I'll just note here that the prison scene is even more significant given that Roy didn't have his current magical items, ESPECIALLY his belt of Giant Strength which compensates for his lack of min-maxing. Despite that, he defeated not only Belkar but ALSO Thog. Bloodfeast in his unpolymorphed form would however pose a major problem for Roy.

Let's run the numbers:
Both are combat types so we'll give them both Con 14. As a 14th level fighter with Con 14, Roy has an average of 109 HP. As a 14th level Ranger / Barb 1, Belkar has an average of 103 HP, or 133 HP when raging. Both have Dex 13+ so we'll give them Dex 14 each for +2 to AC, though Belkar takes a -4 AC penalty.
Roy has a BAB of +14/+9/+4. Add +1 for Weapon Focus and +7 for Strength 24 and you end up with +22/+17/+12. Roy does a base of +9 damage (+7 Str, +2 Specialisation). Roy in the practice arena is AC 12.
Belkar has only one weapon so has a BAB of +16/+11/+6/+1, and a +2 or +3 Strength bonus. We'll give him +3. So you end up with +19/+14/+9/+4. Belkar gets a max of +6 favoured Enemy bonus damage. Belkar does d4 +9 damage with his dagger, +11 when raging. Belkar in the practice arena is AC 12 or AC 8 if he's raging.
Roy can afford to put 11 points of BAB into Power attack for +22 damage and his first attack will still hit. Roy does 38 damage, so it looks like Roy got a critical hit which forced a massive (non-lethal) damage save which Belkar failed.
And Roy is definitely phased by Bloodfeast. Assuming Bloodfeast is a SRD T Rex it has 180 HP and is only AC 14 so Roy can devote +10 to Power Attack for +20 damage or 36 HP a hit. I'm assuming Roy does a partial attack each time, not a full attack. Bloodfeast lasts 5 rounds.
I'm not sure what sort of armour Roy is wearing in #782 but I'm reminded of Warduke's Ceremonial armour and say it's Ceremonial half-plate granting a +3 armour bonus. It doesn't really matter as Bloodfeast has +20 to hit so will always hit Roy's AC.
Bloodfeast does an average of 24 HP damage per attack. Roy lasts 5 rounds. Who wins in round 5 depends upon who gets initiative. Note that 2 extra CON (highly likely) would see him through.
If Bloodfeast successfully grapples Roy, then Roy is in big trouble, not least because he only has a 2H sword.

I’m guessing there’s a reason for this, but why the assumption that Roy wouldn’t take a full attack against Bloodfeast?

When I did the calculations, I blundered. I forgot about the missing on a 1 and double damage on a critical. And I forgot to double Roy's strength damage. Roy does more damage using a Full Attack - 72 vs 45 - but using a Partial Attack means that Roy can move rather than just stand there and get chomped. Note that you need to turn PA off to guarantee that Roy's third attack hits. This means that if he can avoid getting chomped, then Roy is a clear winner over Bloodfeast. Note also that getting a critical with PA on forces a massive damage save but that is not the case with PA off.
