECH; Very High. The Grim may be almost alien given how much they altered their thought process, but it was to strip away emotion, increase efficiency, and increase intelligence.

    ECON; Average. The Grim may want to distance themselves from the world, and eventually leave it entirely, but in the meantime, they need to finance their projects.

    MOR; Average. The Grim do not have most of the emotions normal humans have. They are not supressed, but rather removed at a genetic level. As such, they do not feel, but act much more reasonably then their human counterparts.

    LDR; Very High. The Grim are a Meritocracy. Only those of proven worth may lead, and the leaders of the fraction have proven themselves above all others.

    In the 2100s, with the EU splintering and the US collapsing under its own weight, the world largely fractured. Old tensions flared back up, battles were fought, and wars waged, as old powers of the world no longer held sway and the new tried to understand their new place in the grand game of international affairs. Many places still hold the scars of these conflicts, whether nuclear fallout, chemical weapons lasting effects, or things of a more mundane nature. Ashenhold, a directive by the UN to establish research facility staffed by the brightest minds of the world and guarded by the most elite soldiers that could be found, was an experiment, as to whether these "Dark Zones" could be repaired, and rehabilitated into properly supporting life. It performed admirably in the years leading up to the dissolution of the United Nations, but upon the loss of its funding, the administrators decided to remain. Through military might, they seized control of the surrounding territories from feuding warlords or nations, and established themselves as a sovereign power.

    Military - Very High; The Legion, as could be expected from the name, is one of the strongest military powers of this day and age. Their armies, navies, and air force, though small in size, are given the best training and equipment available, and operate tightly so as to maximize their capabilities.

    Espionage - Very Low; The Legion focuses on military and technological might, preferring to exert hard power instead of through other channels. They also divert the most intelligent and capable of their people into the martial or technical fields, leading to a dearth of capable spies.

    Morale - Average; The Legion is, at its core, a military dictatorship ruling with an iron grip over their territory. However, they are fair and just rulers that have caused a marked downturn in crime and violence, so the people largely are in support of the leadership. If not that enthusiastically.

    Leadership - Below Average; While Overseer Sarvas is a charismatic individual, there is little centralized authority in the Legion. The military and technical operate on a cell-based level, in an attempt to avoid the bureaucracy that so frequently mismanages such sprawling apparatuses. An effect of this is a lack of individuals for the nation to rally behind.

    Technology - Very High; The greatest minds of a world gathered together in one place to do whatever can be done to fix radiation, biological, and chemical warfare aftereffects? Yeah, they know how to develop new tech. The UN pooled a diverse field of scientists together in order to be capable of pursuing what avenues of rehabilitation Ashenhold would need, and these skills have served the fledgling nation well.

    Economy - Low; Still dealing with the scars of the war that prompted their founding, Ashenhold's lands have not been repaired to the point of supporting proper infrastructure or industrial capacity. Their automated production lines in their capital have served their military needs for a time, but now as the Legion aims to expand its lands, their funds are a bit strained.

    Overseer Sarvas The dictator of the Legion, Sarvas is a relatively young individual, elevated to the position upon the passing of the previous Overseer. He is still adjusting to his new power, and frequently differs to the other high officers on matters relating to their specialty.

    High Commander Murin - The head of the military forces of the Legion, Murin is an old man who was just a recruit upon the foundation of the Ashenhold Legion. He has held his rank for decades now, and hopes that now the Legion has secured its own territory, that they can spread their protection to the rest of the region.

    Chief Technician Keros - Leader of the science division, Amanda Keros is a expert in the field of energy systems. She was the researcher who pioneered the development of the plasma cannons now deployed in the heavy assault vehicles employed by the Legion, and hopes to arm the ground troops with portable versions of such.

    Faction Name: Mitsuharu Academy
    Faction Location: A series of natural and manmade islands off the coast of Japan (specifically, the Okinawa chain)
    Description of the Faction: The Mitsuharu Academy is a private academy founded by the rich Mitsuharu family in Japan in response to a worsening education system in the early 2100s. Due to the declining population of Japan, many high tech jobs were beginning to leave the country due to the lack of available skilled workers, and the Academy sought to solve that problem. Providing scholarships for many talented lower class students, the Academy quickly expanded its ranks into several campuses across the country. While the school was initially a costly endeavor, its unique approach to student recruitment and the success they tended to have in the local and global workplace helped to secure alumni loyalty and donations, and many of the children of the alumni would become students themselves.

    However, with the collapse of the UN and the chaos that ensued throughout the globe, the Academy began to withdraw into its own borders. Securing several private islands off the coast of Japan, the Academy began to construct state of the art facilities to help shelter their students, staff, and an alumni that wished to return to the school during this dangerous period. The hope was that the Academy, located away from the country itself, would be able to avoid the notice of any wars in the region, and the plan paid off. While the onshore campuses were eventually lost as the country became embroiled in war, the Academy offshore continued to grow, constructing new offshore platforms with the help of their engineering students and alumni.

    Soon enough, the Academy became like an nation unto itself. While it has little military or political power to speak of, the expertise of the students and the alumni is quite notable, and as many of the Academy's alumni tend to be very successful in their fields, the Academy has a very large upper class and remains a popular place to enroll to this day. The Academy welcomes all students from any nationalities to study within their walls, and still to this day attempts to help those disadvantaged due to money or other circumstances.

    Stats:

    MIL: Very Low
    - The Academy is a school, and doesn't really have much of a military to speak of. The closest thing to an organized military would be 'Campus Security'.

    ESP: Very Low
    - The Mitsuharu Academy is on the forefront of technology and design. They don't steal innovations, they create them.

    TECH: Very High
    - This is what the Academy does best. With little restriction as to what they're allowed to research, so long as it doesn't harm the other people of the Academy, students at the Academy tend to be rather innovative in many different fields. Faculty members encourage this behavior, and many creative minds fill the ranks of the Academy alumni.

    ECON: High
    - While the Academy is best known for its research programs, the engineering department is quite notable as well. The ability of the engineering students to construct the various advanced prototypes that the research students come up with is quite impressive and often understated, and the wealth of the alumni and the school itself is obvious, given their ability to fund all of these projects.

    MOR: Average
    - School spirit is definitely strong at the Academy, but most students have loyalties that lie outside of the Academy walls as well. With many students coming from other countries, it is only the alumni and their families that tend to be truly tightlipped about the major projects of the Academy.

