Just because super-tech is banned doesn't mean that scientists, engineers, and other geniuses can't work with low-tech solutions. I'm not relying on Reed to build a portal to the negative zone, I just want him to research cures, antibodies, and other medicines. Really something any decent doctor should do, but I'd pick Reed to to do it. I don't need Tony to build the Mark 42 or an arc reactor, but he can take spare parts and build decent weapons, probably at least a version of the original gray suit.

I'd argue that cobbling together some armor and weapons hardly counts as super-tech, but even if it does, Tony can not only build more conventional, available weapons, but when rebuilding society he'll be instrumental in reestablishing infrastructure.

See in this scenario, it’s most likely that a modern places’ infrastructure is most likely going to still be somewhat intact. Sewage treatment plants, power stations, rail ways you name it. Those big things are a bit hard to destroy.

So it’s not a matter of rebuilding from the ground up; it’s a matter of finding enough people to work those locations and getting them trained in how to repair operate and maintain then properly. I mean all those I mentioned need people with specific knowledge and skill requirements.

That is true, but the Hellsing residence it's self is a heavily guarded facility that's already equipped with supplies. Enough for a full staff of ninety six armed soldiers excluding any experimental weapons laying around.
