Default Elementals on the Prime Material?

Are there any elementals considered native to the prime material plane? I'm thinking of making a BBEG outsider druid planar shepherd looking to start an invasion, and I'm looking to make as much use out of the wildshape enhancements as I can. The outsiders he could become would be like, plane-touched and things like that, can provide for some shenanigans.. But, I'm kind of at a loss as for elemental possibilities.

You could go for the para-elementals, which are statted in the Manual of the Planes. They used to come from the Para-Elemental planes in previous editions, but no 3.x standard cosmology has those anymore. So they either come from border zones of the Elemental Planes, or they can be from the Material Plane, where elements exist in combination anyways.