    LDR: Above Average
    - With the recent passing of the Academy's headmaster, a young woman by the name of Yuma Mitsuharu has taken over the helm. A recent graduate herself, it remains to be seen if she really has what it takes to guide the Academy to future greatness. The school is rather well known for its remarkable alumni in various fields, however, and has a fairly deep pool of leaders to draw upon for various projects, though none really stand out as truly great.

    Faction Location: Capital: D.C. Western border: Louisiana, Arkansas, Kentucky, West Virginia. Northern: Maryland, Kentucky, and West Virginia. Southern and Eastern: Atlantic Coastline

    Description of the faction:
    After the US collapsed, a new government was formed. This government was called the Socialist Federation of America. They were very authoritarian and had rigged elections, however, not everyone bended their knee. It's hard to oppress the United States without revolution. The New Sons of Freedom, a group of freedom fighters, was founded shortly afterwards. They sought to bring back the United States of America. A year later, the Free American Republic was founded and a rebellion broke out they called "The Second American Revolution." They fought against the authoritarian government and they won their freedom..

    The Free American Republic shares the exact same system of Government of the United States. Their culture is similar to the U.S, with some alteration over the years. They are mostly protestant Christians. The military is strong, since it needs to protect itself from those who would take their freedom away. Their flag is the same as the US flag except only 14/50 stars are filled in, the rest only have the outline.

    Stats:
    MIL: Very High. Freedom is paid in blood, and the Free American Republic knows it. Their military tech and tactics are strong. Not only that, but also soldiers are willing to die for Freedom. "Give us liberty, or send us to God."

    ESP: Very Low. The Free American Republic has no little use for espionage due to their great military might. Also, they prefer not to be deceitful, since most people in the republic are Christian.

    TECH: Average

    ECON: Low. Funding a strong army isn't cheap plus luxury resources are low around their land

    MOR: High. Most people here are not afraid to die for others. Some are even looking forward to martyrdom since they are religious.

    Faction Name: Banded Eastern Archipelago Republic (B.E.A.R.)

    Location: Philippine Islands and Taiwan

    Description of the Faction: A small collective of Island nations that banded together to survive and progress after their old governments collapsed. Their government is a Republic where its members regularly change, and rotate under the attempt to keep the nation from stagnating again. Its people take pride in being innovative, and dedicated to moving forward in all fields. The people of the Eastern Archipelagos are not afraid to throw out any old tradition that is now hindering their advancement as a people.

    History: During the early 2030’s the Island nations in, and surrounding the Philippine Sea suffered through one of the worse typhoons in history, nearly taking entire islands with it. The great stressed this disaster caused pushed the government to its breaking point, and then a little more. Within five years of Typhoon Usagi the governments of most the nations had collapsed.

    For decades the Islands functioned as their own nations, slowly deteriorating under the stress of the global recession right up until UN collapse. Then a whole new type of stress came, new threats arose. Many countries turned to expansionist policies with the turn of the new world, and slowly began picking out the smaller nations.

    After countries began moving in, the leaders of the various island nations met together with the goal of forming a defensive treaty between them. It was here that the Banded Eastern Archipelago Republic was born.

    The first couple decades were pretty rough for new collective of Island Nations, resulting in the loss of all of what used to be Indonesia, and Malaysia. Nevertheless thought, the island nations persevered. They managed to defend what little land they had left through various guerilla tactics, and the use of what little navy the collective had left.

    Not only did the little island nations survive, they progressed. Its people soon became obsessed with being one step ahead of those around them, but never in an expansionist sense. They wished to progress all of humanity, and saw conflict as a necessary source of that progression. They used the conflict surrounding them as motivation to achieve the great economic and technological industries it fosters today.

    Though today there is not as much war going on, there is many different form of conflicts to serve as motivation. Now it is mostly in competition with other nations (Both direct, and indirect) in many fields. This little nation has no ill will towards anyone, and is here to see the next great advancement of the world.

With a homeland hard to defend, and a population interested in advancement, not expansion their military has suffered, especially in recent years when the constant battling with foreign nations has died down.

    - Their intelligence agency is on par with the rest of the world. Its people want to advance constantly, and if they got stuck, occasionally some ideas were “borrowed” from other nations.

    TECH – High
    - One of the greatest sources of pride for the people of BEAR. Their technology department symbolizes the progression that its peoples so admire. With an education system to foster innovation and creativity in many fields, and the dedication of the people many prototypes, and alterations to existing devices appear all over the nation.

    ECON – High
    - The economy is doing extremely well with all of the constant innovations, and ease of life inventions coming out of the nation. The nation also as a good flow of natural resources from underwater deposits in their borders.

    MOR – Average
    For a nation that at one time fell apart, morale is exceptional. Most all people take great pride in what their homeland has become, though they are not always the biggest fans of the government. At the very least though the people of the nation respect their leaders and what they are trying to do.

    - BEAR does not have many people who have stayed in power for any long amount of time. They are constantly changing their leaders to better foster the advancement of their nation.

    Juzo is one of the oldest standing councilmen of the Banded Eastern Archipelago Republic, and has served in office for the past 22 years. Originally hailing from Japan, his parents ended up leaving the nation to escape the viral outbreak of 2152. Not having much money they ended up in what used to be Taiwan, and settled down there. Juzo joined the military when he was 19, and served as a soldier until he was elected to be the head of military affairs.

    Tim Drake – Head of Intelligence Division
    Tim is the newly appointed head of B.E.A.R’s Intelligence division Tim has made a name for himself through his work as a detective. Consistently solving cold, and high profile cases, he proved that there was little information he couldn’t obtain. After his seven years of being a freelance detective, Tim was voted into office at the age of 23. He has been serving for little over 5 months now.

    Manuel Lago – Head of Public Affairs
    A passionate advocate for the consistent progression of the human race, Manuel has been traveling the islands of his nations for nearly two decades spreading his ideals. He is one of the most passionate believers in that the human race progresses only through conflict, but he takes the stance that the conflict does not need to be harmful to any party. He was voted into the Head of Public Affairs as for 2198.

    Karen Beecher – Head of Research and Development
    A recent graduate of Mitsuharu Academy, Karen Beecher holds a Ph.D. in Physics, and a masters in Electromagnetics. While proud of her school, her loyalties remained to her homeland. Upon her graduation she began work in B.E.A.R’s research and development department. Her recent research paper on electromagnetics earned her enough favor to be voted in as the Head of the Research and Development for all of B.E.A.R.

