    In the days of yore (e.g. 3rd century Ireland) Aongus Dubshlaine was the greatest Barbarian warrior in his tribe. Armed with his mighty sword, he could bring entire armies to their knees. When he came into contact with a forgotten piece of the Arsenal, the strange radiation emitting from it warped his mind and body, granting preternatural long life and a genius intellect. Retreating to hiding, Dubshlaine was not seen until centuries later, taking the name "Angus Dunn". Setting up in Zephyr, "Dunn's" amazing mind has developed three separate personae. The base "Dunn" personality is a business front, as he is the head of Blackwell/Blackwhoever's Coding subdivision. "Don Dubshlaine" is the second-most feared crime boss in the city, second only to Calinetto. Finally, "Baron Barbarian" uses information garnered from both of these fronts to concoct byzantine schemes of true supervillainy. Most of the time, however, these plots are stopped by the 13-year-old bundle of pink joy and face-smashing that is Pixel Girl.

    (If any of this seems familiar, just remember that base M&M does this all the time )

    Though it seems like everybody is leaning towards Blackwell, so I vote that's what Thomas's name will be.

    Kraken

    Kent Walker, or Kenny, was a high school dropout and a construction worker before he stumbled upon a small cave in the ground where he became exposed to some alien bacteria. That bacteria created a black substance on his back that Kenny can control at will to shape into tentacles. While these tentacles can stretch over great distances and strong enough to lift heavy objects as well as break them, Kenny is still human.

    For his first crime Kenny robbed a bank. With his tentacles he tossed aside the guards, tore open the door of the vault, and got away before the police could stop him. Ever since then he has become known as The Kraken, using his tentacles to commit crimes that usually involves robbery.

    Dr. Grave

    A mysterious super villain who calls himself Dr. Grave, having magic powers that allow him to summon minions from the dead. Not much is known about the super villain who appears and disappears around Zephyr City.
    What the BSI do know is that Dr. Grave's powers appear to somehow related to the darker powers from the Other World. If Dr. Grave is an undead creature himself, or using some magical artifact from the "arsenal" or Other World, nobody knows for sure.

    Mr. Obsidian

    Daniel L. Robins was a low-time hitman for Edward Calinetto's criminal organization. It was when he was digging to hide a body that exposed him to the alien bacteria. The alien bacteria turned his skin from flesh to a black stone-like material. Not only did it make him stronger, but it also made him impervious to bullets and a couple of other things. With this power he rose up the ranks to becoming Edward Calinetto's best enforcer.
    He deals with anybody who wants to mess with the Edward Calinetto's criminal operations, whether it be heroes like Meteor or villains like Baron Barbarian.

    The year 2000 changed a lot of things in Zephyr city, 30% of Brycen alley was demolished, the foundation was laid for Blackwell tower, and an unemployed Reginald Lam got a job filling in the tunnels beneath the area a glimmering tech district would arise. (BSI plaza, Blackwell tower, White R&D labs, The Hong building) Constant exposure to the alien bacteria within the tunnels would allow Reginald to grow a 2cm layer for intertwined carbon naofibers on his skin at will. This made him functionally bulletproof and highly resistant to physical damage. Donning the name Black diamond he now works an occasional contractor for Brass Deliveries most recently foiling a heist attempt by Karken.

    Shaman

    Clara Moreu was always close to other world, this connection lay dormant until she witnessed the horrors of war first hand. Once she returned she abandoned her name and walked the fine line between this and other world. Years later now using the name Shaman she frequently tracks and investigates spirits that cross the barrier. She borrows power of friendlier spirits to create barriers and seal more...malevolent entities. These days she works with a BSI as a paranormal expert and frequently enjoys tea with The Rowan Rider and Detective Hargrove

    The Silver Legion
    A club of Zephyr's historic families and notably wealthy citizens such as Thomas Blackwell, Norman Fitzgreald, Duke Thomas, Wanda Moreu, David Hong etc. that attempt to plan the development and prosperity of city, often without the consent of the lower classes. Many rather unscrupulous land deals have been taken place within their oak district estate. Notably the target of the great hostage crisis of 2014 orchestrated by Iron butterfly as a job for Baron Barbarian.

