Hand's Autonomy and Two-Weapon Fighting?

Hand's Autonomy says it reduces the penalties for fighting with two weapons by 2, to a minimum of -1. It also says it stacks with Two-Weapon Fighting.

Does the total penalty for fighting with a light off-hand weapon go down to -1 or zero when combining the two feats?

When using Improved TWF and Hand's Autonomy, does the second off-hand attack get the penalty reduction as well?

1) The minimum is -1, so that's as far down as you can get it. (If your offhand is a shield bash though, Shield Master can get that to zero.)
The main use for this feat is to help you out with dual-wielding 1H weapons rather than light weapons.

2) Yes, all your offhand attacks get a reduced penalty.