    Faction Location: Switzerland, Eastern France (Champagne, Lorraine, Franche-Comté, Montbeliard and Alsace)

    Having felt the world collapsing slightly before the other nations, Switzerland engineered a plan that would put them on the top of the stage for a long time: They called all of the major financial groups of the world, and proposed them a deal: Help Switzerland's cause, and escape the deflagration, or burn in the ashes. Many laughed on their faces, until it started happening. Then every survivors dragged themselves to the little country, and with the best army money can buy, they managed to conquer a large chunck of territory while the world was too lost into chaos to notice, or at least to care.

    After that, it was decided to construct a gigantic wall around the not-so-little-anymore country, taking cue from the Iron Curtain, to keeps the refugees from getting in, where the life was slightly easier, "reasonning" that if the refugees where in trouble outside, they would bring troubles inside. This lead to the construction of the People's Wall, in a record time, and to the newly emereged People Initiative to watch as the world collapsed around them.

    When the ashes settled, the land returned to its pacifism, without opening more than necessary. Its economy became flourishing again, and the new statu quo was accepted by most people. Leads by its people , using an online voting system for every major decision, the Initiative entered what its members called a "golden age", meaning they had lives less horrible than their neighbors.

    The People Initiative is a amiable country that made its fortune by trade and commerce. While they had some issues with allowing immigrants in before, the people decided on a fun way to solves the issue: the "Jeux Hongrois", an extremly large show/entrance exam where the foreigners wanting Initiative citizenship have to symbolicly invade its territory, and be defeated by various part of Swiss folklore. It is mostly a hours-long daily occasion for slapstick comedy, but it serves the double purpose of allowing new people in and entertaining the ones already here , with the bonus for the ones who succed the test to show off their skills. Many who participated landed a job as soon as their status was granted.

    MIL: Below Average. While mostly pacifist, the nation fromerly know as Switzerland will defend its territory with all they got. For this reason, its military is mainly for defensive purpose, maintaining the People's Wall in top condition being the priority.

    ESP: Very Low. The Initiative is largely disinterested -perhaps dangerously so- in other countries' secrets. They have for policy to wait for the cards to be on the table to act, but that doesn't mean they can't bluff until then.

    TECH: Below Average. The country is by no mean low technollogicaly, but they tend to rely on foreign inventors to cut the work for them, and then modify the innovations to their purposes and liking.

    ECON: Very High. Most of the major corporations and entreprises from before the fall of the UN jumped into the Initiative open arms as soon as they got the chance. This, coupled with decades of hard works, pragmatic uses of capitalism and the general deterioration of the living conditions world-wide, resulted in the Initiative being among the powers on top of the Market's food chain.

    MOR: High. If not everyone is satified with the state of the country, as there will always be someone to complain about something, even the more cynic of the Initiative's citizens knows that they're considerably more well-off than the rest of the world. The only way for they loyality to flatter is, ironicaly, the philosophy at the origine of their quality of life: why should they be content with "better" when they could have "best"?

    LDR: Average. While the Initiative leadership is by no mean incompetent, the ones in charge are generally considered as a bunch of useless loonies (the fact that one of them is a computer does nothing to dissipate the impression). Having a nearly-direct democracy, the average citizen does see neither the Federal Council nor the minor councils as something really useful. Most of the leaders accepted their roles as law-makers and occasional scapegoats.

    The Referendum (real name: Arbiter-Organisator X):
    Formerly an experiment on arteficial intelligence bought to China coupled with a vote-counting system, the A.O.X is the Initiative's main government official. This elaborate computer's role is to administrate the country, from the taxes to the online voting system, and to provide a pronostic about where the majority is leading the People Initiative. As a result, it regulate most of the land's internal affairs. The name "Referendum" refers to the legal procedure any citizen can use to modify a law or government decision, provided enough people are willing to back them up, and to a mistake on the first day of the computer's activation, where the only possible action possible was to press the red button marked "referendum".

    The computer is quite friendly and polite, if dedicated to the Initiative and its people to the extrem. Since it's activation, it has picked up an interrest in "retro" pop culture and in philosophy that sometime lead it to make rather cryptic references at random in a conversasion.

    Wilhem Stein: President of the People Initiative, this affable old man is a leading member of the "Nouveaux Verts", the Initiative's cological party. He and the Federal Council are the ones who deals with the issues exterior to the Initiative's borders, and the ones who propose the laws to the people, that then have to vote them

    Jebediah Van Pelt: Former zoologist specialised in bears turned show-host after a career-ending encounter with one of them, Van Pelt is the face of the "Jeux Hongrois". While not a government official, he is still a major personality and his popularity is sometime employed to help in matters where an extra push is required. Hammy and a bit of a nervous wreck, he still manage to be charming and pleasant to everyone. As long as he can stay away from a forrest landscape.

    Description of the faction: Founded by a group of aristocrats fleeing New England, the Ivy League has a history of violent expansion. Their government is a hodgepodge of oligarchy and military rule, with a central bureaucracy often ignored by regional leaders. They’ve long been the laughing stock of the international community. This reputation has been enhanced in recent years by their attempts to harness nuclear power, a goal widely believed to be far beyond their capabilities.

    When the global recession hit in the early 21st century, oil and uranium retrieval in eastern Canada became inviable, abandoned in favor of increased production in the more plentiful northern and western deposits. Unfortunately, similar decisions by many of the world’s other energy suppliers led to a shortage.

    Not long after the Dark Wars began. Conflicts between the United States and her neighbors quickly escalated. Cities were faced with very real power shortages as more and more resources were devoted to what had started off as border skirmishes over oil reserves. Rioting broke out in the cities, and the Dark Wars waxed and waned as the nations of North America split their forces between fighting each other and trying to enforce martial law.

    The Eastern Seaboard, a solid block of cities from Boston to New York, was hit particularly hard as imports were disrupted, and people began to starve by the thousands. A region known for centuries as a world center of higher education and finance was being reduced to a hellhole, but New England’s elite weren’t about to lie down and die. Pooling their resources, they amassed a fleet comprised of several mercenary companies and sailed north.

    The siege of Quebec was short but brutal. Canada’s armed forces were occupied with more important the more important Alberta and Alaska borders. Not expecting an attack form the East, the Quebec and Montreal fell before reinforcements could arrive. Their position was unassailable, and though winter weather led to significant casualties, the New Englanders were able to wait out the conflict while all around them the demilitarized northeastern regions fell into civil disorder.