    David Hong: If Thomas Blackwell is the commercial core of the city, the political heart is one David Hong, who has served in the government in various roles for close to twenty years. His influence is wide ranging, however, he has yet to serve as mayor or the head of the BSI, roles he covets. A long running lawsuit has raged over Hong's company Blackguard Industries, a notorious private military provider started largely as a joke to annoy Thomas, until it started making money, although he has no direct links to it. His political headquarters takes up an entire floor of the Hong building, which was built and run by his sister Alicia Hong

    The Fisherman: An information broker, his origins are unknown, although most consider the Fae realm most likely. An old man with white hair, he can usually be found fishing at a specific spot near the North Docks, dispensing sometimes cryptic but always true information if the right questions are asked. While he has a gang of informants, it is generally believed that much of his information comes from some form of precognitive ability. He also has just enough physical resilience that most of the city's factions find him too useful to remove.

    Papa Doc
    The Enigmatic manservant of Copperhead, you wouldn't expect this geriatric Cajun to be of any threat, and indeed he isn't. At least, not today. In the days of Papa's youth, he was one of the greatest practitioners of voodoo this side of the Mississippi, with magical machinations to rival Dr. Grave. He retired after a debilitating strike from Nightwatch left him bereft of most of his connections with the Loa, leaving only a modicum of healing magic, which he uses to tend to his master.

    Wanda Moreu
    A real estate mogul, Wanda is singlehandedly keeping Brycen Alley out of Blackwell's clutches. Appearing to be the most upright of The Silver Legion's Alumni, Wand grew up in Brycen, believing its oppressive environment to be the prime factor for her turning out the way she did. This nostalgia, and a twisted sense of "tough love", make sure she keeps full ownership of the alley. As an unfortunate side effect, this game of "keep-away" only fuels the Legion's unquenchable thirst for dominion over the rest of Zephyr.

    Pixel Girl
    By day, she's Molly Lucas, just a normal girl with a normal life. And one sweet -- if overly pink and way too advanced for its time -- NES Powerglove. But when trouble arises, she calls upon the power of the Pixel, and her glove transforms her into Pixel Girl! Using her super strength and Pixel Constructs, she takes the fight to the bad guys, defending Zephyr alongside Meteor, The Magician, and the rest of the Bastion of Justice.

    Vespidae

    Vanessa Mayson was a normal tomboy girl with free spirit. Until the day she made her powers known by sending a swarm of wasps to attack her abusive stepfather. The BSI theorized that Vanessa must have had secondhand exposure to alien bacteria from her stepfather, who was a construction worker. What powers he had or if he has any powers at all, nobody will ever know.

    Living in an abandoned apartment building in Brycen Alley with her wasps, Vanessa has taken up the name Vespidae, or "Ves" for short. Vanessa steals from people and stores just to survive on her own. She uses her wasps to protect herself and the building she calls home.

    Derek Dusk

    Derek Rodgers used to be an easy target for bullies at Zephyr High School. He wasn't fast or strong enough to fend for himself. Until one day he was approached by a man in a suit (who was likely from the Other World) who offered him an "advantage" against the boy's tormentors, without having to give him anything back in return. So Bradley agreed, and the next thing he knew, he turned into a super with the ability to manipulate darkness. With this he got the revenge on the bullies at a football game, but fled when law enforcement and BSI came to intervene.

    Since then, Derek has become known as Derek Dusk, and lurks in the dark alleys of Brycen Alley. Derek Dusk also has a loose alliance with Vespidae.

    Knick-Knack (Kevin Nathaniel)

    Kevin Nathaniel was a gifted kid in Zephyr High School, with the know-how to fix and invent anything. Feeling that school was a waste of his time, he dropped out and found it more challenging and fun to become a super villain.

