Rank 0 deities and granted domains

Does a rank 0 deity have the ability to grant domains and therefore be able to cast its domain spells as spell likes?

The wording seems to be ambiguous, but maybe I'm just missing where it's stated explicitly. Under the domain powers, it states that deities with a rank of 1 or higher can use the domain powers, but then in the very next section (spell-like abilities) it simply states "A deity can use any domain spell it can grant as a spell-like ability at will."

Edit: I found it under the description at the beginning of the chapter that they cannot grant spells. Move along, nothing to see here.