    Taking on the moniker of Ivy League after the schools that lent their former homes prestige, they originally set up a strict oligarchy run by the New England elite. Internal strife eventually led to the mercenary leaders being included in running the fledgling society on a more or less even footing with the aristocrats.

    The years since have seen sporadic bursts of growth by the Ivy League, with long periods of quiet in between. Their first acquisitions were Maine and New Hampshire. Conquered easily by pure military force, these regions became farmland and lumber yards, and eventually even became moderately urbanized. Next up were the cities farther south, from Boston to New York. Having been all but abandoned for years, it was easy enough to set up “mining” operations, where scrap metal and other materials were scavenged from the ruins. This in turn allowed the ironworks and shipyards to be brought back online. As the Ivy League’s population increased, they found themselves in dire need of new energy sources, and the offshore oil platforms of Newfoundland were painstakingly brought back online.

    Having blossomed into a modest nation, expansion could have stopped there, but the League’s sights were set east, toward the Great Lakes. The region was taken over without a shot fired, under threat of military force that the locals had no means of defending against. More territory meant more of many kinds of resources, but the crown jewel was the uranium mines of Elliot Lake. Since this acquisition, the mining and refining uranium in Elliot Lake and Montreal has become a top priority for the nation.

    ECON: Very High. Numerous exports and their society places a high value on wealth, plus the fleets to ship anywhere in the world.

    MOR: Below Average. There’s still some lingering resentment from their hostile takeovers of neighboring areas. Also, there’s a huge difference in the standard of living between the classes.

    LDR: Low. The government is running on a ridiculous model and the regional leaders are insubordinate.

    Chairman Howard Barkley is the official leader of the Ivy league. In the core regions he has the wealth and influence to back that title up, but the farther one gets from Quebec the more is left up to often insubordinate local leaders. Barkley is the embodiment of the League’s greedy outlook, and is always looking for the next big score. On the other hand, he is capable of thinking long-term, and plans for the nation’s nuclear program to be his legacy and his gift to future generations.

    Commander Miriam Hostetler is the head of the armed forces. In addition to national security, it largely falls to her to adjudicate the far-flung settlements in New York and the western edge of the great lakes region. Like her predecessors she loves commanding a fight she knows she can win but goes to great lengths to avoid conflict with rival powers who could actually stand up to the Ivy war machine.

    Overseer Gabriel Mendez was once admiral of the northern fleet, but has since taken over the offshore oil rigs, effectively holding the keys to the nation’s energy supply. He is quite greedy, and his favoritism towards the corporate class is often cited as the root of the League’s military weakness. He is also deathly afraid of war, believing the isolated oil rigs would be the first target of a foreign power.

    The Balkans have never been the most stable of regions, and the conflicts between Turkey and Greece are common and bloody. So when all out war broke out between the two nations in 2124, few were surprised and even fewer wanted any part in the conflict. The Turkish military was larger and more advanced than their Grecian counterparts, and even the dogged determination of the Greek Soldiers could not hold back the tide alone.

    They found unlikely allies in a man named Alesso Kapić, a Bosnian warlord. The warlord used his own troops, and called in favors with a variety of other powerful paramilitary organizations around the world to join the fight. Soon enough the war was swinging back in favor of the Greeks. Kapić skillfully navigated the tumultuous Grecian political scene as well as he managed the battlefield, gaining mass popular support and fame. When he ran for President in 2130, it was a forgone conclusion who the winner would be.

    Slowly and carefully, Kapić restructured society, constantly using the war and threat of the Turkish military to browbeat dissenters into following his edicts. By 2135, Greece was practically a military dictatorship all in the name of 'safety'. He then unleashed his final assault on Turkey. His armies, supported by a variety of non-state actors, cut through the Turkish defenders and gained a surrender by 2138. When Turkey folded and was brought under his wing, Kapić announced a return of the Empires of old. He cited Rome, the Ottomans, and especially the Byzantine Empires as shining examples of progress and stability. He crowned himself Emperor, taking the name Ulxes, to the roar of thousands.

    His daughter took the throne years later, a woman named Theodosia, and she continued the expansion of the Empire. Bulgaria, Albania, Macedonia fell to her armies before she was silenced with an assassin’s bullet. Repercussions were swift and bloody, but came to an end as her son took the throne. Emperor Arcturius, the current Emperor, ended the bloody reprisals and declared his intention for peace. The Byzantine armies pulled back into their borders and began fortifying the edges of their nation. The Balkanian Empire was established, and it was here to stay.

    Emperor Arcturius: The third of the Kapić royal family, Arcturius is a popular man among the populace. Strong, healthy, and good-looking... he looks like a monarch of old but more importantly, he acts like one. Kind and intelligent, the Emperor has made a number of calculated moves to both solidify the Balkanian states role in the region while conveying to both foreign powers and his own populace a wish for peace and prosperity rather than more conquest. Time will tell if his actions are truthful or merely part of a greater facade. Though already age twenty-five, he has yet to choose a wife, which has caused some consternation.

    General Cimon Kapić: The Emperor's uncle, brother to his late mother. The greatest tactical mind in the empire, he has lost his taste for conquest ever since the war cost him his only son and sister. It is a commonly held thought that he counciled Arcturius into ceasing the war, and stopping the bloodshed. He remains one of Arcturius's closest advisers and the commands the home defense of Balkania.

    Admiral Livana Kapić: Commander of the Balkanian Mediterranean Navy and Arcturius's younger sister. Livana is a firebrand, whole-heatedly believing in Balkanian superiority and destiny. While on friendly terms with her brother, she disagreed dangerously with his decision to bring the war to a halt. Many Balkanian officials and nobles secretly identify with her politics, and would prefer to see her on the throne. Livana is married to a wealthy Italian businessman, and has twin boys. Until her brother begets offspring, she is technically the heir to the Empire.

    Royal Ambassador Acacia Kapić: The Emperor's cousin, daughter of one of his distant aunts who can trace their line back to Emperor Ulxes. Acacia is a well-mannered, intelligent young woman perfectly suited to dealing with the complicated diplmoatic situations the Empire often finds itself in. She learned from her father, who was Ambassador before her, and brings a wealth of knowledge and experience that belies her years.

