Also, it looks like it's computer generated to look 3-D, perhaps to emphasize that it's a tool of the gods (as opposed to normal mortals, who have to exist in only 2 dimensions).

Weakness of inconspicuousness=glowy, shiny, big, brightly-colored, out of place, and just plain LOUD!
In short, yes, it glows and it may be because of its weakness of inconspicuousness.
