Maybe just discourage Greece (and Siam—I only played them once, when I was just starting to play Civ 5, so I don't really know how powerful their UA is in practice) from being manually picked? Like the restriction on the Inca in 13.

Siam's can be very strong in practice, especially with early access to Maritime city states. Greece rather less so, as theirs mostly just makes it cheaper to keep bonuses they're already getting.

Because venice is very weak in multiplayer.

I think they cam be fun, but they're incredibly weak.