    MIL: High- Creating and Empire is one thing, maintaining it is another. The Balkanian military has remained highly trained, organized, and large to deal with any potential issues in their sphere of influence.

    ESP: Low- The Balkanian Shadow Corp is a very new organization, built up from the ashes of the Greek and Turkish security agencies. The potential is there, but it will be sometime before they gain the experience necessary to play with the 'big boys'.

    TECH: Low- War is not always conducive to technological growth, and the resurgence of religion hasn't helped. Now that the region is stabilizing, perhaps the Emperor will patron new technological marvels.

    ECON: High- Like the Byzantine and Ottoman Empires of old, the Balkanian Empire is comparatively rich. With a motivated work force and a wealth of natural resources, not to mention a strong commercial navy, the wealth has begun to flow back into the nation.

    MOR: Average- While the newfound wealth and resurgence of patriotism has caused a breadth of smiling and happy civilians, not all are fully accepting of the Empire. Too many remember the wars that were waged to found said Empire, and political intrigue amongst the many nobles is common.

    LDR: Average- The Empire relies more on its Military and civil Bureaucracy than charismatic leadership. There are a few notable exceptions, bright lights in the sea of conformity.

    She's Shona Han. Disappearing for a hundred years just means she's had a hundred years to plan. Trying to find out what happened to her is just going to draw her attention.

    Then it's a good thing Greystone can KICK REASON TO THE CURB AND GO BEYOND THE IMPOSSIBLE!

    I never got around to fluffing out my history. Sorry about that. Anyway, the relevant thing is that the previous emperor was pretty expansionistic and jst died. That implies recent warfare with Britain (part of E.R.A.)
    Also, you should maybe include the Def.Esp for all the NPCs so e actually know what e are allowed to read. Anyway, I'm off to bed now.

    While officially the Emperor holds terrestrial power and the Pope holds spiritual power in practice both play a complicated game of political machinations, struggling to advance their numerous personal goals while keeping the the pursuit of great common goals efficiently moving forward. This leads to an essentially balanced duumvirate.

    The Emperor is head of the army. He also appoints the imperial ministry that lead the day-to-day administration and bureaucracy of his empire.
    Officially the Emperor is voted from one of the kings of the various territories, but seeing as most of these dynasties were freshly crowned by the Pope with approval of the Emperor upon the conquest of these territories and thus are pretty much cronies and collaborators, this won't be of much importance for at least two or three generations.

    The current kingdoms are Norway (and Iceland), Sweden, Denmark, Scotland and Livonia (eastern territories).
    Each king, other than governing his territory, is also given responsibility on various imperial issues, mostly regarding production or some other thing in which the people of his territory are advanced in. Kings are not allowed a personal standing army.

    There is also a senate whose senators represent the varied people from all the corners of the empire, which is actually voted for in a borderline democratic system, but their role is purely one of counseling and informing. Similar houses of representatives exist in every separate kingdom.

    The Papacy has complete control over education and generally has power that more than rivals its medieval heights. The hierarchy, with its cardinals, prince-bishops and clergy who enjoy first-class citizen status, also reminds a lot of these bygone ages.

    Each knight-order must be approved by, and swears allegiance to both the Pope and the Emperor, and of course Jesus Christ. Any one of them may command or dissolve them. Beyond that they need to swear direct fealty to one approved person, often one of the duumvirate, but sometimes also some king or bishop, if the order is small or specialized. The knight-orders are above the law and rather autonomous, but as a knight everything you own and are belongs to the order first. Many knight-orders have their own traditions and as long as these agree with the doctrines of the Holy Catholic Church, they may carry them out as they please.

    There are nobles beyond the above, but they have no power in anything but name. Some are still trying to find their in within this neo-feudalistic society.

    Despite the medieval looks of the Empires governance, modern technology makes its everyday life look completely different from the dark ages. Administration is central, infrastructure is good and citizen in general pretty much have a life similar to anyone else who lives in an advanced theocratic military dictatorship.

    Pope Alexander IX - Massimo Roveri was one of the few truly Italian cardinals still left when Pope Alexander VIII () died, and the cardinals followed his predecessors wishes and elected him. As new Pope he decided to not only take on his departed friends name but also his doctrine of returning to the old ways by using military expansion in the hospitable north. In general he was seen as a natural continuation by everyone, including the Emperor and his kings.

    Emperor Augustus II (King Olaf VII of Norway) - At age 67 prince Olaf was not too unhappy to see his father finally die, even if he was the one to return true power to his royal line and the first Norwegian ever to be crowned Emperor.
    Upon his "election" and coronation as Emperor shortly after ascending the Norwegian throne he decided to take an imperial name similar to the way the Pope does, but keeping his given name as king of Norway.
    Time will prove if the Empire should be as happy as he is to finally have him at its head.

    Queen Estelle II of Sweden - A cunning woman of age 72, she is the only reigning queen in the empire and also the only monarch whose line had reigned before its nations integration into the Empire. By taking the initiative in the right moments she managed to make Stockholm into the host of the Holy See and the de facto capital of the Empire. Now she has given much of the political duties to her son prince Oscar, not because she wouldn't be capable anymore but because she wants to let him gain the experience and a chance to prove himself in order to maybe one day take the Imperial Crown for Sweden.

    Military - Very High (7). The levies of the Empire are vast, making up in numbers and efficient vehicles what they lack in unity and training. In addition to that, the empire has several holy knight-orders that autonomously (as in not being a part of the military hierarchy) further the cause of the Empire and the Holy See.

    Espionage - Average (4). Not all actions of the knight-orders are military oriented. Together with secret networks under various cardinals, personal spies of the kings, the military police and the Keiseretterretningsbyrå (or Imperial Intelligence Agency) they represent the Northsea Empires external and internal espionage capabilities.

    Technology - Low (2). With the renaissance of the Catholic Church and monarchic totalitarianism science and education has sadly taken the backseat in this once so progressive region.

    Economy - Average (4). The industry is completely state controlled, with various kings taking responsibility over the different sectors.

    Morale - Below Average (3). Civil rights are few, catholic dogma is at its highest since the enlightenment and the upper classes are demanding. Luckily the advent of technology, clerical support system, great infrastructure and smart propaganda keep the populace happier than similar social systems had in the past.

    Leadership - Average (4). The new emperor still hasn't proven himself and appeasing the Pope while administrating the whole Empire with its many branches can be taxing.

