See my title, I don't get the problem. Remove two small words and it fits. Without "the " and "is ", you save 7 characters: "girl genius xxiii: Lack of screaming, ranting and egregious violence duly noted.", but no change in the meaning of the quote.

There is even room for the Re: and a final dot.

There is no restriction on who makes the new thread. In general it is nice to quote the first post in this thread, remove the quote tags, and add a link the the previous thread. If you feel like there is anything else worth putting on the first post, add it. You don't even need to name the new thread anything in particular (though it is polite to at least listen to the consensus). Then throw a link to the new thread in this one and you are done. Since I don't like the consensus thread title, I won't be making the new one (I would be far too tempted to pick a new title).
