    To be honest I don't know. From how everyone in High Command acted it was discouraged among the higher ranks and social classes, but not outright banned, and while not favorable for the lower ranks to participate in, again not banned. The only type that were really tolerated were either unit tattoos, or more tasteful artistic ones (as opposed to criminal inspired prison tattoos, space-trucker tattoos, or barbaric "tribal" patterns). And really, you're just asking to be ostracized/sent on a suicide mission/fight a main character if your new electro-ink was on your face, rather than a piece of anatomy far more easy to cover up.

    From MY time in service, the men all got unit tattoos, but my fellow officers and I were strongly "discouraged" from joining in: but this is a long rambling story of past events yet to happen. Why we still haven't gotten to the period of Japanese cultural dominance yet! (Soon...*buys ticket to anime convention*)

    Not really unnatural as they were born with them, but that's besides the point. When you owe a Humanoid a favor, it might be uncomfortable, but you'll have a grasp of what's going on and what your actions will be accomplishing.

    With native Outsiders? Things get...complicated.