    In the year 2166 Japan was at the brink of collapsing after countless natural disasters,viruses and the declining birthrate but the most brilliant scientists , a few military officers and the people started a "Coup d'état" and took down the old government and in its place created the high council composed mostly of scientists ,one military officer and a few other majors on their own fields of expertise, the members were chosen by open vote by the others of their field except from the military, the military leader was chosen by the army, not other commanders.     Oda Yutaakira: The military leader chosen by the majority of the soldiers for his charisma and great leadership skills, his age is only 34 years old, he is the youngest general ever to be admitted in the council at the age of 30. His favorite saying is "I might walk the path of war but i do so so that others may walk the path of life"

    Hideo Takahira: The lead scientist in biological research. He is the most understanding in the council and always tries to keep everyone checked as to not do anything foolish. His current age is 45 and he is a single father.

    Shinobu Tsukasa: He used to be the young head of the yakuza before the rise of Neo Japan and one of the kickstarters of the revolution, His main characteristic is that he is selfless and his main goal is trying to protect the people of his country. He lost his leg and his wife on an assassination attempt at the end of the revolution. His current age is 58 and is considered the father of the council with most members looking up to him as a father and a founder of a new age.

    Misa Kanno:She is head of the cybernetic researches, she is a brilliant mind and the second youngest member of the council, she has a strong personality and a lot of imagination which is used on her work. She works more than anyone since she is the most passionate about her work exhausting herself most of the times. Her age is 26 and has a relationship with the leader of a popular all-girls band

    Hideo Izumi: Hideo Takahira's son, he is a genius in human psychology and is one of the top idols of Neo Japan, He writes his own songs which take inspiration from events and peoples feelings, he can also be manipulative but he never tries to control others unless its for a good cause. his current age is 19 and has had many relationships with many idols over the last few years.

    The subcontinent of India, home to over two billion people and currently one of the oldest nations on the planet. Despite that, it was only recenetly that they finally managed to fix their problems of overpopulation, crime, and the shameless abuse of it's civilians.

    The last century though has seen the rise of an amazing dictator, one who militarized the nation and managed to ensure that the entire population has been fed. Slavery and crime have been stomped down upon hard, and unemployment has not only been dropped to one of the lowest countries in the world. He even managed to ensure that everyone was drawing a fair wage.

    These days India is a proud nation with one of the most powerful militaries in the world, with a people who are eager to show the world their strength and fully prepared to become the world's new primary superpower. The dictator has since retired and passed his throne to his sucessor, a squat ex-military women named Aadhaya Saini

    Esp: High: Crime was rift in India before and it took a lot skills to track those people down to eliminate them. The current leader values those skills greatly and has kept them up to date.

    Economy: Low: most of the resources are spent keeping the military up to date and making sure everyone is fed and payed. Little is left for growth.

    Morale: Above average: The people are happy, though their is some frustration of not actually having any freedoms.

    Leadership: Very Low: Director Saini is competent and a strong leader, but the people below her aren't as skilled and thus bureaucracy takes it's toll.

    Description of the faction: Following a series of economic and political reforms in the mid 21st century, China began a century long period of social reorganization. The slowdown of technology and industry finally gave its culture time to catch up with the rapid changes which had propelled the nation into the modern age. Reductions in censorship led to a flowering of political and intellectual thought, the so called Ten-Thousand Schools.
    It was with a measure of grace as the former People's Republic disintegrated along economic and cultural lines. The Eight Sibling Nations that resulted retained strong ties though political autonomy. Tianxia, which made up the wealthy and densely populated coastal regions, is governed by a technocratic hierarchy headed by the Meritorious Sovereign of Immaculate Virtue.

    With the collapse of UN and the following wars the global economy suffered. And with it many countries that depended on foreign trade began to decline. One of these was Argentina. Never a very stable country within a decade corruption had risen to all time highs as officials used every bit of power they had to insulate themselves from the recession. Meanwhile the poor and struggling citizens had less and less with which to survive. Crime became rampant as local gangs offered the only opportunities some had to survive. Over time these gangs began organizing local communities, offering protection in exchange for labor. As the crime lords became more organized and the officials became more corrupt the difference between them dwindled until by 2050 Argentina was effectively a patchwork of tiny fiefdoms run by bosses who may or may not have had any actual government legitimacy. The Argentinean government itself was little more than a slightly better off city state that effectively only controlled Buenos Aires.

    Although most of these tiny polities were poor and barely above the subsistence level a few managed to maintain a certain level of civilization. In one of these the local Boss, Marzo, had a liking for technology. Not that he actually knew how to develop technology. He just liked being able to brag about having more advanced machines than his neighbors. He spent his lifetime acquiring technology that still worked from around the country and gathering various scientists and technicians to keep his toys in working order. When he dies in 2082 his son, Marzo Jr., who had gotten a patchwork education from said scientists and technicians, found himself with enough goods to develop an industrial base and the makings of a research institute. He spent the rest of his life building up a solid infrastructure and launching the occasional war of conquest on his less well developed neighbors to capture needed resources.

    In 2104 the grandson of Marzo, Lucas I, came to power and found himself the ruler of one of the most powerful city states in Argentina. Having visions of conquest and empire he reformed his city state as a monarchy making himself a king, and retroactively crowning his father and grandfather for legitimacy. He then turned his attention towards the rest of the country. What followed was three decades of savage warfare as the rest of local rulers scavenged whatever remaining weapons they could to hold off his forces. Although Lucas's factories could not produce the level of technology that Argentina used to boast they were still quite capable of out producing his enemies. As such the outcome of his campaign was never in doubt, only the time it would take to finish the conquest.

    Not having focused on regaining medical technology as much as he had military Lucas died of old age in 2138 a mere 52 years old. His son, Marzo III, then came to power and would likely have cast his eyes towards neighboring countries many of which were also suffering from the lingering effects of war and economic depression. Fortunately for them he died in a tragic horse riding accident in 2139 leaving his twelve year old daughter, Camilla I, in charge of the reforged country.

    At this point there were effectively two power blocks in Argentina. On one side were the military officers who had spent the last five decades receiving the full support of the Argentinean monarchy and all the funds they could ask for. On the other side were the various scientific institutes whose manufacturing colleges had been supplying all these wars. Seeing an opportunity in the young queen the technocrats convinced her that it was not in Argentina's best interest to go to war again. Not only were the surrounding countries better equipped than the former Argentinian warlords, but the continued emphasis on military technology had led to a marked decline in other areas. Which directly resulted in the deaths of both her father and grandfather who might have been saved with better medical technology. A convincing argument for a young girl who just lost her father and grandfather within a two year span.

