Yup. Dirk Daring, high-level Rogue? Yes, can help you. Duke Dirk, Aristocrat 2? Shrug, sorry.

The expectation is that the PCs will design their weapons to fit their abilities and history.

EDIT: Post has been clarified to reflect this.

The known world is a demiplane stored in a chamber deep underneath a ruined tower. The tower belonged to a cabal of sorcerers from various races and backgrounds, who decided to unite to conquer the world they saw as riddled with injustice. Within this demiplane they created a mishmash of ecosystems, climates and topographies, with the purpose of using them as training grounds. The sorcerers' work was to create an army for themselves, populated by creatures designed by them to be perfectly suited to a particular military role. They created five races (one for each wizard) plus another race of oracles and guardians, who would present them to their creations as gods and benevolent creators. Unfortunately they never got to unleash this army, because their HQ was raided by the forces of the realm and they were presumed destroyed during the struggle. This left the demiplane untouched and forgotten, and the homonculi-like races within to await the gods who would never return.

The realm itself is populated by many varieties of dangerous flora and fauna, to test and sharpen the wizards' creations. Some are amalgalms of existing creatures (yeti/troll hybrids), whilst others are failed experiments or unworthy creations, kept alive to further temper the prime creations. The five races each call one of the oracles their totem, and occupy a specific part of the demiplane. They are like lost children, torn between waiting for word from their creators, ascending to the "Realm-Beyond-the-Sky" themselves, or simply creating an identity for themselves.

Variant idea. The demiplane contains an "ordinary" medieval fantasy world, and the familiar races are the ones created by the wizards (who would seem quite alien to us) as their armies, and the usual assortment of monsters, flora, and fauna put here to test us; many of the challange organisms mimic organism's in the wizards' own world so we'd be ready to face those when we're brought out.

The oracle and guardian creatures are the dragons. (Perhaps the wizards' people are dragon-like as well.) When the dragons realized the wizards are not coming back they took up their own plans and purposes. Legends of the gods persist, and only the dragons know that those gods are gone forever.