    He operates in a secret underground lab in Brycen Alley, putting on the identity of a super villain from the past: the Knick-Knack. As the Knick-Knack, he is part of The Assembly: An underground network of arms dealers and blackmarket technologists who sell all kinds of advanced tech to criminals and super villains: from Fyra Guns to Seba Suits and other kinds of tech that can give criminals an edge over the BSI and superheroes of Zephyr City.
    The Void knights have been trying to shut them down, but Knick-Knack and the Assembly have ways of disappearing from the Void Knights' sights.

    Just realized but Edward Calinetto is like the Big Bad of Zephyr, at least from the POV of a lot of characters.

    Bastion of Justice
    Zephyr city has been plagued by terror for a long time but as more super villains arose seemingly from the ether the BSI was spread increasingly thin. This came to head in a coordinated attack on downtown Zephyr focused on BSI plaza. by Dr. Grave. At Zephyr's Darkest hour Meteor, Magician, Pixel girl, Shaman, Miss Savage, and Starman broke Dr. Grave assault. Now known as the Bastion of Justice these heroes serve to guard Zephyr city from the gravest of threats. Funded by Norman Fitzgerald the Bastion of Justice often work in concert with the BSI for mundane manners but serve as zephyrs cities last line of defense when disaster strikes.

    Blackjack
    Ever since the crippling of his mentor and father figure Copperhead, James McJack has held a special hatred of the BSI and what it stands for. Using an a age shrouded artifact that resemble a deck of cards Blackjack can throw a card in order to create a portal to any location he has visualized. Unfortunately repeated confrontations with the Void knights and BSI have lead to 3 of his limbs being replaced by cybernetics with enhanced strength

    Norman Fitzgerald
    Eccentric billionaire and director of the futuristic White R&D labs Norman see's himself and by extension Zephyr city as the forefront of innovation in the western hemisphere. While White R&D labs is seen as a shining beacon of innovation by the media Norman has often turned a blind eye toward more suspect cloning, cybernetics, and alien bacteria experimentation in order to gain any possible edge against Blackwell.

    Decius the sorcerer is a god-like magic-user who had become immortal. He must sacrifice an innocent child once a year on the festival of Samhain (Halloween) to keep his loved ones, and friends alive. Should he not, his descendants begin to die painfully, one by one until the quota is met. Decius is not an evil man, but he is enslaved by his Masters, the Dark Shadows. Decius is one of the most powerful sorcerers on Earth, and he is equally powerful with his pacts that he makes on occasions to save his descendants and extended family from the Dark Shadows. Every goal of saving his family has failed. He has attempted selling his own soul, even farming entire small towns and offering their souls over to the Dark Shadows as payment, all to no avail. His latest attempt at freeing his family from the dynastic curse has been aiding a Vampire Lord in his plans to conquer Earth and replacing the rule of Humans with the undead. Decius'es family would be the only Humans spared, and would rule the world with him and Vampires.


    The Dark Shadows

    Deities older than Titans exist, called The Dark Shadows. The Dark Shadows are powerful, formless gods that despised us and our gods before we ever existed. Some say the Dark Shadows are older than the Earth. The Dark Shadows are the source of Black Magic, and Death, the entity said to be responsible for all dying and death on Earth, if not the universe, is one of them. The Dark Shadows gave Decius'es family, the Anaxamanders various incredible powers over magic for hundreds of years. When the Anaxamanders became too good, the Dark Shadows demanded a child sacrifice every year in exchange for their powers. When they refused, the entire clan began to die off one by one. One Anaxamander gives a child sacrifice a year in exchange for the extended family's lives. His name is Decius. They have been trapped in an evil pact since 500 BC.

    On a hiking trip, Jimmy Arnolds stepped too far into the Gloaming, a mercurial thinning of the barriers between our world and the Other World. Somehow, he survived long enough to come in contact with a Zephyr, or a being of purest elemental air. The Zephyr granted Jimmy powers over the wind on a capricious whim. As Windlord, Jimmy patrols Zephyr City with these newfound powers, in the hopes that the Zephyr will be lenient should they meet again.

