    Default Cleric with Vampiric Touch

Is it possible to get that spell while also going RKV, or would I need to further cross class... or is ther a similiar spell for clerics?

The Envy and Gluttony domains both have Vampiric Touch as a 4th level spell. You can use the spontaneous domain casting ACF in PH2 for either of those and be able to convert prepared 4th level or higher spells into Vampiric Touch. You would probably have to reflavor RKV to fit a deity/concept that can get one of those domains, though.

Is there any other way? I am using a homebrew god to count for deity required, and he doesn't have Envy/Gluttony as a domain. He is more destruction type.

The feat Initiate of Falazure from Dragon Magic adds it to your Cleric spell list as a 3rd level spell. Falazure is described in the Draconomicon, he's NE and his portfolio is decay, undeath, and exhaustion. He offers the domains Death, Dragon, Evil, Darkness, and Undeath.

Otherwise you can pick a class spell list and multiclass or otherwise find a way to get it: Telflammar Shadowlord 2, Sorcerer 3, Wizard 3, Duskblade 3, Blighter 3, Sha'ir 3, Death Master 3, Dread Necromancer 3, Hexblade 3 (Arcane), Initiate of falazure 3, Envy 4, Gluttony 4

The spell Kiss of the Vampire in Spell Compendium is a Sorcerer/Wizard 5 personal-range (persistable) spell that allows you to use Vampiric Touch as a standard-action supernatural ability (ignores SR) as many times as you want during its duration, among numerous other benefits. If you get the Spell domain you can use Greater Anyspell to cast this and make it persistent. Note that spells cast via (Greater) Anyspell count as arcane spells, since they're cast as though by a Wizard, so you cannot use divine metamagic with them. If you want to commit to this gimmick, you can make your character an Illumian from Races of Destiny with the Naenhoon runeword, which works basically the same way as Divine Metamagic but it can be used with arcane spells. Anyspell can also give you access to arcane buffs you can persist with this, such as Wraithstrike or Shield.

what you want is the divine magician ACF from complete mage page 33. take vampiric touch for your 3rd lvl spell, id also recommend spectral hand for your 2nd lvl, nothing like being able to heal from medium range, which also synchronizes with vamp touch as well.