    Despite several years of political turmoil as the military leaders tried to keep the technocrats from gaining influence Queen Camilla soon had Argentina on a more peaceful track. Since then more than half a century has gone by with no more warfare than the occasional border skirmish and Argentina has grown from its bloody roots into one of the most peaceful and technologically advanced countries in the world.

    MIL: Low - Argentina has engaged in very little warfare in last half of the century and its military has not so much declined as been entirely neglected. A die hard remnant of military officers keep it's military tradition alive and enough funding to keep it from being entirely decrepit, but it certainly isn't what the country is known for.

    ESP: Below Average - Argentina keeps enough agents active to keep touch with the broader world. It isn't pursuing an isolationist policy after all. But Queen Camilla I does not condone the harsher side of espionage and as such Argentina's agents do not have the coverage that some of their peers in other countries do.

    TECH: Very High - Six decades of continual advance have made Argentina a world leader in technology. From physics to psychology Argentinean scientists are the top in their fields, although Queen Camilla's influence have led to medical science being the most promoted field in the country itself.

    ECON: Very High - Argentina's scientists are not merely ivory tower intellectuals. The more practical aspects are well respected as well, and Argentina's engineers work tirelessly to ensure that the factories of Argentina produce masses of goods to be sold around the world.

    MOR: Below Average - The old schism between the technocrats and military officers still exists to this day in Argentina. The technocrats may be dominating currently, and the military may be a shadow of its former self. But that doesn't stop the officers from dreaming of glory, and many of Argentina's citizens are also pushing for a more aggressive stance on the world stage.

    LDR: Low - Cutting edge medical technology can do a lot, but Camilla I is still 72 years old. She is not in as good health as she used to be, and as such much of the government is left to the bureaucracy. Which does get the job done, but does not promote the excellence of individual leaders.

    Faction Location: Headquarted in Port-au-Prince, Haiti. Contains the territory of Haiti, the former Dominican Republic, Cuba, Jamaica, the Bahamas, Puerto Rico, Trinidad and Tobago, and the Antilles. (remember the Caribbean is tiny, so I'm not actually claiming that much)

    When the 2010 earthquake hit the already beleaguered Haiti, many thought that the island nation was dying, and would soon fall apart entirely. And indeed, for a time, the nation floundered. But in the 2020s, a new philosophy emerged. Called Dumaism, it was a fiercely nationalist ideology that nonetheless had democracy and equality as key tenets. It sought to emulate the heroism of Haiti's founder Toussaint Louverture, but also the principles of equality and liberty that the Haitian-born French Revolutionary general Thomas-Alexandre Dumas followed.

    Taking the broken nation by (democratic) storm, the Dumaist partisans proved to be excellent administrators, using foreign aid to rebuild their industry and strong anti-corruption measures to cut down on the rampant greed that had preceded them. Resistance from the entrenched powers in Haiti followed, but Haiti enjoyed the prosperity that the Dumaists had brought, and supported the utter destruction of the old, corrupt powers.

    By the late 2050s, Haiti had finally broken out of it's cycle of poverty and dictatorship, becoming a proudly independent nation, with the best quality of life in the Caribbean. But by then, the Dumaists had split; one group desired to have good trade relations with the other Caribbean nations, and another wished to conquer or peacefully annex the other nations, to create a pluralistic "Greater Haiti". The annexationists won out, and in 2060, the Dominican Republic was annexed peacefully, and given a prime position within Haiti. Jamaica was next, annexed for the price of it's government debt in 2080. The annexationists looked towards Cuba next, but Cuba had been ruled by a series of military dictators since the death of the Castro brothers, and would not go peacefully. The Haitian military toppled most of the Cuban government in a quick assault, but resistance continued until 2092. In 2115, the former US territory of Puerto Rico was added to the Haitian Republic.

    By the time 2125 rolled around, Haiti was both admired for it's resiliency and prosperity, but feared for it's clear expansionist goals. The islands of Trinidad and Tobago and various Antilles islands were annexed in that year, and to appease the international community the leaders of Haiti declared that they held no more annexationist ambitions. However, the Bahamas (whose population is mostly of African descent) petitioned to join Haiti in 2140, and Haiti accepted, causing much international tension. Now, there is not much left to annex, and for 60 years Haiti has known peace. Now, a new and charismatic president, Hector Durant, has been elected, and he seeks to extend the prosperity and power of Haiti beyond that which it has ever known...

    Espionage: Low; new Haitians have a low opinion of skulking around and spying. They prefer to be open about any topic.

    Technology: Average; while the various territories of Haiti have had universities and research centers pop up over the years, Haiti is not a research-centered nation.

    Economy: High; Haiti's industries are strong, and combined with being an excellent region for tourism, means that Haiti's economy is stable and powerful.

    Morale: High; Haitians, even those not from the island, are fiercely proud of their nation, and are very happy in it's prosperity.

    Leadership: Average; while Haitian leaders of the past have been incredible, even miraculous leaders, the dominant Dumaists have become complacent and even a tiny bit corrupt. However, the bureaucracy prevents any leader from gaining too much power or becoming too incompetent.

    President Hector Durant: Newly elected President of the Free Republic of Haiti, President Durant is half native Haitian and half Cuban, great-grandson of the last Haitian ambassador to Cuba. Before his election, he was a prominent activist for the rights of Spanish speakers in Haiti. Charismatic, good-looking, well-read, ambitious, and calculating, Durant is enormously popular, and cloaks himself in Napoleonic War imagery and bombastic rhetoric. The political fringe quietly suspects that he believes himself to be a new Napoleon, but Durant has promised to secure peace for Haiti...

    First Minister Eloise LeClair: Durant's predecessor as president (and Haiti's youngest president since Baby Doc Dulivar), Eloise is a strikingly beautiful and intelligent 33 year old who used her previous experience as a famous member of the Haitian Parliament to run for the presidency. She advanced a series of diplomatic initiatives to solidify Haiti's place in the world before announcing that she would not seek a second term, instead joining Durant as First Minister (a position like a combination of Vice President and Secretary of State). Now, she uses her ambition, intelligence, and passion in defense of President Durant. However, she is also rumored to be Durant's lover...

