2) Kefka (FFVI, general muscle and insanity)
3) Sinestro from Green Lantern (that ring is pretty OP, IMO)
4) Kingpin (money, money and more money)
5) Lucretia from Girl Genius (everyone needs a mad scientist)
6) Artemis Entreri, FR (thief/assassin)

If anyone has some suggestion for getting our various squads to battle to the death, that would be cool as well. Neat game idea, maybe...?

This list assumes I have a totally, eternally foolproof method of preventing them from killing me and/or each other. Say a Geas, backed up by suicide Bombs, complemented by me influencing their history to make them unable to see me as enemy for example. Ergo a Perfect Suicide Squad Setup.

Vegeta (for pure destructive Force)
Deadshot (for efficient killing and Mercenary contacts)
Tulak Hord (for overwhelming Force Powers)
Sinestro (Adaptive Power and quite powerful to boot)

All of them have Style and are at least above average in the Intelligence department, which is always a plus.

If we were going for effective teams I would have to do a lot of research. Find someone like a Xanatos to lead them. Someone really smart and good with plans within plans, then probably a group of loyal muscle types. A well balanced group of bad guys that dont have a history of backstabbing and can cover for each other well in fights. By which I mean I wouldnt want say, xanatos and 5 juggernauts. But a xanatos, juggernaut, bizzaro superman, dormammu, reverse flash, dr doom setup would be incredibly well balanced if they could all be trusted not to turn on each other.

I think you could go either way; I personally find these more interesting when people put some thought into the team makeup and composition. I designed mine like an adventure party, but I didn't give any thought to how to keep them under control. I'd just assumed , for the sake of argument, that we could control them.

So I chose a mastermind, a heavy, a rogue, a logistics expert, a utility player who could fit in any role, and a tech genius.

but I wish I'd been smart enough to think of Admiral Thrawn! Although, truthfully, I suspect he would complement Palpatine more than he would be a true replacement for him. Thrawn is a far better strategist, but Palpatine has the long view.

Sorry, but Palpatines "long View" only covers raising his own power and political manipulation, THrawns "long View" was really really much better (only the FOrce/blind Luck managed to beat him in the end).

Quicksilver is a metahuman who uses his super speed to steal stuff unseen. He's like if Flash joined the Rogues.

Hellboy is literally the key to bring about the end of the world.

Well, if your deciding factor for "Villain" is "stole some stuff" and "has the potential to end a World" or "is a creature of Darkness", and not what people actually do on the greater scale/how they stand on the Good/Evil Axis, then all three could go.
Waller would certainly not care.

Still at least for me a VILLAIN means a higher (or Lower^^) standard: A Villain is a being that decides to do "evil" for one reason or another (or is incapable of not doing it) most of the time/is entirely selfish and/or has done things that are really really difficult to forgive, not just a guy who likes to steal old flippers and pose people funnily while doing so. ;)

Among the people that they're killing is you. Keep in mind that you're creating a Suicide Squad, not a World-Conquest Force. The goal here is a set of six villains, released from imprisonment to work for the government on extremely dangerous missions in exchange for better things in jail and reduced sentences. Anyone you can't control is instantly a very bad plan. Also Darkseid and Shai'tan wouldn't work together for even one minute, so it's just a civil war.

My team is mostly made up of Absurdly Skilled Action Heroes, with a couple of actual supers rounding it out.

*) David Xanatos (Gargoyles), as suggested. I'd love to see him in a setting where he's been arrested and stripped of his resources, and now he's engaged in a constant manipulative chess match against the Squad's organizers to take control of the whole operation. Plus he's a genius technician himself, and a master manipulator, so he can provide a lot of team backup.
*) Two-Guns Revy (Black Lagoon). She's technically a protagonist, but she's an absurdly skilled murderer who is barely in check most of the time; on a team like this, she'd be a great weapon to point at people who you need dead, and if you're polite she might not even kill you afterward.
*) Mayuri Kurotsuchi (Bleach) only really cares about testing his horrifying scientific discoveries, and is a wildly powerful fighter to boot. Part of Xanatos's duties as team leader are keeping Mayuri from killing another team member just to see what will happen.
*) Scorpion (Mortal Kombat) is an undead super-stealthy ninja killer. He also gets to be the team's grump.
*) Frank Martin (The Transporter) is a skilled combatant and extraordinary driver, able to get the team through missions with only the faintest hint of a conscience impeding his skills. He's also kind of hard to keep contained, but that's what the team is form.
*) Nancy Makuhari (Read or Die) is a skilled con artist and a talented sniper and martial artist with the ability to walk through walls and kill people by reaching into their chests and crushing their hearts. Presuming that your head-bomb is able to phase with her, rather than just falling out, she is a deadly asset on any team.

I want Alexander Anderson as my heavy. He has absurd durability and regeneration, and has holy magic to give his attacks that extra oomph against whoever he wants to kill. Im still not sure why he stopped healing in hellsing ultimate, or if it was just taking too much damage from too many enemies to keep up. And yeah, he counts as a bad guy, if not quite as bad as some of the other people he works with. His sense of honor means if I can keep pointing him at bad guys who deserve death, he will probably stay loyal. And he would work with the other bad guys because he would likely have no problem with forcing evil to destroy more evil or die trying.

Dr Doom as my squad leader. The man is a jack of all trades, master of tons, but his best strength is his mind. Keep him in the rear echelon to give out orders in the field, backup whoever needs it, and maybe provide some interesting new toys to work with.

We need a healer, hmmmm, sally whitemane from World of Warcraft. She is a fairly powerful priestess, obsessed with killing the undead (her and alexander should get along pretty well, aside from her being a bloody heathen) Get her onboard by claiming a greater good and promising to let her kill any undead or demons they find.

I wanted a solid mage but im having trouble thinking of a decent choice who wouldnt either clash with the team (baron mordo and his demon summoning) or just be another enchantress type scenario of forcing a powerful witch/wizard to help only for it to backfire terribly.

Lets bring back juggernaught for a second heavy.

It feels boring but reverse flash for a speedster.

If anyone can think of a good wizard/witch type of haracter to match up with this lot then feel free to finish it off.

Why assume that Waller will be assembling this Suicide Squad? Why not someone who prefers the carrot over Amanda Waller's Sequoia over the head approach? At least I tried to build an entire team of characters that could be motivated through reward rather than constant threat of punishment. That and they're not complete nutjobs or malignant megalomaniacs. The main problem is thinking who their handler/recruiter should be.

What measures do I have to keep them in check? Because that makes a lot of difference in how powerful minions I can recruit. No point getting a mad scientist on the team only for him to subvert and hijack the control factor half way through the mission.