    Some people are just to stupid to know when to stand down against overwhelming forces. There are those with immune systems to effective to let in any wonder bacteria, minds to keen to accept the fey whispers and pockets to empty to get robot eyes or cyber legs, who still stand with and against the super human element of Zephyr City. The few people who do this either manage to outmaneuver their opponents with superior wits like Detective Hargrove or are just bizarrely lucky like Fistacore Von Lupinstrike.

    Arnold Mason was a gruff man with a simple desire, to crush Wanda Moreu and all her dreams. His motive for this was do to her rejecting Mason's advances some 30 years ago in favor of her rise to the top. However Arnold was not able to exact his revenge until he was found The Miracle Machine and dared to step into it. What stepped out was no longer Arnold Mason, but Windlord a man made of cyclones and gales with the currents of the sky at his command. He would be practically immortal for it not for the metal heart that keeps his form and consciousness together. He currently lives on the streets of Brycen Alley where he plots his next move against his newest enemy, Meteor with his newest allys, All Hollows and Blackjack.
    I feel I should probably get my eyes checked after this.

    Proper backstory to be written at some time other than after midnight.
    • Was Britton Sanger, cybernetics engineer, formerly of Blackwell Industries
    • Horrific accident left him without the use of his legs.
    • His previous work made it possible to save him, but his spine was almost completely replaced with cybernetics and the use of his legs was lost.
    • This and further self-augmentation transformed him into Ex Libris, an information broker who stores every piece of information he has ever received in computer "brains" created in collaboration with roboticist Superhero The Silver Dragon.
    • Considers himself a neutral character. Does, however, primarily consult for the BSI.
    • Operates out of a restored plantation, which now hides a server farm, tele-surgery operating theater (for experiments, and thieves), 3-D holographic designing suite with optional lecture hall, and multi-state chambers and rooms of such complexity and number as to make the most complexity-addicted villain blush.

    Clad in a tuxedo, ivory cane, and a dark eye patch director Black is rarely seen outside of his BSI office maybe due to the 10 assassination attempts during his tenure. However, behind this cynical officer of the law is a man who believes in all the people of zephyr city, for better or worse. As senior detective he personally lead the a series of raids that served as a death kneel to Copperheads criminal empire. Ever since his lobbying efforts, the DA's office has become far more willing to prosecute super criminals than in days past. Both Baron Barbarian and Edward Calinetto have a permanent 100,000$ bounty on the directors head...a true badge of honor if any.

    A vigilante patrolling the streets of the eastside neighborhood known as the Crook, the alien computer known as Seven Jaguar living in his brain gives Jared Tenenbaum tactile ferrokinesis- that is, the ability to manipulate any metal item he touches. He wears a leather jacket studded with metal spikes and wrapped with heavy chains, using the latter to ensnare or strike at criminals who violate his territory, as well as to swing between buildings. While at the beginning of his career Hookeye made a point of destroying any drugs he confiscated from his victims, he's lately began to stash opiates to help dealing with the crippling migraines that result from overuse of his powers.

    Seba Suits

    Strength-Enhancing Body Armor (or Strength-Enhancing Battle Armor) is the product of reverse-engineering from the artifacts of the Ancient Arsenal. These suits can not only grant an average human being some degree of invulnerability against bullets and mundane weapons, but also some super strength that can allow them to punch through a brick wall. Of course, there are different variations of the suits that are used by different criminals, mercenaries, and BSI agents.

    The Forty-Eight Hour Club

    A consortium of mercenaries and killers, the Forty-Eight Hour Club operates according to one simple rule. Within forty-eight hours of their payment being delivered, their target will be dead. Although certainly not including any of the city's heaviest hitters among their numbers (with the possible exception of the Sable Centurion, whose existence is still heavily debated at the BSI), their consumate professionalism and the technology acquired over decades of underworld dealings make them a serious threat.

    The Club has, on numerous occasions, refused contracts on various individuals, always with one of two explanations. First, "the challenges posed by the subject you queried about mean that we are unable to guarentee the level of service we pride ourselves on," or "the matter on which you queried is outside of the boundaries of operations set by the Club's founding members," invariably followed by "we wish you luck in all your future endeavors."