    Gabriel Durant: President Durant's younger brother and head of the Haitian Secret Service. A mysterious man who is rumored to have been a mercenary in several conflicts in the last two decades. President Durant will answer no questions about Gabriel. The younger Durant is a terse, blunt, and humorless man, and despite Haiti's reduced espionage services, he takes his job very seriously.


    Short Term Goals: Build up technology base, Keep any individual power in the US from gaining too much power, lest they threaten Haiti's sovereignty.

    Long Term Goals: Become a super-power, and ensure that never again does a Haitian bow to any other resident of the Americas...

    Faction Location: The capital of Insularum covers an "island" in the South Pacific. In truth, it is a purely artificial location supported on vast supports that reach to the bottom of the sea.
    From here, mining operations have spread across the ocean floor and other cities have sprung up across the Pacific surface. Furthermore, many islands of the Pacific, from the Solomons in the West to Easter Island in the East, and as far North as Hawaii and the Marshall Islands, are united under a series of senatorial protectorates.

    Insularum has established protectorates over the Solomon Islands, the Marshall Islands, the Caroline Islands, Nauru, Hawaii, Kiribati, Tuvalu, Vanuatu, New Caledonia, Fiji, Tokelau, Samoa, the Cook Islands, French Polynesia, Pitcairn and Easter Island.


    Description: Just prior to the collapse of the world's governments, a coalition of elite scientists and engineers pledged to one another that would create a location where the glory of past civilisations could one day be restored far above the smoke and ash that would be left from the carnage.
    To do this, they realised they would need both money and raw resources, so with a number of billionaires, global corporations and national governments in sight, they concocted a scheme wherein they would 'promise' to open the depths of the ocean to resource extraction and thereby mint a fortune for their backers. Initial capital secured, they retreated to the South Pacific and began stage one: Preparation for the post-war world.
    Free from their obligations after the war ended, they began stage two: Establish sovereignty. Since doing so, they have prospered, established protectorates over the impoverished islands near to them and even fulfilled their initial promise. It is indeed a shame that none of their backers were in any state to make a claim on their investment.
    To this day, they continue to advance their technology and work on the remaining stages of their plan. Despite numerous setbacks (they'd planned to be on the Moon by 2200, or at least airborne), they have still managed to construct a thriving and magnificent home for themselves.

    Military: Very Low. Insularum is limited in manpower, as are the protectorates it controls. Numerous elements of the government attempt to make up for this through the development of military technologies, but the majority of Insularans prefer to focus their efforts elsewhere.

    Espionage: High. Despite physical isolation preventing them from rifling through documents, the Insularan security forces manage to remain aware of goings-on, both odd and otherwise, by listening into communications and hacking into the required networks.

    Technology: Very High. The long term goals of the Republic necessitate vast expenditures on research and development, and setbacks have only resulted in more funding being allotted.

    Economy: Average. While they have access to numerous untapped mineral resources, sub-oceanic mining is a slow and difficult process and much of the resources gained this way are needed by the Insularans themselves. As such, there is little possibility of building up an export market. The once predicted boom in their refining and manufacturing sector never arose, and as such their industries have taken a down turn.
    Still, the Insularans remain comfortably self-sufficient and need only import a few non-essential goods.

    Morale: Low. While the Insularans have a very high standard of living compared to much of the world, even in their protectorates, the many setbacks in their research and economic development have taken a toll on even the most optimistic of them. Furthermore, many of the protectorates demand greater representation in the Republican Senate, even going so far as to demand participation in ministerial elections. The audacity!

    Leadership: Average. While the Insularans are capable of producing leaders as fine as the rest of humanity, their Senate, while free of much of the bureaucracy that crippled many nations prior to the Great Wars, still tends to get bogged down in committees and debates. Fortunately, the Council of Ministers does a more than adequate job of the day to day running of the Republic's affairs.

    As a followup to this, if a nation PMs me but I decide to not answer at all in that turn or answer only through normal channels, does it still use up one of my PM conversations for the turn just for reading the PMs I receive?
    Also I still don't know if the PM limit is LDR/2 rounded up or rounded down.

    le sussie - Yes, you can use your stats to help out another nations growth. You can also help them with research, or any action.
    To have a PM converstation, yes it would cost them 2 LDR as well. If they do not have the LDR they will respond through normal methods, but neither group uses the 2 LDR. It is rounded down, and yes that means some NPCs cannot have any PM conversations. All players can have at least one.

    Zethex - They are a theocracy. Looking into the country you get two very different views. On official trips and conversations you see a very happy nation that has grown prosperous in the past decade, but you will hear horror stories from people who have ran away talking of persecution of people who aren't part of their religion, and unofficial trips see a lot of areas that haven't been as prosperous. I'll add this information to their entry soon.

    I'll have our first EOTs due friday.

    EDIT: I've added a table of all DESPs to the opening OOC post, which I'll update every EOT. I'll also be adding the map later today, but I'll only be updating that after major game events.

    As the economy of Greenland slowly developed (therefore gradually voiding the danish subsidies) so did the increasingly vocal demans for complete independence. Such a status, however, was not achieved until 2125, the firestarter of an age of turmoil and unrest. Largely spared by the ravaging wars due to their isolation and insignificance, people of western and inuit descent alike worked hard towards establishing a better society - a safe, eco-friendly environment, with a strong welfare system, yet hardly wealthy enough to draw the greed of empires. As it is natural, people who lost everything to war but their life flocked if they could to this mirage of safety, this "ultima Thule" last safe haven of mankind from war. Taking a cue from the masses who whispered of a promised land, the greenlanders saw to the birth of the Sovereign Republic of Thule, extending their reach to a formerly loose patchwork of neighbouring settlements.

    Military - N/A. Thule does not have a standing army, nor armaments.
    Espionage -Very High. Internal security and the safety of its populace from rapacious neighbours are one of the main concerns of the Republic.
    Technology - Very Low. Thylean infrastructure is state of the art with regards to minimizing the environmental impact, but there is not much potential to advance in other fields.
    Economy - Below Average. Thule can access to a variety of natural resources and has developed a strong tertiary sector, but their economy pales in comparison to more powerful actors.
    Morale - Very High. People who are safe and who are given a chance to advance in the social ladder make for one loyal, content populace. Many and more are new settlers, or descendants of emigrants. They choose Thule.
    Leadership - High. No society is perfect, but Thyleans pride themselves on their meritocracy.
