Insofar as you may be arguing with me about something I didn't say, maybe

"Rights", as the term is used with respect to laws, basically means "freedoms the government consents to you exercising".

Well, it also comes with the implication that said government will also protect your ability to exercise said freedom. A government that gave the right to wear silly hats, for example, would not only allow you to wear silly hats, but also prevent other people from stopping you from wearing your silly hat.

True, the right to wear silly hats implies that the freedom to stop others from wearing silly hats is denied (or at least limited). As is frequently the case, it's restriction that showcases value; a right that goes unprotected may as well not exist....And on the opposite end of the spectrum, a framework where all freedoms are considered rights makes "a right" a meaningless distinction.

Also very interesting. I play a Paladin who is a defender of personal rights from the opposite perspective; he believes "only law & order can protect our freedoms!" In other words, defining the boundary where your Chaotic Neutral right to do what you want impinges on someone else's rights, protects both and keeps them from fighting over every little thing.

Is he a member of the Order of the Gadsen Serpent?

I think you (and the others) missed the irony somewhat.
"Rights" having arisen from lawful societies and social norms as something being demanded by a chaotic character (who then declares to be an absolutist about rights) demonstrates a lovely internal philosophical contradiction. That's the only place I was going with that. I guess I should have explained it in the first place.

2 - "Y'all." Can be Southern, can be "ghetto NYC." (I am amending this, because that's the one I am familiar with).
3 - "Outta." Same.
4 - "Ain't no." Typical Brooklyn ghetto NYC. Southerners generally use "ain't none."

As far as I recall, Mr. Burlew is from NYC as well, so I'm going to assume he's familiar with the accent, which is why I'm wondering why he's decided to make Bandana an extra-strong stereotype.

That's 90% of the US by land area, a majority of the population, if they're not speaking as a college-educated person or to a college-educated audience. Archie Bunker would probably say "I got stuff to say" rather than "I have stuff to say."

Yeah, Bandana isn't talking like a caricature, she's just talking like a normal person from the south - which, as has been previously stated, is kind of where Rich lives.

Plus, the character owes homage to Captain Malcolm Reynolds from Firefly, who, you guessed it, has a southern accent as well.

Also, as someone who has actually studied linguistics, vernacular IS NOT AS SIMPLE as the person in the first quote makes it seem. Hell, different parts of different states have different vernacular.

As to the 'darkie simpleton' comment, I'm not sure where you get simpleton from. Bandana is very eloquent and well spoken, even in this strip.