    As far as contracts accepted, only two targets have beaten the club's deadline. Despite receiving a lethal dose of radiation poisoning from the gauntlets of Probationary Club Member Radium Girl, Mathoosa the Living Mountain survived until the fifty hour mark. Nightwatch was pronounced dead on arrival at the hospital twenty-three hours after payment was wired into the Club's account by Baron Barbarian, but later apparently returned to life.

    Alexander Clementine
    Current mayor of Zephyr City who has been in power for nearly a decade. Constantly runs against David Hong and always wins suspectedly due to an agreement with Edward Calinetto. Every private detective hoping to make it big tries to expose this to the public inevitably goes missing, only increasing the interest of the other detectives. The twist? Alexander has never even met Edward in person. He's actually a centuries old vampire who uses his powers to persuade people to vote for him during his speeches (always held during an overcast day). The detectives fail to find any mafia ties, but eventually they uncover the reason for Alexander's paleness and have to be killed off by one of Alexander's coven in order to maintain their grip on the city.

    Penelope Wright
    Does not have any relation to the famous Wright brothers. Previously a low-level manager at Blackwell Industries, laid off by The Trio (the three executives manipulating the company for anyone wondering) to minimize costs. Her division, in charge of some of the tunneling, decided to withhold the most recent artifact that they uncovered and began to reverse-engineer the tech. They uncovered a series of code which, with some help from a couple of hired brains, would be able to remotely maintain a large amount of semi-independent AIs. Using the last of their collective retirement funds, Penelope and her former coworkers built an army of robots (along with a plethora of other tech, including jetpacks and upgraded Frya guns capable of firing at a longer range). They primarily attack Blackwell tower and other sub-divisions, their robots devastating the ground while the humans hover about with jetpacks giving the robots orders. What they have in numbers the robots lack in durability, and are usually smashed by the Bastion of Justice on a regular basis. Penelope, the de-facto leader of the group, has never been apprehended.

    Deep in the expansive nature trails of Napoleon metropolitan park lies an otherwise beat up shack on the outside, but within lies an expansive pub only open past midnight where those touched by other world prefer to gather. While some like Shaman would give an otherwise erudite explanations about leylines and fraying dimensional barriers that are honestly concerning, others like The Magician and Windlord insist the ale is out of this world though.

    KNIGHT-2 Endoskeleton

    The cybernetic enhancements required to operate are...intense, many don't survive the installment of the KNIGHT-2 Endoskeleton. Perhaps the reason there are only 20 void knights in zephyr city. The enhancement packet includes; new eyes that can detect Uv, visible, thermo, and infra red frequencies, nervous system reinforcements that increase the amount of adrenaline in the system and act as an reaction amplifier, and a cache of nanobots that weave a thin layer of carbon nano fibers beneath the skin providing enhanced physical resistance with enhanced healing.

    Once an engineer at White R&D labs Deborah Nguyen became a whistle blower once she realized the magnitude of the illegal cybernetics experiments culminating with the KNIGHT-2 Endoskeleton linked to Norman Fitzgerlad. Nobodies sure about precisely what happened the day before Deborah was going to go public with the information but we do know that she disappeared for 3 weeks and suddenly appeared at the BSI not long after with little memory of the past year. The nanobots in her body allow her to shape, stretch and contort it to her will as well as greatly increase her strength and durability. Now she protects the city with the Bastion of Justice against foes such as the Inventors league of Penelope Wright and Knick-Knack

    Starman
    The quintessential "Cape", many have wondered just who the Statuesque defender Starman really is. He isn't anybody. At least, no human body. A superpowered android sent by some forgotten alien race to study the effects of their bacteria and prep for invasion, some spark of intelligence and admiration for the Earth and its people motivated the machine to rebel against its makers. Taking the name "Starman", he defends the world with the other Superheroes of the BSI.

    I think we have enought characters and locations, now we just to write entries for all the mentioned but unwritten things.
