(Mutants & Masterminds 2E Question) How would you build this?

So I have a player in my game who had this idea....originally he was going to do the "Weapon Summoner" power from Ultimate Power as his main focus but then he came up with this idea to take the Dimensional Pocket power and have the ability to not only summon anything being stored within it but also able to launch anything from it via portals in his sleeves as a ranged attack. He has no desire to use the pocket itself offensively as its described in the book.

I've crunched the numbers and toyed around with Summoning, Teleportation and other alternate power settings but can't figure it out. Plus I'd prefer to cap off the Dimensional Pocket at level 2 (limit 500lbs) so he doesn't abuse it too much (we're doing a relatively low level fantasy based campaign). Any ideas on how to build something like this?

Yup, the trick to building powers in M&M is to focus on what the power does, not how it does it (if that makes sense). In this case, "what the power does" is deal damage at range.
