Can I post a "recruitment" thread for 2D artists?
Are we allowed to solicit for volunteers to help with projects on GitP? I'm working on a video game mod that needs people with Photoshop skills. Is there a forum where I'm allowed to post that advert?

Either "Arts and Crafts" or "Gaming: Other" depending on whether you are trying to recruit gamers with photoshop skills or photoshoppers who enjoy games. I won't comment on whether or not your project will fly, but there is a post in "Gaming: Other" requesting help creating a game that hasn't run afoul of the rules yet.
Edit: "Arts and Crafts" will probably at least attract people who will tell you how to do what you want with photoshop.

Sheriff: Volunteers, yes. But commissioning work or seeking employees or employment, no.
