Guys who hand out re-rolls To Hit are standard, and will end up being the guy with the Fist or Relic Blade, himself. Although Captains will much prefer Hammers, doing 3 Damage, always, instead of D3. With Space Marines able to turn their Captains into Chapters Masters at will (for the low, low price of 2 CPs), I don't see access to re-rolls To Hit being an issue.
Re-rolls To Wound is found on Primaris Lieutenants, a niche unit that you probably don't want (unless you're flooding the board with Snipers...I mean, what? ...It's not like I give a s* about Scouts with Bolt weapons anymore), and Lieutenants can't even take any of those kinds of weapons, anyway.
The only other unit that isn't a Captain (giving himself re-rolls To Hit) that can take Relic Blades are...*Blergh* Honour Guard. I might give you that the Chapter Champion is alright, but Chapter Champions have access to Thunder Hammers and Champion Blades. Why would they take a Relic Blade?

Captains can become Chapter Masters for 2CPs. I'm pretty sure that it's one of the few Stratagems that's actually an auto-include...If you aren't running Guilliman.
If 2 CPs is two re-rolls, how many re-rolls are you going to get over the course of the game when you're handing out a Chapter Master buff instead of a Captain's?
EDIT: Oh, right! I totally forgot. Also, if your Captain takes a Relic Blade, he can't take a Storm Shield.

In past editions, Relic blades were two-handed weapons.
It may be a case of "terminator armor turns two-handed weapons into one-handed weapons".
Like with Thunder Hammers - power-armoured models with thunder hammers normally wield them two-handed, but Terminators always wield them one-handed.Marut-2 Avatar by Serpentine

I think the new longer ranged options for Primaris Hellblasters, Intercessors, and Redemptor Dread plus Raven Guard CTs could make a really interesting allied force to pick up to go alongside my Scions. Putting Stalker Intercessors and Heavy Plasma Hellblasters in cover with RG tactics makes some pretty decent fire support while I'm dropping down Scions downfield, and would make a cool army fluff-wise (especially if I paint them Raptors).
Dunno if that's better than taking AM vehicles as support (probably not - Wyverns, Hellhounds, and Manticores are so good), but I'm just trying to find non-LoW options to put in my Imperium force.

Speaking of scions, w/ the faq they can now keep their hotshot lasgun if they pick up a vox/med pack & hotshot pistol. I don't think the retention is sufficient to let them swap the hotshot lasgun for a special weapon, but wanted to check in incase someone had a different reading.

You sure about that? From the imperial 2 faq 1.1: "One model may either replace its hot-shot lasgun with a hot-shot laspistol and a vox-caster, or take a hot-shot laspistol and a vox-caster in addition to their hot-shot lasgun." (emphasis mine). I think you can rock both if you want.

But a Power Armour'd model can have a Thunder Hammer and Storm Shield, just not a Relic Blade and SS.
The PA models that have 2H Thunder Hammers are Blood Angels (DC) and Grey Knights. Everyone else has 1H Hammers in the new(est) kits.
It has always been a stable for close combat terminators, of the sort that gets send intodeathtrapsSpacehulks. Heck i think i remember that loadout from the original game of that name.thnx to Starwoof for the fine avatar

