Help finding a Sayian Race

So my friend wants to play a Saiyan character and he has this Homebrew race from an old site that's no longer up
I'm trying to find that particular version but to no avail

What he remembers is this:

+4 STR +2 DEX +4 CON -2 INT - 2 WIS +4 CHA
tail that gives +2 balance but -2 when it's gone for one week

Super Saiyan is +4 STR, DEX and CON at level 5 and SS2 at level 10
Double Movement Speed and x1.5 damage to spells/powers/ki/divine spells

Anyone familiar with this Homebrew design? If not, anyone mind helping me fill this in?