It's that time of year again, ladies and gentlemen - time to pay the piper and count the cost of being an evil soul-draining corporation!
Games Workshop released it's annual financial report, and has declared an amazingly large upswing in just about every area: +33% in revenue, +182% overall profit and +125% share price on like for like with 2016. I won't pretend that I understand the specifics of what this means and how it was achieved, however it all indicates a substantial improvement on the equivalent for 2015-16, which just goes to show what can happen when you start interacting with to your customers beyond holding them upside down over a bucket and shaking until money falls out.
And then only a day later, in a move which is certainly surprising if not shocking, Tom Kirby has submitted his intention to retire as non-executive chairman of the company, enacted fully as of September 13th.
Some might say that it is a strange move for a director of the company to step down immediately after declaring one of the GW's best years of this century so far. The strongest rumour that I have heard so far to explain this is that despite all of GW's gains, they are all in areas directly opposed to Kirby's own vision of where the company should be going, that he's a business man in a company that is slowly returning to being run by gamers and enthusiasts rather than accountants and PR reps. If this is true, then the last year is a slap right in his face - in spite whatever he wanted or intended, the exact opposite has proven hugely successful for GW both financially and in their reputation.
Either way, it's looking good for us - GW has changed some of it's worse behaviours and has been rewarded for it, so hopefully this positive reinforcement will continue the trend while toxic influences like Kirby - the man known to have coined the now notorious quote that GW was "a model company, not a games company" - are being sidelined and purged.
Now all we need is Matt Ward's head on a spike and paraded on public display, and the internet can at last rest easy, it's task finally complete....~ CAUTION: May Contain Weasels ~

You know what? In all honesty, I agree with you. In fact, I actually like some of the stuff that he has written, and unironically; Codex Necrons/7th completely invigorated the race in my eyes, from "boring soulless robots" to a far more interesting and flavourful collection of paranoid androids with goals, personalities and history. Similar, Khornate Sisters and Kaldor Draigo aside, I also very much like Grey Knights/5th for... well, pretty much everything apart from dropping Mordrak from the roster, which is probably not his fault.
Still, it was too good a joke to pass up. I sincerely hope that no harm comes to Matt Ward and that he spends many more years writing what he loves. Possibly with a more stern editor in future, is all.~ CAUTION: May Contain Weasels ~

So, would anyone here be interested in the occasional game over tabletop simulator? I know there are modpacks for most armies. Seems like it could be a good way to test tactics before committing to purchases.

Isn't the game just ripped assets from Dawn of War, and if your Faction/units aren't in DoW, there's no way to play your Faction/units?

Does anyone have any experience with paper banners? I'd like to freehand a banner, but that seems like disaster waiting to happen. So I figured I'd print one out and PVA/white/wood glue it onto one of the pre-existing 'blank' banners. Does that work?
I have a craft shop near me that sells Transfer paper, and a banner is a simple, rectangular design, so if normal paper doesn't work...I'll have to spend $8 for a piece of paper.
(The transfer paper doesn't dry 'clear', which means that you have to cut your design out perfectly, or you end up with eggshell colour around your transfer...Or, you just make a simple design that's easy to cut out)

It's grown beyond that, though there certainly isn't 'every' model available for all you might need, especially when the things new to 8th edition or Forgeworld based things are in the question. The variety is better than one might expect though if you look around, with certain models being gorgeous and others being painfully clear DoW rips. For example I run 1k sons and the Scarab Occult/Exalted Sorcerer models available in The Archive (a compendium of models assembled by the Tabletop Sim 40k Subreddit) are absolutely good looking.

Just heard that Honour Guard only have access to Power Axes. Stuff I've been doing for the last few days is now made obsolete. I'm actually mad.
Dreadnoughts lose Twin Heavy Flamers, Twin Heavy Bolters and Twin Autocannons - basically anything that isn't in the box.
I'm going to go ahead and assume that Razorbacks are Heavy Bolters and Lascannons only based on the above.

While the indexes are designed to cover a long history of miniatures, the codexes are designed to give you rules for the current Warhammer 40,000 range. There are a few options in the indexes for some Characters and vehicles that are no longer represented in the Citadel range – certain Dreadnought weapons that don’t come in the box, or some characters on bikes, for example.
Don’t worry though, you can still use all of these in your games if you have these older models. In these instances, use the datasheet from the index, and the most recent points published for that model and its weapons (currently, also in the index).
They still gain all the army wide-bonuses for things like Chapter Tactics and can use Space Marines Stratagems and the like, so such venerable heroes still fit right in with the rest of your army.
